TO: Mayor and Town Council February 15, 2022
SUBJECT: Resolution No. 10-2022, authorizing Community Events Street Closures
or Parking Restrictions for Calendar Year 2022 and for the Ridge Hike for
Prevention in Calendar Year 2023; and Resolution No. 12-2022
authorizing Exemption from Danville Ordinance No. 96-10 for the
Danville Summerfest on June 25 and 26, 2022 and the Danville Fallfest
on October 22 and 23, 2022
BACKGROUND
The Town annually hosts large-scale community events in the downtown to build
community spirit, provide exposure to businesses, enhance quality of life, attract visitors
and revitalize the economic health of Danville.
It is the Town's policy to regulate events involving the use of, or impact to, Town
property, facilities, sidewalks or roadways in the interests of public safety, loss control,
and limiting liability. Danville’s Municipal Code requires Town Council approval for
events that necessitate the temporary closure of Town streets and parking restrictions.
Danville Ordinance No. 96-10 requires event organizers to obtain Town Council approval
to allow public consumption of alcohol within the event street closure limits.
Several community events for calendar year 2021 were cancelled or postponed in
response to the COVID-19 pandemic. On June 15, 2021, the state eliminated the color-
coded tier system for counties and reduced the restrictions applicable to large outdoor
events. As a result, some event organizers are seeking permission to safely host in-person
community events in 2022. Since one event organizer is seeking to host a fundraising
hike on April 30, 2023, the event is being included in this request to allow the event
organizer time to promote the event, should it be approved.
To address present and longstanding concerns about public safety, the Town’s
Community Events Team (CET) assesses safety concerns and takes steps with the intent
of mitigating potential risks associated with road closures for large-scale events.
Additional safety measures limiting vehicle access were deployed at the 2021 Lighting of
the Old Oak Tree event (LOOT) and customized short and long-term solutions are being
evaluated for community events moving forward.

Upcoming Community Events
Downtown businesses and the Town have supported road closures for select community
events because they promote economic vitality and increase exposure for business. As a
result, event organizers are expected to plan event activities throughout the entire closure
limits to maximize exposure of the Danville business community.
Prior to recommending Town Council’s approval of community events with street
closures (whether lane closures, local streets or major/secondary streets) or community
events wherein alcohol will be served, the following factors are carefully considered:
• Impact on residents, occupants or businesses on the block or in the immediate
vicinity.
• Ability of emergency vehicles to access and maneuver through the closure
areas and around the temporary outdoor dining parklets, provided that an
extension of temporary land use permits for parklets is granted by Town
Council.
• Impact on vehicular traffic circulation and availability of alternate routes for
traffic detours.
• Opportunities for businesses in the event vicinity to participate and create
strategies for attendee engagement and increase their brand exposure.
• Capacity planning or determining whether the event will exceed the Town’s
predefined resource capabilities.
• Event organizers’ capacity to implement established event criteria as outlined
in the event agreement, as well as their plans to comply with current protocols
for large-scale events established by Contra Costa Health Services (“CCHS”).
• Event organizers’ formal request for Town Council approval to serve/sell
alcohol for public consumption within the event street closure limits; must
promote practices that support responsible behavior at all events and must
ensure adherence to all relevant Town policies, municipal, county and federal
laws and regulations concerning the sale and service of alcohol.
This report covers requests from eleven (11) event organizers to utilize either public
streets, sidewalks, rights-of-way, Town-owned parks or other Town public property to
stage operations for their events. These event organizers will be required to implement
current CCHS’ safety guidelines to adjust event activities around outdoor dining parklets
in the downtown area for the following proposed community events which require street
closures or parking restrictions:
Danville Summerfest – June 25 & 26

This annual street festival draws families from all over the Tri-Valley and beyond. It
promotes exposure to Danville’s local retail and restaurant businesses while featuring
arts and crafts booths, a children’s area, local service vendors, a classic car exhibit, and
live entertainment. The event organizer is the Danville Area Chamber of Commerce (the
Chamber).
In accordance with Ordinance No. 96-10, the Chamber is requesting permission from the
Town Council to permit public consumption of alcohol within the event street closure
limits. This daytime family event has no history of alcohol-related incidents. The
Chamber has proven to be a responsible event sponsor that strictly regulates the
consumption of alcohol during the event and allows only responsible trained staff to
serve alcohol.
Kiwanis-Danville July 4 Parade – July 4
This time-honored patriotic hometown parade celebrates Danville’s heritage and
America’s birthday and attracts over 40,000 attendees. The parade route will remain the
same as in previous years, but restrictions and requirements may apply to ensure that
vehicular traffic can safely navigate around outdoor dining parklets along the route,
provided that an extension of temporary land use permits for parklets is granted by Town
Council. This event raises funds to provide local grants to individuals and organizations
throughout the San Ramon Valley. The event organizer is Kiwanis Club of the San
Ramon Valley.
Hot Summer Sunday Car Shows- July 17 and August 21
This community event features a display of classic custom vehicles and hot rods from all
eras strategically parked throughout the heart of historic downtown Danville, as well as
live music performances at various sites along Hartz and Prospect Avenues. Car staging
may need to be adjusted if an extension for outdoor dining parklets is granted by Town
Council. The event organizer is the Danville Merchants Association.
Music in the Park (Town Green) – August 6
This event provides concertgoers with a pleasant outdoor family-friendly event and
exposure to a large variety of local restaurants and shops prior to and after the event. The
event organizer is the Town’s Recreation, Arts and Community Services Department.
Relics on Railroad – Danville Antique & Art Faire – September 4-5
This event, which has grown to be a community favorite on Labor Day, attracts over 2,000
attendees and showcases over 50 art and vintage antique vendors. The event organizer
is Museum of the San Ramon Valley.
Danville Devil Mountain Run (10k, 5k and “The Mile of Truth”) – September 18

This event attracts thousands of participants and their family and friends to the
Downtown and includes an expo area featuring local businesses and sponsors in the
Railroad Avenue Municipal Parking Lot. Race participants and their families are
encouraged to explore downtown businesses and restaurants after the event. Each year
the event organizer, Katalyst Events, LLC, donates a portion of the proceeds to a select
Danville-based organization. To provide more time to prepare, the event organizer has
requested the run be moved to September versus May.
San Ramon Valley High School Homecoming Parade – September 30
This annual hometown parade honors San Ramon Valley High School students as they
celebrate school spirit prior to the homecoming game. The event organizer is San Ramon
Valley High School.
Run for Education (5k and 10k) – October 9
The Run for Education is a community run/walk event sponsored by the San Ramon
Valley Education Foundation and raises funds to support programs for the San Ramon
Valley Unified School District. Danville hosts a portion of the 10k, in which
approximately 500 participants run from Charlotte Wood Middle School to the finish line
adjacent to the San Ramon City Center. Road closure times will include temporary rolling
closures, at different points along the course, with minimal delays of up to 10 to 20
minutes for residents as runners proceed through the neighborhood to the Iron Horse
Trail between 8:00 a.m. and 9:00 a.m.
Danville Fallfest – October 22 & 23
This local annual street fair and festival attracts families from all over the Bay Area. It
promotes Danville’s local retail and restaurant businesses and features arts and crafts
booths, local service vendors, a classic car exhibit, and live entertainment. The event
organizer is the Chamber.

Veterans Day Celebration – November 10-13
This community celebration, which recognizes San Ramon Valley veterans and their
significance to the community’s past, includes an outside display of military vehicles,
exhibits, veteran service medals, music, speakers, and more. The event organizer is the
Veterans Memorial Building Library Historical Collection Committee.

Lighting of the Old Oak Tree – November 25
This time-honored annual tradition kicks off the holiday season in Danville on Diablo
Road around the Town’s landmark oak tree. The event concludes in the downtown and
is designed to encourage shopping in the area after the tree lighting ceremony. The event
organizer is the Chamber.
Ridge Hike for Prevention – April 30, 2023
In its fourth year, this event provides two hike options through Danville trails with a
community expo at the end of the hike. Proceeds from the event benefit breast cancer
awareness. Participants receive lunch and a swag bag filled with coupons and offers from
local businesses. The event organizer is Breast Cancer Prevention Partners.
Based on evaluation of the events listed in Exhibit 1 to Resolution 10-2022, and in
accordance with the established criteria, staff recommends that Town Council approve
community events street closures and parking restrictions for calendar year 2022 and the
April 30, 2023, Ridge Hike for Prevention event.
Upon Town Council’s approval, the Town’s community outreach efforts will include
posting community event dates and times. Information for each event will be provided
on the Town’s website, social media channels and press releases.
Community Events Safety Plan
The Town provides direct resources to event organizers to plan safe and successful events
that will serve diverse audiences and create minimal disruption to surrounding areas.
As previously indicated, additional safety logistics were implemented for the LOOT
event on November 26, 2021. The Town organized the deployment of heavy-duty steel
mobile vehicle barriers that were strategically placed at perimeter points with higher
volumes of vehicular traffic. These barricades are designed to protect event areas from
higher speed vehicular intrusion. Additional measures included an increased police
presence and the use of vehicle barricades intended to create a stronger event road
closure.
The CET conducted a post-event analysis of the LOOT event and discussed
programmatic changes for road closures with the following objectives:
1. Improving event road closure safety measures along arterial roadways and
intersections with high volumes of vehicular traffic;
2. Developing and launching a flexible safety plan for all events;
3. Implementing cost-controlled safety measures; and
4. Ensuring logistics accommodate changes in the availability of staffing resources.

Community safety is the Town’s highest priority. The need to integrate additional levels
of safety to protect against accidental or deliberate vehicle intrusion into road closures
for large-scale events requires the Town to rethink how event planning takes place. This
will require the Town to assume a larger role in road closure logistics for these events.
For 2022 events, the CET will develop appropriate configurations for each event and
determine resources needed to implement necessary road closures. This will involve
using a combination of mobile barriers with other barricade types used for temporary
traffic control applications. The Town currently has an arrangement to store mobile
barriers for a specialty contractor, in exchange for use and deployment of the barricades
at no cost. However, this arrangement has limitations, and may not provide the use of
these resources on a permanent, ongoing basis. For this reason, consideration will be
required for planning future events beyond 2022, including potential costs associated
with additional safety measures and contracted services that may be required to perform
road closures.
The CET will research long-term permanent solutions that would meet the core
objectives, compile options and associated costs for permanent types of devices that are
used in other communities and present a recommendation to the Town Council at a
future meeting.

FISCAL IMPACT
Event organizers are legally and financially responsible for the overall organization,
management and implementation of an event and its related activities. Town costs
associated with these events are budgeted in the FY 2021/22 and 2022/23 Community
Events program budget.

AUTHORIZING COMMUNITY EVENTS STREET CLOSURES OR
PARKING RESTRICTIONS FOR CALENDAR YEAR 2022 AND FOR
RIDGE HIKE FOR PREVENTION IN CALENDAR YEAR 2023
WHEREAS, the Town annually hosts the occurrence of large-scale events in the
downtown to build community, enhance the quality of life for residents, and attract
visitors to promote the economic health of Danville; and
WHEREAS, community events are designed to increase exposure to downtown
businesses and generate a flow of foot traffic throughout the event boundaries; and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and attracts hundreds of visitors to the Downtown; and
WHEREAS, street closures are necessary to provide event safety for all concerned,
including event organizers, vendors, local business owners and the general public; and
WHEREAS, Danville’s Municipal Code requires Town Council approval of parades
and community events which necessitate the temporary closure of Town streets and
temporary parking restriction; and
WHEREAS, the Town requires event organizers to adhere to Town guidelines for the
development of event plans that comply with local, state and federal codes, laws,
policies and regulations governing activities associated with the production and
management of community events, including following health order guidance for
mega-events, and to submit an Encroachment Permit; and
WHEREAS, the Town requires event organizers to execute specific Community Events
Agreements, which outline the understandings, responsibilities and conditions
associated with the Town’s authorization of street closures, including the submission of
an insurance policy to indemnify the Town from liability associated with the event, as
well as a Danville Encroachment Permit; and
WHEREAS, a detailed list of events and subsequent maps that define roads or parking
lot closure limits are identified in Exhibit 1; now, therefore, be it
RESOLVED that the Danville Town Council authorizes the Community Events Dates
and Street Closures Maps listed in Exhibit 1, which is attached and incorporated herein
by this reference.

AUTHORIZING EXEMPTION FROM DANVILLE ORDINANCE NO. 96-10
FOR DANVILLE SUMMERFEST ON JUNE 25 AND 26, 2022
AND DANVILLE FALLFEST ON OCTOBER 22 AND 23, 2022
WHEREAS, the Danville Summerfest and Danville Fallfest are annual events sponsored
by the Danville Area Chamber of Commerce (Chamber); and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and bring hundreds of visitors to the Downtown; and
WHEREAS, the Chamber has requested an exemption from Danville Ordinance No. 96-
10 in order to allow public consumption of alcohol within the authorized street closure
limits; and
WHEREAS, these events are daytime family events with no history of alcohol-related
incidents; now, therefore, be it
RESOLVED that the Danville Town Council hereby authorizes that public
consumption of alcohol shall be allowed within the authorized street closure limits of
these events during the hours of 11:00 am and 4:30 pm on June 25 and 26, 2022 for
Danville Summerfest and 11:00 am and 4:30 pm, on October 22 and 23, 2022 for
Danville Fallfest, in accordance with the provisions of Ordinance No. 96-1.
