RESOLUTION NO. 99-01
A RESOLUTION OF THE PARK AND LEISURE SERVICES COMMISSION OF
THE TOWN OF DANVILLE RECOMMENDING THE DANVILLE TOWN
COUNCIL REQUIRE CERTAIN PARK DESIGN AND AMENITIES TO BE
INCLUDED AS PART OF THE ELWORTHY RANCH
DEVELOPMENT PROPOSAL
WHEREAS, S.uncrest Homes has submitted a General Plan Amendment (GPA 98-03),
Preliminary Development Plan - Rezoning (PUD 98-04) and Final Development Plan -
Major Subdivision (SD 8190) request which would: (1) Amend the Town's General Plan
land use designation for the 458 +/- acre site from Public and Open Space - Agricultural and
Public and Open Space - General Open Space to a combination of Residential - Single
Family - Low Density (1-3 units per acre) and Public and Open Space - General Open Space;
(2) Rezone the property from A-4; Agricultural Preserve District to P-l; Planned Unit
Development District; and (3) subdivide the site to allow a maximum of 224 single family
residential lots; and
WHEREAS, the subject site is located on the west side of San Ramon Valley Boulevard,
between Fountain Springs Circle and Midland Way and is further identified as Assessor's
Parcel Numbers 208-230-020, 021, 030, 031, 032, 033; and
WHEREAS, as part of the development application the applicant proposes to dedicate a
large portion of the site (above the 850 +/- foot elevation line) to the East Bay Regional Park
District as permanent open space and to develop a portion of the site as a semi-active park
area for general public use; and .
. WHEREAS, the Danville Municipal Code establishes the powers and duties of the Park and
Leisure Services Commission, including: to be the primary advisory body to the Town
Council on acquiring and developing park, recreation, cultural and arts facilities and
providing human service programs for Town residents; and
WHEREAS, the powers and duties of the Park and Leisure Services Commission also
includes the power to review and comment on all subdivisions and other development
proposals in which land is proposed for dedication, credit for private open space is requested,
projects on school land or other significant park, creek, trail, or open space concerns exist;
and
WHEREAS, the Danville Park and Leisure Services Commission recognizes the importance
of the opportunity for the development of a park area to serve the residents of the Town of
Danville in conjunction with the proposed Elworthy Ranch development; and
WHEREAS, a sub-committee of the Park and Leisure Services Commission met on
February 24, 1999 to discuss design and amenity issues and prefer~nces related to the
proposed semi-active park area; and
WHEREAS, the sub-committee of the Park and Leisure Services Commission
recommended that the Park and Leisure Services Commission adopt the park design and
amenities recommendations contained within this Resolution; and
WHEREAS, the Park and Leisure Services Commission did review the project at a regul~
meeting on March 10, 1999; now, therefore, be it
RESOLVED that the Park and Leisure Services Commission of the Town of Danville
recommends the Town Council require the following park design and amenities be included
as part of any approval for development of the Elworthy Ranch (west) property:
1. The semi-active park area should be expanded to include additional acreage (see
Exhibit B of this report). The additional area should include the upper plateau and the
existing knoll. The knoll should be retained substantially in its natural state. This
expansion of area would require the elimination of a number of homes currently
proposed in this area.
2. Develop an expanded, relatively flat, open meadow area for use as an informal sport
field. The meadow should not be irrigated, but should utilize mowed natural grasses.
Minimal grading should be allowed, or be necessary to create this area.
3. Consider the creation of a shallow pond area, with a clay bottom, in the area hidden
behind the upper knoll area as shown on the proposed development plans (see Exhibit
B). The pond could be fed by natural springs in the area.
4. Other amenities such as an uncovered basketball court, horse show pits, volleyball
court, tot-lot, picnic tables and barbecue grills should be included.
5. Amenities such as look out areas with benches should be provided in key locations to
take advantage of the views from the site.
6. Provide an equestrian staging area parking lot as currently proposed.
7. Utilize the existing trail on the southern end of the upper plateau as the primary
entrance to the large upper open space area to be dedicated to East Bay Regional
Parks. The slope of this trail is not as steep as the proposed trail entrance.
8. The project road should extend to access the park from the south side of the knoll,
even if residential development is not approved in this area.
