HomeMy WebLinkAbout092121-05.6 ADMINISTRATIVE STAFF REPORT 5.6 TO: Mayor and Town Council September 21, 2021 SUBJECT: Resolution No. 56-2021, appropriating funds and authorizing a police radio system upgrade, including encryption for portable, vehicle, and desk radios BACKGROUND The Town owns portable vehicle and desktop radios that operate as part of the East Bay Radio Communications System. Dispatch services provided via the Contra Costa County Office of the Sheriff. On October 12, 2020, the California Department of Justice issued a bulletin (20-09- CJIS) in order to ensure the confidentiality and integrity of data within law enforcement data systems. The bulletin stated that access to Criminal Justice Information (CJI) and Personally Identifiable Information (PII) must be limited to authorized personnel , and transmission of such data must be encrypted. The Sheriff’s Office will be using an encrypted law enforcement radio communications system in order to meet the requirements set forth by the California Department of Justi ce. DISCUSSION In order for radios to operate on an encrypted system, they must be equipped with an encryption key and receive additional programming. The Town’s current cache of 105 radios has the capability to be upgraded without the need for replacement. This will involve purchasing encryption keys and paying for additional programming to allow all of the radios to operate once the county switches to encrypted radio transmissions. All work required will be completed via the Sheriff’s Office I.T. Department. This will further enable future radio upgrades to be performed remotely. Total cost for the radio upgrade is $90,000. PD Radio Encryption 2 September 21, 2021 FISCAL IMPACT The $9 0,000 upgrade cost is recommended to be funded using currently unappropriated Contingency Fund. RECOMMENDATION Adopt Resolution No. 56-2021, appropriating funds and authorizing a police radio system upgrade, including encryption for portable, vehicle, and desk radios. Prepared and reviewed by: Allan Shields Police Chief Attachment: Resolution No. 56-2021 RESOLUTION NO. 56-2021 APPROPRIATING $90,000 IN CONTINGENCY FUND AND AUTHORIZING THE PURCHASE OF RADIO ENCRYPTION FOR PORTABLE, VEHICLE, AND DESK RADIOS WHEREAS, the Town of Danville owns portable, vehicle, and desk radios to meet the service needs of the Town and accomplish the mission of the Police Department; and WHEREAS, the Town of Danville operates radios on the East Bay Radio Communications System with communications service provided via the contract with the Contra Costa County Office of the Sheriff; and WHEREAS, the Contra Costa County Office of the Sheriff will be encrypting radio transmissions in order to be in compliance with confidentiality requirements set forth by the California Department of Justice; and WHEREAS, radios owned by the Town of Danville need to be programmed and equipped with encryption keys in order to continue to function on the Sheriff’s encrypted system, be it RESOLVED, that the Danville Town Council hereby appropriates $90,000 from the Contingency Fund to purchase upgraded encryption keys and programming for law enforcement radios owned by the Town; and, be it further RESOLVED that the Danville Town Council hereby authorizes the Town Manager to execute a contract to purchase the necessary radio system upgrades.
