CALL TO ORDER The special meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Joyce at 5:30 p.m. The meeting was conducted by Teleconference only. 1.1 Roll Call Administrative Assistant Gail Massagli conducted the roll call for attendance: Present: Alesia Strauch, Commissioner (arrived at 5:09 p.m.) Kevin Donovan, Commissioner Adam Falcon, Commissioner Charles Neary, Commissioner Sabrina Brandeis, Commissioner Randall Diamond, Vice Chair Jane Joyce, Chair Absent: Brittany Beech, Commissioner and Jenna Mesic, Commissioner 1.2 Announcements Gail Massagli, Administrative Assistant, provided information regarding the format of the meeting and instructions for public comment. 1.3 Introduce New Commissioners Chair Joyce introduced Commissioner’s Charles Neary and Sabrina Brandeis. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. ITEMS FOR CONSIDERATION/ACTION 4.1 Approval of the Summary of Actions from the June 9, 2021, Parks, Recreation and Arts Commission Special Meeting MOTION BY VICE CHAIR DIAMOND, SECOND BY COMMISSIONER BRANDEIS, TO APPROVE THE SUMMARY OF ACTIONS OF THE JUNE 9, 2021, PARKS, RECREATION AND ARTS COMMISSION SPECIAL MEETING MOTION CARRIED 7-0-0-2; COMMISSIONER’S BEECH AND MESIC EXCUSED 4.2 Recommend the Town Council appoint one member to the Arts Advisory Board for a four-year term ending June 30, 2025 MOTION BY VICE CHAIR DIAMOND, SECOND BY COMMISSIONER DONOVAN, TO APPOINT COMMISSIONER CHARLES NEARY TO THE ARTS ADVISORY BOARD FOR A FOUR-YEAR TERM ENDING JUNE 30, 2025 MOTION CARRIED 7-0-0-2; COMMISSIONER’S BEECH AND MESIC EXCUSED 4.3 Selection of the Parks, Recreation and Arts Commission Chair Recreation, Arts and Community Services Director Henry Perezalonso highlighted the Chair role and responsibilities and terms of office as outlined in the staff report. MOTION BY COMMISSIONER DONOVAN, SECOND BY COMMISSIONER NEARY, TO NOMINATE VICE CHAIR DIAMOND TO THE POSITION OF CHAIR OF THE PARKS, RECREATION AND ARTS COMMISSION BEGINNING AUGUST 11, 2021 MOTION CARRIED 7-0-0-2; COMMISSIONER’S BEECH AND MESIC EXCUSED 4.4 Selection of the Parks, Recreation and Arts Commission Vice Chair Parks, Recreation and Arts Commission – Special Meeting Summary of Actions July 14, 2021 3 MOTION BY COMMISSIONER DONOVAN, SECOND BY VICE CHAIR DIAMOND TO NOMINATE COMMISSIONER FALCON TO THE POSITION OF VICE CHAIR OF THE PARKS, RECREATION AND ARTS COMMISSION BEGINNING AUGUST 11, 2021 MOTION CARRIED 7-0-0-2; COMMISSIONER’S BEECH AND MESIC EXCUSED 4.5 Consider the approval of Parks, Recreation and Arts Commission meeting dates for 2022 MOTION BY VICE CHAIR DIAMOND, SECOND BY COMMISSIONER BRANDEIS, TO APPROVE THE PARKS, RECREATION AND ARTS COMMISSION MEETING DATES OF 2022 AS PRESENTED MOTION CARRIED 7-0-0-2; COMMISSIONER’S BEECH AND MESIC EXCUSED 4.6 Designation of Sub-Committee and Liaison Assignments The Commission discussed the current liaison assignments and made changes to the 2020/2021 Parks, Recreation and Arts Commission Liaison and AD HOC Committee Assignment Summary to reflect the new assignment designations. 5. REPORTS AND PRESENTATIONS 5.1 Recreation, Arts and Community Services Director’s Report Recreation, Arts and Community Services Director Henry Perezalonso provided updates regarding the COVID-19 recovery and current variants. Henry stated his staff is continuing to stay on top of how these changes affect the Recreation Department’s ability to offer and provide programming moving forward. He discussed the July 6, 2021 reopening of the Town buildings and new hours for the Art Gallery. Henry also provided an overview of his department’s events and activities over the past month and a look forward into next month. Recreation Superintendent Jessica Wallner provided updates on current and upcoming events within the Recreation Department. She also focused on updating the Commission on the registration process for these events. Mr. Perezalonso shared information that the California Parks and Recreation Society is calling for sessions for the March Conference being Parks, Recreation and Arts Commission – Special Meeting Summary of Actions July 14, 2021 4 held in Sacramento. Henry asked the Commission if there was interest in creating a session for the upcoming conference. Mr. Perezalonso provided clarification to the Commission from the June 9, 2021, Director’s Report. Mr. Perezalonso summarized updates from the July 6, 2021, Town Council Meeting. He also informed the Commission that an agreement has been reached to demolish the barn at Hap Magee Ranch Park. 5.2 Commissioner’s Reports and Comments Commission Strauch provided an update as the Commission’s PTA Liaison that this year’s San Ramon Valley Education Run will be virtual taking place from September 10 – October 18, 2021. She reminded the Commission school will be back in session August 10, 2021 and suggested posting signage at the joint use school/parks sites in advance of school opening due to people using the area to let their dogs run off- leash. Commissioner Falcon thanked the Commission for his nomination and appointment to the Vice Chair position. Commissioner Neary stated that he was looking forward to meeting with each of the commissioners and gaining knowledge about the Commission moving forward. Commissioner Donovan thanked the Chair and Vice Chair for providing great leadership and for keeping everyone focused during this challenging year. He thanked Mr. Perezalonso’s team as well. Vice Chair Diamond informed the Commission regarding a plaque event on August 18, 2021, at the Bret Harte Park held by the Heritage Resource Commission honoring the legacy of the Town. He thanked Chair Joyce for her strong leadership in this challenging year. Chair Diamond also thanked the Commission for their vote of confidence to his upcoming role as Chair and he shared his goals for the upcoming year.
