Design Review Board Meeting Summary January 27, 2022 1. CALL TO ORDER The special meeting of the Danville Design Review Board was called to order at 5:00 p.m. by Chair Combs. The meeting was conducted by teleconference only. 1.1 Roll Call Roll call was conducted for attendance: Present: Mark Belotz, Board Member Robert Combs, Chair Afshan Hamid, Board Member Lou Palandrani, Vice Chair Chris Trujillo, Board Member Kevin Wong, Board Member 1.2 Announcements Information was provided on the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. FOR THE GOOD OF THE TOWN There were no public comments received. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Consider the approval of the January 13, 2022, Meeting Summary. 2 The January 13, 2022, Meeting Summary was approved. 5. PUBLIC HEARINGS 5.1 Review and recommend the Planning Commission approve Development Plan request (DEV21-0013) allowing the construction of a new 51,290 square foot two-story mixed-use building. The proposed development includes 37 residential condominium units totaling 46,680 square feet, and 3,920 square feet of commercial retail space along the Hartz Avenue frontage. The proposed project includes a 31,360 square foot subterranean parking garage The site is located at 600 Hartz Avenue (Project Planner: David Crompton). There were no public comments received. David Crompton, Chief of Planning, presented the staff report. Eric Chevalier, The Address Company, and Mark Shattinger, MJS Landscape Architect, presented the architectural and landscape plans. Jason Neri, CBG Civil, was in attendance. Mr. Hamed council for Mr. Faz to express support of the project. A letter of support was sent out to Design Review Board members prior to the meeting. Decision: The Design Review Board recommended the item be continued to an unspecified date, and asked the applicant to address the following comments: propose warmer paint colors for the rear and left front elevations rather than the proposed white and gray; wrap brick columns similar the columns at the garage entry around to the side and rear elevations as part of the fence design; to create a four sided building, apply the clinker brick material around the side and rear elevations from the base up to the second floor; provide more variety for the repetitive gable elements on the east elevation; provide solid balcony railing for the rear and side elevations. 5.2 Review and recommend the Planning Commission approve the architectural design, landscape plans, and the color and material board for Development Plan request DEV21-0015 to allow for a new single-family residence located at 1288 Lawrence Road (Project Planner: Riley Anderson- Barrett). 3 Riley Anderson-Barrett, Assistant Planner, presented the staff report. Marshall Schneider, Schneider Design Inc., presented the architectural plans. Decision: The Design Review Board recommended the Planning Commission approve the architectural and landscape plans with the caveat that the color and material board will receive further review from Design Review Board members. 6. REPORTS AND COMMUNICATIONS 6.1 Board Member Reports Board Member Hamid reported that the League of California Cities Planning Commissioners Academy will be hosted March 16-18, 2022, in San Ramon, CA. 7. ADJOURNMENT The special meeting of the Danville Design Review Board was adjourned at 6:13 p.m.
