SUBJECT: Review and recommend approval of a revised Final Development Plan
request to allow for a 54-unit senior condominium development on a 1.9
acre site. The site is located at 375 & 359 West El Pintado
DISCUSSION
This application is for a revised Final Development Plan consisting of two parcels located
at 375 & 359 West El Pintado consisting of 1.9 acres.
In 2019, the Town Council approved a 37-unit townhouse development on the site. The
applicant is requesting approval of a revised development plan.
The proposed development consists of three buildings. The main building would consist
of two residential stories over a parking garage. This building steps down from West El
Pintado. The proposal includes a two-story building fronting West El Pintado south of
the main building, and a three-story building on the west side of the site, abutting the
parking lot for the office building fronting El Cerro Blvd.
The applicant has worked hard with staff to meet all of the applicable development
standards for the site and good planning principals, including: maintaining a 30’ setback
with a primarily two story elevation along the street; maintaining a 50’ setback to the
second story from the south; lowering the grade from West El Pintado and stepping
down the slope, reducing the mass of the building; meeting resource agency
requirements for mitigating impacts on the drainage swale through the site; maintaining
a significant setback from both the residences to the east and south; and providing a
significantly greater percentage of the site as open space/outdoor recreation areas than
the previously approved development.
EVALUATION
• Concerns include the exercise room, which is a bridge over the entry, and is a third
story element along the street. Removing or pushing back this element would
reduce the mass, allow for better views into the site, and provide for a more
residential scale, consistent with the neighborhood.

• DRB should consider the overall architectural style of the build, and its
compatibility with the surrounding neighborhood.
RECOMMENDATION
Review and recommend approval of a revised Final Development Plan request to allow
for a 54-unit senior condominium development on a 1.9 acre site. The site is located at
375 & 359 West El Pintado,
