CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Arnerich at 5:00 p.m. The meeting was conducted by teleconference only. 1.1Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Newell Arnerich, Mayor Robert Storer, Vice Mayor Dave Fong, Councilmember Renee Morgan, Councilmember Karen Stepper, Councilmember 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Allan Shields. 3. CHANGES TO THE ORDER OF THE AGENDA Town Manager Joe Calabrigo recommended that the Town Council add an urgency item to the agenda because the need to add the item arose after posting of the agenda: Item 5.3 Proclamation recognizing celebrations of the Lunar New Year. An urgency item requires a 4/5s vote of the Town Council. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 1, 2022 MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO ADD ITEM 5.3 TO THE AGENDA AS AN URGENCY ITEM: PROCLAMATION RECOGNIZING CELEBRATIONS OF THE LUNAR NEW YEAR MOTION CARRIED 5-0 4. FOR THE GOOD OF THE TOWN Conscious Contra Costa, Veronica Benjamin, commended the Town for agendizing a proclamation recognizing February as Black History Month. Steve Beck commented on the Contra Costa County District Attorney’s Office handling of the police incident on March 11, 2021. 5. PRESENTATIONS 5.1Introduction of new Police Department personnel by Danville Police Chief Allan Shields Chief Allan Shields introduced new Police Department personnel. 5.2Proclamation recognizing February 2022 as Black History Month Mayor Arnerich read the proclamation. 5.3Proclamation recognizing celebrations of the Lunar New Year Mayor Arnerich presented the proclamation to Kay Wang of Bay Valley Chinese School and Margaret Liang of Asian Pacific Islander American Public Affairs Association (APAPA). 6. CONSENT CALENDAR 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of January 11, 2022 6.2Consider approval of the Register of Demands 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 1, 2022 6.3Consider adoption of Resolution No. 3-2022, approving the continued use of teleconferencing for the meetings of all Town legislative bodies pursuant to the provisions of AB 361 6.4Consider adoption of Resolution No. 4-2022, establishing guidelines for use of the Town’s Child Care Fund 6.5Consider adoption of Resolution No. 5-2022, approving a Notice of Completion for the Brookside Drive ADA Improvements Project, CIP No. A-064 6.6Consider adoption of Resolution No. 6-2022, amending the construction contract for the Town Office Relocation Project, Contract No. B-626 6.7Consider adoption of Resolution No. 7-2022, appropriating Comprehensive Planning Fee funds and authorizing the Town Manager to execute a contract for community survey consulting services related to the preparation of the 2023-2031 Housing Element MOTION BY COUNCILMEMBER STEPPER, SECOND BY COUNCILMEMBER FONG, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 7. TOWN MANAGER’S REPORT 7.1 Monthly Town Manager’s report by Joe Calabrigo Joe Calabrigo provided the report. 8. COMMUNICATIONS 8.1Contra Costa County Library Commission report by Danville representative Nicole Gemmer Nicole Gemmer provided the report. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 1, 2022 9. PUBLIC HEARINGS 9.1Consider introduction of Ordinance No. 2022-01, adding a new Chapter 2- 26 to the Danville Municipal Code establishing no campaign contribution limits for Town Council candidates City Attorney Rob Ewing presented the staff report. Mayor Arnerich opened the item to public comment. There were no speakers. Mayor Arnerich closed the item to public comment. MOTION BY VICE MAYOR STORER, SECOND BY COUNCILMEMBER MORGAN, TO INTRODUCE AND READ BY TITLE ONLY ORDINANCE NO. 2022-01, ADDING A NEW CHAPTER 2-26 TO THE DANVILLE MUNICIPAL CODE ESTABLISHING NO CAMPAIGN CONTRIBUTION LIMITS FOR TOWN COUNCIL CANDIDATES AND RETURN FOR SECOND READING ON FEBRUARY 15, 2022 MOTION CARRIED 5-0 10. ADMINISTRATIVE STAFF REPORTS 10.1Consider adoption of Resolution No. 8-2022, approving the Fiber Optic Communications Network Master Plan as part of Fiber Optic Cable Interconnect Project, CIP A-620 Transportation Manager Andrew Dillard presented the staff report. Mayor Arnerich opened the item to public comment. There were no speakers. Mayor Arnerich closed the item to public comment. 4 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 1, 2022 MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR STORER, TO ADOPT RESOLUTION NO. 8-2022, APPROVING THE FIBER OPTIC COMMUNICATIONS NETWORK MASTER PLAN AS PART OF FIBER OPTIC CABLE INTERCONNECT PROJECT, CIP A-620 MOTION CARRIED 5-0 11. TOWN COUNCIL REPORTS 11.1Town Council updates Councilmembers provided updates on events and activities in Danville. 12.
