Danville Planning Commission – Special Meeting
Summary of Actions
October 26, 2021
1. CALL TO ORDER
The special meeting of the Danville Planning Commission was called to order by
Chair Graham at 5:00 p.m. The meeting was conducted by teleconference only.
1.1 Roll Call
Administrative Assistant Kristine Meidberg conducted the roll call for
attendance:

1.2 Announcements
Administrative Assistant Kristine Meidberg provided information
regarding the format of the meeting and instructions for public comment.
2. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.

which is not listed on the agenda, click on the "Raise Your Hand" option in Zoom. Your name will be

4.1 Consider approval of the Summary of Actions from the September 28, 2021,
special Planning Commission meeting.

SEPTEMBER 28, 2021 SPECIAL PLANNING COMMISSION MEETING

COMMISSIONER RADICH ABSENT
5. PUBLIC HEARINGS
5.1 Public scoping session to allow for public and Planning Commission
comments regarding the scope of a Draft Environmental Impact Report
which will be prepared for the Town of Danville 2023-2031 Housing Element
Update. The Housing Element is a state-mandated policy document that is
a component of the Town of Danville 2030 General Plan. The Housing
Element contains policies and programs that support and create the
framework for the production, preservation, and maintenance of the Town’s
housing stock for all income levels.
David Crompton, Chief of Planning presented the staff report and
introduced the team from David J. Powers and Associates, Inc.
Natalie Noyes, Senior Project Manager, David J. Powers and Associates Inc.,
provided an overview of the CEQA (California Environmental Quality Act)
environment review process for the 2023-2031 Housing Element update.
Chair Graham opened the item to public comments.
There were no public comments.
Chair Graham closed the item to public comments and brought it back to the
commission for discussion.
David Compton, Chief of Planning, addressed questions from the
Commission.

5.2 Consider approval of Resolution No. 2021-06, approving Minor Subdivision
request MS 852-2019 allowing the subdivision of an existing 0.78-acre parcel
into two single-family residential lots at a site located at 2434 Tassajara Lane.
Riley Anderson-Barrett, Project Planner, presented the staff report.
Easton McAllister, Debolt Civil Engineering, spoke on behalf of the
applicant, summarizing the request to approve the Minor Subdivision and
addressed questions from the Commission.
Chair Graham opened the item to public comments.
Ahsish Sahni, property owner on McNeil Lane, expressed his
disappointment in how the project has proceeded and asked how much of
the oleander hedge would be cut.
Chair Graham closed the item to public comments.
Avista Karzai, owner/applicant, spoke to the question of the oleanders.
They like the oleander privacy feature and would like to keep as much of
the oleanders as possible.
David Crompton, Chief of Planning, addressed the public comment made
and answered questions from the commissioners.
MOTION BY COMMISSIONER HOULIHAN, SECOND BY
COMMISSIONER COMBS, TO ADOPT RESOLUTION NO. 2021-06,
APPROVING MINOR SUBDIVISION REQUEST MS 852-2019 ALLOWING
THE SUBDIVISION OF AN EXISTING 0.78-ACRE PARCEL INTO TWO
SINGLE-FAMILY RESIDENTIAL LOTS AT A SITE LOCATED AT 2434
TASSAJARA LANE, WITH THE FOLLOWING MODIFICATIONS:
• STAFF TO REVIEW RETAINING AS MUCH OF THE EXISTING
OLEANDERS AS POSSIBLE WHILE RESPECTING PROPER SITE
DISTANCES FOR SAFTY IN AND OUT OF THE DRIVEWAY
MOTION CARRIED 6-0-0-2; COMMISSIONER PALANDRANI AND
COMMISSIONER RADICH ABSENT

6. REPORTS AND COMMUNICATIONS
6.1 Information presentation by Commissioner Combs regarding the
provisions and planning implications of recently approved California
Senate Bill SB 9. SB 9 allows for the construction of up to two residential
units on most single-family lots and allows for the ministerial subdivision
of most single-family residential lots with a minimum lot size of 1,200
square feet.
Commissioner Combs made a presentation on the recently approved
California Senate Bill SB 9.
7. ADJOURNMENT
The special meeting of the Danville Planning Commission was adjourned at 5:56
p.m.
