SUBJECT: Resolution No. 81-2021, authorizing the purchase and installation of five (5)
electronic radar speed display driver feedback signs for Sycamore Valley
Road, San Ramon Valley Boulevard and Greenbrook Drive as part of Traffic
Management Program, C-305
BACKGROUND
The 2021/22 Capital Improvement Program (CIP) includes Traffic Management Program,
C-305 (Attachment B) that supports the implementation, enhancement and maintenance of
traffic calming and safety devices. This resolution will allow for the purchase and
installation of a total of five (5) electronic radar speed display driver feedback signs (“radar
speed display signs”).
In 2004, the Town began installing radar speed display signs on arterial and collector
roadways to mitigate speeding. These classifications of roadways have fewer traffic calming
treatment options as compared to 25 mph residential streets, where devices such as speed
humps can be used. To date, the Town has installed radar speed display signs at ten
locations including Camino Tassajara (3), Sycamore Valley Road (1), El Capitan Drive (2),
Greenbrook Drive (1), El Cerro Boulevard (2), and Green Valley Road (1). Based on collected
data, the radar signs have been effective in reducing prevailing vehicle speeds between 2
and 5 mph.
DISCUSSION
Since the onset of the COVID-19 pandemic, traffic statistics throughout the country - and
particularly California – reflected a sharp increase in excessive vehicular speed citations,
likely due to less congestion on roadways. With the return of in-person learning at schools
and fully opened businesses, traffic volumes are slowly returning to normal levels.
However, the trend of increased vehicle speeds has continued which can lead to injury
accidents. To proactively mitigate speeding and enhance safety on the Town’s roadways,
staff has been in the process of evaluating potential new locations for radar speed display
signs along arterial and collector roadways where the devices have greatest potential for
effectiveness. Based on the results of the recently completed 2021 Townwide Biennial
Traffic Count Study and staff-conducted radar surveys, it is recommended that radar speed
display signs be purchased and installed for five locations (Attachment C), summarized in
Table 1.

The Town solicited and received pricing from Traffic and Parking Control Co., Inc.
(“TAPCO”) for the five (5) radar speed display signs (Attachment D). TAPCO is a reputable
manufacturer and supplier of traffic control devices and safety systems throughout the
United States, and the signs have been installed at several Town locations with a high degree
of effectiveness, as previously described. Based upon past performance, and to maintain
equipment consistency, it is recommended that the Traffic Logix SafePace radar sign
(Attachment E), as supplied by TAPCO, be utilized for the subject locations.
Direct purchasing of the radar speed display signs from TAPCO is permitted through
OMNIA Partners, Public Sector Cooperative Purchasing Organization (the “Purchasing
Organization”) of which TAPCO is under contract with to supply traffic control products.
The Town has been a participating public agency of the Purchasing Organization since 2009.
Installation of the radar speed display signs will be performed by Contra Costa County
Signal Maintenance, the Town’s traffic signal maintenance contractor. The work is
scheduled to be completed in spring 2022, weather permitting.
This project has been found to be Categorically Exempt from the California Environmental
Quality Act (CEQA) according to Guidelines Section 15301 (Class 1).
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public. A standard Town
Capital Improvement sign will be placed at the project site.
FISCAL IMPACT
The cost for the purchase and shipping of five (5) radar speed display signs is $20,390.63.
Sufficient funds have been appropriated in the Capital Improvement Program to cover these
costs.

AUTHORIZING THE PURCHASE AND INSTALLATION OF FIVE (5)
ELECTRONIC RADAR SPEED DISPLAY DRIVER FEEDBACK SIGNS FOR
SYCAMORE VALLEY ROAD, SAN RAMON VALLEY BOULEVARD AND
GREENBROOK DRIVE AS PART OF TRAFFIC MANAGEMENT PROGRAM, C-305
WHEREAS, the Danville Town Council previously appropriated funding for Traffic
Management Program CIP No. C-305, in the adopted 2021/22 Capital Improvement
Program; and
WHEREAS, the Town has identified the need to install electronic radar speed display
driver feedback signs at the following locations to mitigate vehicle speeds and enhance
roadway safety:
▪Greenbrook Drive – eastbound direction, east of Camino Ramon
▪San Ramon Valley Boulevard – northbound direction, north of Elworthy Ranch
Drive
▪San Ramon Valley Boulevard – southbound direction, south of Elworthy Ranch
Drive
▪Sycamore Valley Road – eastbound direction, east of Brookside Drive
▪Sycamore Valley Road – westbound direction, west of Greenbrook Drive
WHEREAS, the electronic radar speed display driver feedback sign is an appropriate
traffic calming and safety device that is utilized to mitigate excessive vehicle speeds and
enhance safety along all classifications of roadways; and
WHEREAS, the electronic radar speed display driver feedback sign is an approved traffic
control device in the current edition of the California Manual on Uniform Traffic Control
Devices (“CA MUTCD”); and
WHEREAS, the Town, as a participating Public Agency under the Master
Intergovernmental Cooperative Purchasing Agreement as promulgated by OMNIA
Partners, Public Sector Cooperative Purchasing Organization, solicited pricing for
electronic radar speed display driver feedback signs manufactured and supplied by
Traffic and Parking Control Co., Inc. (“TAPCO”), of Brown Deer, Wisconsin; and
WHEREAS, TAPCO is under contract with OMNIA Partners, Public Sector Cooperative
Purchasing Program to supply traffic control products to participants; now, therefore, be
it
RESOLVED, by the Danville Town Council, that the Town Manager be and hereby is
authorized to execute, on behalf of the Town, a purchase order with TAPCO of Brown
Deer, Wisconsin, in the amount of $20,390.63 for the purchase of electronic radar speed
display driver feedback signs for the five identified locations.
