CALL TO ORDER The special meeting of the Danville Planning Commission was called to order by Chair Graham at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call Administrative Assistant Kristine Meidberg conducted the roll call for attendance: Present: Archie Bowles, Commissioner Robert Combs, Commissioner Bob Ficken, Alt. Commissioner Mary Grace Houlihan, Commissioner Lou Palandrani, Commissioner Paul Radich, Commissioner Chris Trujillo, Vice Chair Mark Graham, Chair Excused: None 1.2 Announcements Administrative Assistant Kristine Meidberg provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. “FOR THE GOOD OF THE TOWN” – To address the Planning Commission about a subject which is not listed on the agenda, click on the "Raise Your Hand" option in Zoom. Your name will be announced and you will have up to three (3) minutes to share your comments. There were no public comments. ITEMS FOR CONSIDERATION/ACTION 4.1 Consider approval of the Summary of Actions from the July 13, 2021, special Planning Commission meeting. MOTION BY COMMISSIONER COMBS, SECOND BY COMMISSIONER HOULIHAN TO APPROVE THE SUMMARY OF ACTIONS FROM THE JULY 13, 2021 SPECIAL PLANNING COMMISSION MEETING MOTION CARRIED 7-0-0-0 5. PUBLIC HEARINGS 5.1 Consider approval of Resolution No. 2021-03, approving Minor Subdivision request MS 852-2021 allowing the subdivision of an existing 2.6-acre (113,256 square foot) parcel into four single-family residential lots. A Tree Removal permit (TR21-0041) is requested to allow for the removal of one Town- protected 22-inch Coast Live Oak tree. The site is located at 932 La Gonda Way (Project Planner: Fred Korbmacher). Fred Korbmacher, Development Services Coordinator presented the staff report and answered Commissioner questions. David Waite, 932 La Gonda Way co-owner provided additional details of the project and addressed questions from the Commissioners. Chair Graham opened the item to public comments. There were no public comments. Chair Graham closed the item to public comments. Chair Graham addressed the written comments from the public. Commissioner Houlihan expressed her concern over the proposed grading. MOTION BY COMMISSIONER RADICH, SECOND BY COMMISSIONER COMBS, TO ADOPT RESOLUTION NO. 2021-03, APPROVING MINOR SUBDIVISION REQUEST MS 852-2021 ALLOWING THE SUBDIVISION OF AN EXISTING 2.6 ACRE PARCEL INTO FOUR Danville Planning Commission – Special Meeting Summary of Actions August 10, 2021 3 SINGLE-FAMILY RESIDENTIAL LOTS. A TREE REMOVAL PERMIT (TR21-0041) IS REQUESTED TO ALLOW FOR THE REMOVAL OF ONE TOWN-ORTECTED 22-INCH COAST LIVE OAK TREE. THE SITE IS LOCATED AT 932 LAS GONDA WAY, WITH THE FOLLOWING MODIFICAITONS: • A RODENT PLAN BE INCLUDED AS PART OF THE CONDITIONS OF APPROVAL WITHIN THE EXCAVATION PLAN • DEVELOPER OR OWNER WORK WITH STAFF TO SOFTEN THE SLOPE IN PARCELS A AND B TO TRY TO ACHIEVE A 3 TO 1 RATIO BUT STILL GIVE THE OPPORTUNITY TO MAXIMIZE THE YARD AND POOL SPACE MOTION CARRIED 7-0-0-0; 5.2 Consider approval of Resolution No. 2021-04 approving Minor Subdivision request MS 853-2021 allowing the subdivision of a 2.77 acre (120,541 square foot) parcel into two single family lots. The site is located at 2460 Tassajara Lane (Project Planner: Fred Korbmacher). Fred Korbmacher, Development Services Coordinator presented the staff report and answered Commissioner questions. Bill Woods, of William Wood Architect presented on behalf of the applicant. Easton McAlister, Civil Engineer provided additional details of the request. Chair Graham opened the item to public comments. There were no public comments. Chair Graham closed the item to public comments and brought it back to Commission for discussion. MOTION BY COMMISSIONER PALANDRANI, SECOND BY COMMISSIONER RADICH TO APPROVE RESOLUTION NO. 2021-04 APPROVING MINOR SUBDIVISION REQUEST MS 853-2021 ALLOWING THE SUBDIVISION OF A 2.77 ACRE PARCEL INTO TWO SINGLE FAMILY LOTS LOCATED AT 2460 TASSAJARA LANE WITH THE FOLLOWING MODIFICATIONS: Danville Planning Commission – Special Meeting Summary of Actions August 10, 2021 4 • A PRE-SURVEY OF THE EXISTING CONDITIONS OF THE ROADWAY WILL BE CONDUCTED AND ANY SUBSEQUENT DAMAGE AFTER CONSTRUCTION WILL BE REPAIRED BY THE APPLICANT MOTION CARRIED 7-0-0-0; 6. STUDY SESSION 6.1 Study Session to discuss and provide direction related to the proposed development of a new 3,395 square foot two-story commercial building. The site is located at 212 Front Street (Project Planner: David Crompton). David Crompton, Chief of Planning presented the staff report and answered Commissioner questions. Galen Grant, FCGA Architecture, provided additional details of the proposed project. Andrew, Capital Equity Management Group, provided additional details of the proposed project and answered Commissioner questions. Chair Graham opened the item for public comment. Christine Perry, resident merchant, spoke favorably of the proposed project. 7. REPORTS AND COMMUNICATIONS 7.1 Commissioner Reports David Crompton, Chief of Planning updated the Commission on the possible delay of the potential return to in-person meetings.
