Main Purposes of CEQA
•Provide information to decision makers and the public regarding environmental impacts of projects

Program EIR
•A Program EIR is a type of EIR that is used to evaluate a plan or program that has multiple components or actions that are related either geographically, through application of rules or regulations, or as logical parts of a long-term plan.
•Advantages of a Program EIR include allowing the Town to consider broad policy alternatives and program-wide mitigation measures.

Project Alternatives
•Identify alternatives to the project that would “feasibly attain the most
basic objectives of the project, but avoid or substantially lessen many
of the significant environmental effects of the project”
1.No Project Alternative
•Under this alternative, the Town would not update its Housing Element and
would not meet the Town’s RHNA obligations required by State Housing law.
This Alternative assumes the Town’s buildout pursuant to the General Plan,
including the underlying land use designations and zoning.
2.Housing Site(s) Alternative
•To be determined based on technical reports
•Identify ways to avoid or reduce impacts by excluding sites from the candidate
housing sites inventory
