CALL TO ORDER The special meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Diamond at 5:30 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Gail Massagli conducted the roll call for attendance: Present: Randall Diamond, Chair Adam Falcon, Vice Chair Alesia Strauch, Commissioner (arrived at 6:09 p.m.) Kevin Donovan, Commissioner Charles Neary, Commissioner Sabrina Brandeis, Commissioner Jane Joyce, Commissioner Jenna Mesic, Commissioner Excused: Brittany Beech, Commissioner 1.2 Announcements Gail Massagli, Administrative Assistant, provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the Order of the Agenda. 3. “FOR THE GOOD OF THE TOWN” Terry Tringali, Danville, representing pickleball players, encouraged the Town to expedite the construction or conversion of more pickleball courts stating pickleball accommodates people of all ages and interest is growing rapidly. Her group plays Parks, Recreation and Arts Commission – Special Meeting Summary of Actions September 8, 2021 2 twice a week and there are always 12 or more people waiting to get on the court. Terry believes there are many people who would love to play in Danville that have been diverted to play elsewhere in other cities due to the Town’s limited facilities. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Approval of the Summary of Actions from the August 11, 2021, Parks, Recreation and Arts Commission Special Meeting MOTION BY COMMISSIONER JOYCE, SECOND BY COMMISSIONER NEARY, TO APPROVE THE SUMMARY OF ACTIONS OF THE AUGUST 11, 2021, PARKS, RECREATION, AND ARTS COMMISSION SPECIAL MEETING MOTION CARRIED 8-0-0-1; COMMISSIONER BEECH EXCUSED; COMMISSIONER STRAUCH ABSENT 4.2 Consider revision of the approved Parks, Recreation, and Arts Commission Special Meeting Start Times Henry Perezalonso, Recreation, Arts and Community Services Director opened discussion to consider revision of the approved Parks, Recreation and Arts Commission Zoom special meeting start times. There was commission consensus to move the Zoom special meeting time from 5:00 P.M. to 6:30 P.M for future Parks, Recreation and Arts Commission meetings. MOTION BY COMMISSIONER DONOVAN, SECOND BY COMMISSIONER JOYCE, TO MOVE THE PARKS, RECREATION, AND ARTS COMMISSION SPECIAL MEETING START TIME TO 6:30 PM FOR TELECONFERENCE MEETINGS. MOTION CARRIED 8-0-0-1; COMMISSIONER BEECH EXCUSED; COMMISSIONER STRAUCH ABSENT 5. REPORTS AND PRESENTATIONS 5.1 Presentation on Mental Health, the Connection to Parks and Recreation Director of Recreation, Arts and Community Services, Henry Perezalonso, addressed the topic of mental health awareness and how it may relate to the Parks, Recreation and Arts Commission and the Town. Parks, Recreation and Arts Commission – Special Meeting Summary of Actions September 8, 2021 3 Mr. Perezalonso introduced guest speaker, Nitsa Dimitrakis, Clinical Director at Discovery Counseling Center to present a power point presentation on Isolation and Mental Health. Nitsa Dimitrakas responded to comments and questions regarding the Isolation and Mental Health presentation. Mr. Perezalonso stated that the commission will have the opportunity to identify their priorities at the future Parks, Recreation and Arts Commission and Arts Advisory Board Joint Workshop. 5.2 Recreation, Arts and Community Services Director’s Report Director Henry Perezalonso reported the department updates through a power point he shared with the council. Henry reported the department is in a time of recovery, moving forward, providing activities and programs to promote health and wellness, and encouraging everyone to get outside. He discussed the summer programs, exercise for mental health, connections to Seniors, statistics, and information on surveys. Mr. Perezalonso reported the official debut of the Town of Danville’s mascot, August J. Acorn, “Auggie” was on August 31st at the Arts and Rec on the Go at the Osage Station Park in Danville. There are more Auggie events and opportunities to engage with the community that are planned. 5.3 Commissioner’s Reports and Comments Commissioner Strauch, PTA liaison, provided an update on in-person and virtual events. She thanked and extended appreciation to Dave Casteel for help tackling a conflict with dogs off lease at school parks. She is proud to live in an amazing Town with amazing Town staff. Commissioner Neary provided an update on the Arts Advisory Board. He enjoyed attending the Bellisimo art exhibit and encouraged people to visit the Art Gallery. He expressed his appreciation for the start of the Bocce Ball League and provided positive feedback from his new neighbors who recently attended Danville’s summer programs. Parks, Recreation and Arts Commission – Special Meeting Summary of Actions September 8, 2021 4 Commissioner Mesic, event coordinator liaison, encouraged commissioners to sign up for Town events through Sign Up Genius. She provided a coyote update from the California Land Conservation and Planning Coordinator providing ways to prevent coyotes within the community. Commissioner Joyce updated that she enjoyed attending the Music in the Park and Bellisimo art exhibit. She noticed and appreciated the action being taken to address the dead pine trees along the Iron Horse Trail. Commissioner Joyce proposed to the council a future presentation by each of the commissioners on the Tiny Flourishes Project for this upcoming year. Commissioner Donovan informed the Commission of an ongoing real estate dispute in the Tassajara area between the County, City of San Ramon, and East Bay Regional Parks are supporting a 125 home development. This would include 700 acres being put in conservation under direction of East Bay Regional Parks and would put homes beyond the urban limit line. The Town of Danville is threatening legal action in order to block the development. Donovan complimented Henry and his team on the department's recovery during this difficult time. He also inquired about Auggie. Commissioner Brandeis provided information about the first indoor Danville Youth Commission meeting coming up. Vice Chair Falcon acknowledged the steps being taken to improve bike safety on the Iron Horse Trail. Chair Diamond shared that he enjoyed the Shrumen Lumen art installation at night. 6.
