CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. The meeting was conducted by teleconference only. 1.1Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Dave Fong, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. She stated that no written public comments were received on any item on the agenda in advance of this meeting. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Marie Sunseri. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. PROCLAMATIONS 5.1Presentation of a proclamation to Kelly Garcia, Senior Development Manager, American Cancer Society, proclaiming October 2021 as Breast Cancer Awareness Month Mayor Morgan presented the proclamation to Kelly Garcia. 6. CONSENT CALENDAR Councilmember Stepper removed item 6.5 for a separate vote. 6.1Consider approval of the Summary of Actions from the regular Town Council meeting of October 5, 2021 6.2Consider approval of the Register of Demands 6.3Consider acceptance of the August 2021 Month End Treasurer’s Report 6.4Consider adoption of Resolution No. 46-2021, setting the Town Council meeting dates for 2022 6.5Consider adoption of Resolution No. 65-2021, awarding a design contract to CSW | ST2 for Camino Ramon Improvements (OBAG2), CIP Project C- 601 REMOVED FOR SEPARATE VOTE 6.6Consider adoption of Resolution No. 66-2021, awarding a professional services agreement for environmental services for the Diablo Trail Project, CIP Project C-055 6.7Consider adoption of Resolution No. 67-2021, approving Minor Subdivision Map and Subdivision Improvement Agreement for Minor Subdivision 855-2015, located at 775 Kirkcrest Road 6.8Consider adoption of Resolution No. 68-2021, granting consent to the City of Livermore to establish and include the Town of Danville in the Livermore Valley Wine Heritage District (LVWHD) 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS OCTOBER 19, 2021 6.9Consider adoption of Resolution No. 69-2021, authorizing the amendment and novation agreement between Municipal Resource Consultants and Muniservices, LLC for examination of sales, transactions and use tax records MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO APPROVE THE CONSENT CALENDAR, WITH THE EXCEPTION OF ITEM 6.5 MOTION CARRIED 5-0 ITEM 6.5 - CONSIDER ADOPTION OF RESOLUTION NO. 65-2021, AWARDING A DESIGN CONTRACT TO CSW | ST2 FOR CAMINO RAMON IMPROVEMENTS (OBAG2), CIP PROJECT C-601 REMOVED FOR SEPARATE VOTE Councilmember Stepper stated that she will abstain from voting on the item because she owns property that is in the vicinity of the project area. Mayor Morgan opened the item to public comment. There were no speakers. Mayor Morgan closed the item to public comment. MOTION BY COUNCILMEMBER STEPPER, SECOND BY COUNCILMEMBER STORER, TO ADOPT RESOLUTION NO. 65-2021, AWARDING A DESIGN CONTRACT TO CSW | ST2 FOR CAMINO RAMON IMPROVEMENTS (OBAG2), CIP PROJECT C-601 MOTION CARRIED 4-0-1-0; COUNCILMEMBER STEPPER ABSTAINED 7. COMMUNICATIONS 7.1Legislative update by Deputy Town Manager Diane Friedmann Diane Friedmann provided the update. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS OCTOBER 19, 2021 8. INFORMATIONAL STAFF REPORTS (Public comment invited) 8.1 Quarterly Investment Report (Chandler Asset Management) Genny Linkiewicz, Chandler Asset Management, provided the report. 9. TOWN COUNCIL REPORTS 9.1Town Council updates Councilmembers provided updated on events and activities in Danville. 10.
