SUMMARY OF ACTIONS
October 5, 2021
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Morgan at 5:00 p.m. The meeting was conducted by teleconference only.
1.1 Roll Call
City Clerk Marie Sunseri conducted the roll call for attendance.
Present: Renee Morgan, Mayor
Newell Arnerich, Vice Mayor
Dave Fong, Councilmember
Karen Stepper, Councilmember
Robert Storer, Councilmember
1.2 Announcements
City Clerk Marie Sunseri provided information regarding the format of the
meeting and instructions for public comment. She stated that no written public
comments were received on any item on the agenda in advance of this meeting.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Lani Ha.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
4. FOR THE GOOD OF THE TOWN
Al, resident of Shadow Hills subdivision, expressed concern regarding the Town's
tree ordinance.

5. CONSENT CALENDAR
5.1 Consider adoption of Resolution No. 59-2021, approving the continued use
of teleconferencing for the meetings of all Town legislative bodies pursuant
to the provisions of AB 361
5.2 Consider approval of the Summary of Actions from the regular Town
Council meeting of September 21, 2021
5.3 Consider approval of the Register of Demands
5.4 Consider adoption of Resolution No. 62-2021, awarding a construction
contract for the Sports Field Lighting Project at Diablo Vista Park, CIP No.
B-280
5.5 Consider adoption of Resolution No. 63-2021, setting employee health care
premiums for 2022

6.1 Monthly Town Manager's report by Joe Calabrigo
Joe Calabrigo provided the report.
7. ADMINISTRATIVE STAFF REPORTS
7.1 Consider adoption of Resolution No. 64-2021, reserving and appropriating
Coronavirus Local Fiscal Recovery Funds awarded to the Town of Danville
under the American Rescue Plan Act of 2021
Town Manager Joe Calabrigo and Finance Director/Treasurer Lani Ha
presented the staff report.

Mayor Morgan opened the item to public comment.
The following speakers expressed support for the item and appreciation to
the Town for funding.
Caitlin Sly, Meals on Wheels Diablo Region
Kathy Chiverton, Discovery Counseling Center
Judy Lloyd, Danville Area Chamber of Commerce
Mayor Morgan closed the item to public comment.
Councilmember Storer suggested that the Town Council have an
opportunity to provide input on the second tranche; make the donation to
homeless services in memory of Tyrell Wilson and his family; and, consider
earmarking funds for restaurants to offset costs of the downtown parklets.
Councilmember Stepper suggested that the Town Council consider
different programs, partnerships and projects in the non-profit community
for the second tranche.
Councilmember Fong expressed support for the Town's commitment to
mental illness and the health and safety of the Danville community.
Vice Mayor Arnerich expressed support for the resolution and donating
funding for homeless services in memory of Tyrell Wilson.
Mayor Morgan expressed support for allocating funding to the programs,
projects and partnerships for the betterment of the entire Danville
community and earmarking funding to benefit all homeless and those
suffering from mental illness in our community.

TO ADOPT RESOLUTION NO. 64-2021, RESERVING AND APPROPRIATING
CORONAVIRUS LOCAL FISCAL RECOVERY FUNDS AWARDED TO THE TOWN OF
DANVILLE UNDER THE AMERICAN RESCUE PLAN ACT OF 2021

Employment Agreement of the Town Manager
Finance Director/Treasurer Lani Ha stated that her presentation will cover
both agenda items 7.2 and 7.3.

EMPLOYMENT AGREEMENT OF THE TOWN MANAGER

7.3 Consider adoption of Resolution No. 61-2021, extending and amending the
Employment Agreement of the City Attorney
