SUBJECT: Resolution No. 7-2022, appropriating Comprehensive Planning Fee funds
and authorizing the Town Manager to execute a contract for community
survey consulting services related to the preparation of the 2023-2031
Housing Element
BACKGROUND
As required by State law, all cities and counties must maintain a General Plan Housing
Element which plans for the housing needs of its residents. In June 2020, the California
Department of Housing and Community Development (State HCD) assigned the San
Francisco Bay Area region a housing target of 441,176 new homes over the next eight-year
housing cycle. In turn, the Association of Bay Area Governments (ABAG) assigned Danville
a minimum of 2,241 units of the region’s total share.
At the Town Council Study Session on March 9, 2021, the Danville Town Council directed
staff to embark upon a three-phased community outreach effort including general education
on the Housing Element process (Phase 1), community engagement on Housing Opportunity
Sites (Phase 2), and community input during the adoption process (Phase 3).
Phase 1 of the outreach effort occurred throughout 2021 and consisted of 60 total news and
informational articles on six separate media platforms. In addition, 17 total “Housing 101”
workshops were hosted for 11 separate groups.
DISCUSSION
As an initial component of the Phase 2 public outreach effort, the Town will undertake a
survey of residents regarding their land use priorities. To develop a reliable and statistically
valid sampling of resident perspectives, the Town is engaging the assistance of a
professional community research firm to develop the survey and analyze its findings.
The Town sent requests for proposals to firms specializing in public opinion research and
selected the firm of Godbe Research. Godbe Research has over 31 years of experience and
has conducted more than 2,000 public opinion research projects to evaluate topics including
community priorities and evaluating community needs. The total cost for the consulting
services would be a cost not to exceed $30,000, inclusive of a contingency amount.

FISCAL IMPACT
All costs associated with the Housing Element would be appropriated from the Town’s
Comprehensive Planning Fee Fund and sufficient funds are available.
RECOMMENDATION
Adopt Resolution No. 7-2022, appropriating Comprehensive Planning Fee funds and
authorizing the Town Manager to execute a contract for community survey consulting
services related to the preparation of the 2023-2031 Housing Element.

RESOLUTION NO. 7-2022
APPROPRIATING COMPREHENSIVE PLANNING FEE FUNDS AND
AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT FOR
COMMUNITY SURVEY CONSULTING SERVICES RELATED TO THE 2023-2031
HOUSING ELEMENT
WHEREAS, all cities and counties in California must maintain a General Plan Housing
Element which plans for the housing needs of its residents; and
WHEREAS, the Association of Bay Area Governments (ABAG) assigned Danville a
minimum of 2,241 units of the region’s total share; and
WHEREAS, the Danville Town Council directed staff to embark upon a three-phased
community outreach effort including general education on the Housing Element
processing (Phase 1), community engagement on Housing Opportunity Sites (Phase 2), and
community input during the adoption process (Phase 3); and
WHEREAS, as an initial component of the Phase 2 public outreach effort, the Town will
undertake a survey of residents regarding their land use priorities; and
WHEREAS, the Town seeks the assistance of a professional community research firm to
develop the survey and analyze its findings; and
WHEREAS, after requesting proposals from firms specializing in public opinion
research, the Town desires to enter into a contract with Godbe Research; now, therefore,
be it
RESOLVED, that the Danville Town Council hereby authorizes the Town Manager to
execute a contract agreement with Godbe Research for community survey consulting
services related to the 2023-2031 Housing Element; and, be it further
RESOLVED, that $30,000 is appropriated from the Town’s Comprehensive Planning Fee
Fund.
