TO: Design Review Board Members January 13, 2022
SUBJECT: Review and recommend the Planning Commission approve the
architecture design, color and material board, and landscape design for
Development Plan request DEV21-0004 to remodel and provide for long-
term outdoor seating for the property located at 298 Hartz Ave.
PROJECT DESCRIPTION
The project includes a Development Plan request (DEV21-0004) for approval of revised
architectural elevations, material and colors, and landscaping for the remodel of an
existing building in the Downtown Business District Area 1; Old Town, with 4,102 square
feet of existing interior floor area, 1,923 square feet of proposed covered awning area, and
1,552 square feet of a proposed public plaza. This project was reviewed by the Design
Review Board on December 16, 2021, with the discussion continued to a further meeting
date. The DRB also requested an on site meeting and that the project architect prepare
rendering drawings for the project.
EVALUATION
Architecture
•The development criteria for the project are consistent with Downtown Business
District Area 1.
•Existing parking is being remodeled to create a covered patio to be used for
permanent exterior seating, and a public plaza.
•The existing entryway and arch sign will be replaced with a metal seamed roof to
create a covered entryway, with a hanging sign at the front of the gable. Final sign
design will be reviewed under a separate sign permit.
•Existing lattice siding will be replaced with a light beige lap siding. Trim will be a
medium beige and window will be black.
•A bronze louvered metal awning will cover the exterior dining area.

•The public plaza is delineated from the outdoor dining area with bronze metal
planters and covered with burgundy sunshades. The public plaza will have
concrete pavers, stucco seatwalls with concrete caps, and a steel planter near the
corner.
•Multiple forms of lighting will be used to illuminate the exterior areas. Linear light
strips will be recessed into the seatwalls and well lights will be placed in the public
plaza area. Sconce lights will be placed on the exterior of the metal awning and
underbar lighting will be located on the steel planters.
•Neighboring Yogurt Shake will have a consistent design with matching burgundy
awnings, light beige lap siding, and medium beige window and door trim. Final
sign designs will be reviewed under a separate sign permit.
Landscape
•Trees are Japanese Maples with a 24” box size and the shrubs are a minimum of 1-
gallon in size.
•The final design of the landscape treatment, path design and location, and planters
has been submitted for review. The project does not propose a fence design and
the Town is satisfied with the proposed landscape plan. The landscape treatment
is somewhat consistent with the design of other approved landscape treatments in
the area.
RECOMMENDATION
Recommend the Planning Commission approve the architecture, color and material
board, and landscape design for Development Plan request DEV21-0004 at 298 Hartz
Ave.
