CALL TO ORDER The special meeting of the Danville Planning Commission was called to order by Chair Graham at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Kristine Meidberg conducted the roll call for attendance: Present: Archie Bowles, Commissioner Robert Combs, Commissioner Bob Ficken, Alt. Commissioner Mary Grace Houlihan, Commissioner Lou Palandrani, Commissioner Paul Radich, Commissioner Chris Trujillo, Vice Chair Mark Graham, Chair Excused: None 1.2 Announcements Administrative Assistant Kristine Meidberg provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. “FOR THE GOOD OF THE TOWN” – To address the Planning Commission about a subject which is not listed on the agenda, click on the "Raise Your Hand" option in Zoom. Your name will be announced and you will have up to three (3) minutes to share your comments. There were no public comments. ITEMS FOR CONSIDERATION/ACTION 4.1 Consider approval of the Summary of Actions from the August 10, 2021, special Planning Commission meeting. MOTION BY COMMISSIONER COMBS, SECOND BY COMMISSIONER RADICH TO APPROVE THE SUMMARY OF ACTIONS FROM THE AUGUST 10, 2021 SPECIAL PLANNING COMMISSION MEETING MOTION CARRIED 7-0-0-0 4.2 Consider approval of the Planning Commission meeting dates for 2022. MOTION BY COMMISSIONER COMBS, SECOND BY COMMISSIONER HOULIHAN TO APPROVE THE PLANNING COMMISSION MEETING DATES FOR 2022 MOTION CARRIED 7-0-0-0 5. PUBLIC HEARINGS 5.1 Consider approval of Resolution No. 2021-05, approving Development Plan request DEV20-0012 related to the architectural design for four single family residences to be constructed on four vacant lots created under a previously approved subdivision. The site is identified as Loyal Dragon Place, located on the south side of the terminus of Culet Ranch Road Fred Korbmacher, Development Services Coordinator presented the staff report and answered Commissioner questions. The applicants were not present at this time to provide any additional information on the project. Chair Graham opened the item to public comments. There were no public comments. Chair Graham closed the item to public comments and brought it back for follow-up questions. Danville Planning Commission – Special Meeting Summary of Actions September 14, 2021 3 Applicants Van-Thi Huynh, Viam Capital and Chad Nguyen, 08 Design Studio entered the meeting. Chair Graham invited the applicants to speak on the project. Chad Nguyen, architect provided additional details of the project and addressed questions from the Commissioners. Chair Graham re-opened the public hearing for public comments. Cynthia, Danville resident on 301 Culet Drive spoke on behalf of many in the neighborhood to express their opposition to the project and asked for the Commission to re-consider the design of the corner lot. Chair Graham closed the item to public comment. Chad Nguyen, architect agreed to re-look at the corner lot. Chair Graham brought it back to the Commissioners for final comments. MOTION BY COMMISSIONER COMBS, SECOND BY COMMISSIONER BOWLES, TO ADOPT RESOLUTION NO. 2021-05, APPROVING DEVELOPMENT PLAN REQUEST DEV20-0012 RELATED TO THE ARCHITECTUREAL DESIGN FOR FOUR SINGLE FAMILY RESIDENCES TO BE CONTRUCTED ON FOUR VACANT LOTS CREATED UNDER A PREVIOUSLY APPROVED SUBDIVISION ON THE SITE IDENTIFIED AS LOYAL DRAGON PLACE, LOCATED ON THE SOUTH SIDE OF THE TERMINUS OF CULET RANCH ROAD, WITH THE FOLLOWING MODIFICATIONS: ARCHITECTURAL PLANS FOR LOTS 1 – 3 HAVE BEEN APPROVED AS SUBMITTED. PLANS FOR LOT 4 ARE NOT APPROVED AT THIS TIME. PROJECT ARCHITECT SHALL PREPARE REVISED PLANS FOR LOT 4 WHICH ARE TO INCLUDE A FULL STORY SPLIT-LEVEL PAD DESIGN TO REDUCE THE PERCEIVED MASSING OF THE BUILDING FROM THE ADJACENT STREETS. PLAN SHALL INCLUDE A THREE- DIMENSIONAL RENDERING/MODEL. Danville Planning Commission – Special Meeting Summary of Actions September 14, 2021 4 SHOULD THE PROJECT ARCHITECT CHOOSE TO PURSUE A PLAN THAT DOES NOT INCLUDE A FULL STORY SPLIT-LEVEL PAD DESIGN, THE ARCHITECT SHALL BE REQUIRED TO INSTALL STORY POLES ON THE SITE SHOWING THE PROPOSED MAXIMUM ELEVATION OF THE PROPOSED RESIDENCE FOR REVIEW BY THE DESIGN REVIEW BOARD. A FULL STORY SPLIT-LEVEL PAD DESIGN MAY BE REQUIRED BY THE DESIGN REVIEW BOARD IF FOUND NECESSARY TO ASSURE MASSING FOR THE RESIDENCE THAT IS IN CHARACTER WITH THE SURROUNDING NEIGHBORHOOD. THE FINAL DESIGN SHALL BE SUBJECT TO REVIEW AND APPROVAL BY THE DESIGN REVIEW BOARD PRIOR TO ISSUANCE OF BUILDING PERMITS OR GRADING PERMITS FOR LOT 4. MOTION CARRIED 7-0-0-0 6. REPORTS AND COMMUNICATIONS 6.1 Commissioner Reports Chief of Planning, David Crompton reported that an update on the Housing Element will be presented at the next Planning Commission meeting. 7.
