August 11, 2021
1. CALL TO ORDER
The special meeting of the Danville Parks, Recreation and Arts Commission was
called to order by Chair Diamond at 5:00 p.m. The meeting was conducted by
teleconference only.
1.1 Roll Call
Administrative Assistant Gail Massagli conducted the roll call for attendance:

1.2 Announcements
Gail Massagli, Administrative Assistant, provided information regarding the format
of the meeting and instructions for public comment.

4.1 Approval of the Summary of Actions from the July 14, 2021, Parks,
Recreation and Arts Commission Special Meeting

4.2 Review and Approval of Proposed Sports Field Lighting Project at Diablo
Vista Park, CIP No. B-280
Dave Casteel, Danville’s Maintenance Director, presented to the
Commission the proposed sports field lighting project at Diablo Vista Park,
CIP No. B-280.
John Sofranac, President of Sports Alliance, and Jasen Deniz, Senior Sales
Representative for Musco Lighting, were in attendance to comment and
answer questions.
Chair Diamond opened the item to the public.

5. REPORTS AND PRESENTATIONS
5.1 Maintenance Service’s Director Report
Maintenance Service’s Director, Dave Castell reported the maintenance
currently taking place throughout the Town’s parks. He informed the
Commission that maintenance consists of the roadsides, plumbing, daily
irrigation inspections, repainting the Village Theatre’s Art Gallery, and
resurfacing tennis courts. He updated the Commission on the barn at Hap
Magee Ranch Park and stated the bids for contracts should commence
within the next few weeks for the barn and chain link fence removal.
Mr. Casteel’s maintenance staff are preparing the parks for future events
and tournaments. The Labor Day weekend parade is planned for
September 4 and the maintenance staff is setting up road closures and
preparing to expedite cleanup of the streets after the event.
Mr. Casteel acknowledged the ongoing drought and the Town is using any
available technology to stay on top of the changing conditions. Staff has
cleared nearly two acres of space throughout the Town between parks and
roadsides.
Mr. Casteel informed the Commission about bids that are currently taking
place for the Hap Magee Ranch Park gazebo replacement and the annual
renovation of the large dog park at Hap Magee Ranch Park in anticipation
of the park winter closure in December.
Commissioners provided comments and questions regarding the
maintenance report. Commissioner Mesic noted the increase of coyotes
within the Town’s neighborhoods; Contra Costa County Animal Services
was identified as the point of contact for this issue.

5.2 Recreation, Arts and Community Services Director’s Report
Director Henry Perezalonso reported on the current COVID-19 restrictions
and mandates for the Recreation Department and fall programming
identifying the department is following the common practices and
protocols. He reported summer and aquatic programming have ended. The
2021 fall activity guide has been delivered to homes and fall registration
dates will begin for residents on August 16 and for non-residents on August
23. He provided an overview of the department’s events and activities over
the past month and into next month.
Mr. Perezalonso stated there will be a workshop for the Commission in
September which will review the strategic plan and relooking at their goals.
He provided an update on the new Town Offices and the progress with
plans to open towards the end of 2021 beginning of 2022.
5.3 Commissioner’s Reports and Comments
Commissioner Joyce provided a summary of the Planning Commission’s
study session as the Parks, Recreations and Arts Commission’s liaison. She
reported she was pleased with the quick response she received through
Danville Connect on the Town’s website regarding a concern about dead
trees around the Town.
Commissioner Donovan provided a summary of the Senior Advisory
Commission as the Parks, Recreation and Arts Commission liaison. He also
reported on the coyotes throughout the neighborhoods and reiterated the
need to reach out to Contra Costa County Animal Services.
Chair Diamond spoke about the concern of isolation within the Town’s
community, and he would like to address this topic in future meetings. He
also would like to identify any priorities or public annoyances that could
be addressed to ultimately increase the residents’ affection towards our
Town we call home.

The special meeting of the Danville Parks, Recreation and Arts Commission was
