HomeMy WebLinkAbout101921-06.5 ADMINISTRATIVE STAFF REPORT 6.5 TO: Mayor and Town Council October 19, 2021 SUBJECT: Resolution No. 65-2021, awarding a design contract to CSW|ST2 for Camino Ramon Improvements (OBAG2), CIP Project C-601 BACKGROUND In November 2015, the Metropolitan Transportation Commission (MTC) adopted Resolution No. 4202, which established new policies for selecting projects and programming available federal transportation funding. As part of that resolution, the One Bay Area Grant 2 (OBAG2) program was established. As the County’s Congestion Management Agency responsible for distributing these funds, the Contra Costa Transportation Authority committed $56.1 million of the available federal funds to its member jurisdictions by formula for Local Streets and Roads Preservation (LSRP) projects in the current funding cycle. Danville’s allocation is $1,357,000. Use of the federal funds requires an 11.47 percent local funding match consistent with the Resolution of Local Support approved by the Town Council in July 2013 (Resolution No. 71-2013). The Town proposes to use the funding allocation for Project C-601 from the Capital Improvement Program to repair the roadway surface on Camino Ramon from Kelley Lane south to Fostoria Way. DISCUSSION In August, a Request for Proposal was issued for the project. Six proposals were received from local consulting firms. Because the project includes the use of federal funds administered through Caltrans, specific federal regulations were followed to select a consultant. The six submitted proposals were reviewed and ranked. CSW|ST2 of Pleasanton, CA was found to be the most qualified consultant. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The amount of the design contract is $145,000. An additional 10% design contingency in the amount of $14,500 will be reserved for a total design budget of $159,500. Sufficient Camino Ramon Improvements 2 October 19, 2021 Award of Design Contract (CIP No. C-601) funds to cover the design contract and contingency are contained in Camino Ramon Improvements, Capital Improvement Project No. C-601 (Attachment B). RECOMMENDATION Adopt Resolution No. 65-2021, awarding a design contract to CSW|ST2 for Camino Ramon Improvements (OBAG2), CIP Project C-601. Williams Assistant Town Manager Attachments: A - Resolution No. 65-2021 B - CIP Page No. C-601 RESOLUTION NO. 65-2021 AWARDING A DESIGN CONTRACT TO CSW|ST2 FOR CAMINO RAMON IMPROVEMENTS (OBAG2), CIP PROJECT C-601 WHEREAS, the Danville Town Council previously appropriated funding for Camino Ramon Improvements, CIP No. C-601, in the adopted 2021/22 Capital Improvement Program; and WHEREAS, the Town circulated a Request for Proposal (RFP) to select the most qualified and experienced consultant firm to provide storm drainage master plan services for the project; and WHEREAS, the Town issued the RFP on August 23, 2021 and received six (6) proposals by September 23, 2021, that were evaluated and scored; and WHEREAS, the evaluation process followed the procedures in Chapter 10 of the Caltrans Local Assistance Procedures Manual; and WHEREAS, CSW|ST2 of Pleasanton, CA was determined to be the most qualified consultant; and, WHEREAS, sufficient funds have been appropriated in the Capital Improvement Program for CIP No. C-601, Camino Ramon Improvements; now, therefore, be it RESOLVED, by the Danville Town Council that the Town Manager be and hereby is authorized to execute on behalf of the Town, the Professional Services Agreement with CSW|ST2 of Pleasanton, CA with a not-to-exceed budget of $145,000, and that the Town Manager be authorized to establish and utilize a 10% design contingency in the amount of $14,500 for additional work that may be subsequently approved by contract amendment.
