DESIGN REVIEW BOARD STAFF REPORT 5.1 TO: Design Review Board Members January 27, 2022 SUBJECT: Review and recommend the Planning Commission approve Development Plan request (DEV21-0013) allowing the construction of a new 51,290 square foot two-story mixed-use building. The proposed development includes 37 residential condominium units totaling 46,680 square feet, and 3,920 square feet of commercial retail space along the Hartz Avenue frontage. The proposed project includes a 31,360 square foot subterranean parking garage The site is located at 600 Hartz Avenue (Project Planner: David Crompton). PROJECT DESCRIPTION/BACKGROUND On November 10, 2020, the Town Council, Planning Commission, and Design Review Board held a study session to discuss the proposed development. The project was generally well received by the study session participants. EVALUATION The proposed development is located within Downtown Business District Area 11; Special Opportunity Site. The development is consistent with all required development standards, including height (35’ maximum), average front yard setback (minimum 10’), and side and rear yard setbacks (none required). The Ordinance allows for a floor area ratio (FAR) of up to 100% if on-site structured parking is provided. The proposed FAR is 99%. In reviewing the proposed project architecture, the Town’s primary concern has been the rear and left side elevations, which abut the Village Theater Municipal Parking lot. For these elevations, about six feet of the basement parking garage is exposed, and the two- story build sets directly above. Staff has worked with the applicant to add brick veneer to the exterior wall of the garage, large trees adjacent to the stormwater pollution bioswale, and shrubs directly against the base of these walls. DRB should review and discuss these elevations. • Possibly a solid fence or wall, rather than an open metal fence, may be appropriate for the rear elevation and the left side elevation to the point of the pedestrian gate to better screen the lower skirting of the building. 600 Hartz Avenue 2 January 27, 2022 • The proposed solid wood railings for the balconies on the front elevation should be reviewed. • The front facing wall to the left of the garage ramp has only one window and a mostly blank appearance. • 10 Town-protected trees are proposed to be removed as part of the project, mostly redwood trees. In general, tree removal is unavoidable given the need to excavate the site to construct the basement parking garage. . RECOMMENDATION Review and recommend the Planning Commission approve Development Plan request (DEV21-0013) allowing the construction of a new 51,290 square foot two-story mixed-use building.
