CALL TO ORDER The special meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Diamond at 6:30 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Gail Massagli conducted the roll call for attendance: Present: Randall Diamond, Chair Alesia Strauch, Commissioner Kevin Donovan, Commissioner Sabrina Brandeis, Youth Representative Jane Joyce, Commissioner Jenna Mesic, Commissioner Excused: Adam Falcon, Vice Chair and Charles Neary, Commissioner 1.2 Announcements Gail Massagli, Administrative Assistant, provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the Order of the Agenda. 3. “FOR THE GOOD OF THE TOWN” There were no speakers. 4. ITEMS FOR CONSIDERATION/ACTION Parks, Recreation and Arts Commission – Special Meeting Summary of Actions November 10, 2021 2 4.1 Approval of the Summary of Actions from the September 8, 2021, Parks, Recreation and Arts Commission Special Meeting MOTION BY COMMISSIONER DONOVAN, SECOND BY COMMISSIONER MESIC, TO APPROVE THE SUMMARY OF ACTIONS OF THE SEPTEMBER 8, 2021, PARKS, RECREATION, AND ARTS COMMISSION SPECIAL MEETING MOTION CARRIED 6-0-0-2; VICE CHAIR FALCON AND COMMISSIONER NEARY EXCUSED 5. REPORTS AND PRESENTATIONS 5.1 October 15, 2021, Commission and Board Workshop Debrief Director of Recreation, Arts and Community Services, Henry Perezalonso, asked the commission to reflect and share any comments regarding the seven main topic areas taken away from the Joint Commission Workshop held on October 15, 2021. The seven main topic areas are the Town Green and Arts District, Pickleball, Transportation, Park/Facilities, Budget, and Social Vision. Also provided was the list of main ideas and priority ideas from 2018 and 2020. Mr. Perezalonso asked the commissioners to brainstorm and self-reflect on areas that they would like to research for better understanding and gain knowledge to narrow down how to move forward on the action items to achieve accomplishments. Mr. Perezalonso will be sharing this information jointly with the Arts Advisory Board. Mr. Perezalonso stated there will be a December joint meeting with the Parks, Recreation & Arts Commission, Senior Advisory Commission, and Arts Advisory Board. 5.2 Recreation, Arts and Community Services Director’s Report Director Henry Perezalonso reported the department updates regarding engagement and connection to the community and mentioned we will see more engagement moving forward involving the Downtown Master Plan to ensure the Town is advocating for the community. Mr. Perezalonso reported on recent Senior, Youth and Teen programs, Parks, Recreation and Arts Commission – Special Meeting Summary of Actions November 10, 2021 3 and the Village Theatre and Art Gallery events. He stated the Winter 2022 activity guide will be available the week of November 15, 2021. He included an update on sport leagues and facility picnic rental reservations which are still going strong in the month of December. Continuing to move forward with recovery, staff will continue to promote activities and programs for health and wellness and encouraging everyone to get outside. Mr. Perezalonso reported the Town Council Mayor’s Installation will take place December 7, 2021. Mr. Perezalonso invited the commissioners to join for a day or afternoon at the CPRS annual conference taking place March 8 to March 11, 2022. 5.3 Commissioner’s Reports and Comments Commissioner Mesic, event coordinator liaison, encouraged commissioners to sign up for current Town events through Sign Up Genius. She inquired about any updates regarding the Diablo Vista Park lighting installation and information regarding the sports field’s grass closures. She also inquired about who mandates the current COVID-19 guidelines for the Town of Danville’s programs. Commissioner Brandeis reported she enjoyed attending the Spooktacular successful event. She provided an update on the Danville Youth Council’s fall service project the Candy Drive which collected 500 pounds of candy. Another fall service project, currently being worked on is creating gift baskets for foster children. The DYC has started brainstorming for their spring service projects involving mental health topics and earth day. The DYC is looking forward to providing feedback regarding a presentation on an anti-bullying movement. Commissioner Strauch is interested in providing donations for the DYC’s fall service project involving foster children. She provided an updated regarding the school’s PTA sponsoring a reflections artwork showcase through the school district which students can submit art pieces. She was impressed with the active theme of “I will change the world by…” She shared information on a presentation by the school district on new zones of regulations program, social awareness program at the school’s elementary level to become more aware of the student’s emotional state and energy level by using a color-coding system. She attended and enjoyed the Town’s popular Fallfest event and updated the Commission on a popular Trunk or Treat event at her local elementary school. Commissioner Joyce spoke her substitute teaching experience at the schools. The children participate in the new color-coded zones of regulations program. Commissioner Joyce reported on the Arts Advisory Board meeting the unanimous approval of one artist’s proposal. There need to be modifications before bringing it to the Parks, Recreation and Arts Commission. Commissioner Joyce provided an update on the October’s Planning Committee meeting. Commissioner Donovan inquired about the December 3, 2021, performance in the Village Theatre which Jessica Wallner reported may be cancelled. He provided an update on the October Senior Advisory Commission review of the Age Friendly Road Map. He attended the Impressions of Light exhibit and was impressed with how talented the students are. Commissioner Donovan inquired if it was possible to recognize Sports Alliance and member John Sofranic for their investment in the Town’s facilities and involvement in the community at the Mayor’s Installation. Chair Diamond met with the Chair of San Ramon Parks Commission. He stated that it was interesting to learn about San Ramon’s Park Commission. He was also interested in their approach on their strategic plan. Chair Diamond stated Dr. Nitsa will be presenting to the San Ramon Park’s Commission at their next meeting. He looks forward to sharing information next month from Healthy Places By Design, an organization addressing social isolation. 6.
