CALL TO ORDER The special meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Joyce at 5:30 p.m. The meeting was conducted by Teleconference only. 1.1 Roll Call Administrative Assistant Gail Massagli conducted the roll call for attendance: Present: Kevin Donovan, Commissioner Adam Falcon, Commissioner Jenna Mesic, Commissioner Alesia Strauch, Commissioner Randall Diamond, Vice Chair Jane Joyce, Chair Excused: Brittany Beech, Commissioner and Alec Tappin, Alternate Commissioner Absent: Kyler Fung, Youth Representative 1.2 Announcements Administrative Assistant Gail Massagli provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. “FOR THE GOOD OF THE TOWN” Parks, Recreation and Arts Commission – Special Meeting Summary of Actions May 12, 2021 2 Chair Joyce opened the item for public comment and stated that one email was received prior to the meeting that was forwarded to the Commissioners for review. There were no speakers. 4. ITEMS FOR CONSIDERATION/ACTION 4.1 Approval of the Revised Summary of Actions from the April 14, 2021 Parks, Recreation and Arts Commission Special Meeting. Commissioner Donovan requested a correction be added to John Sofranac’s comment on behalf of the Sports Alliance Group, who have committed to pay for all costs related to the Diablo Vista Park lighting. MOTION BY COMMISSIONER DONOVAN, SECOND BY VICE CHAIR DIAMOND, TO APPROVE THE REVISED SUMMARY OF ACTIONS OF THE APRIL 14, 2021 PARKS, RECREATION AND ARTS COMMISSION SPECIAL MEETING. MOTION CARRIED 6-0-0-2; COMMISSIONER BEECH, COMMISSIONER FUNG ABSENT 4.2 Review and Comment on Draft Town-Wide Bicycle Master Plan Transportation Manager, Andrew Dillard presented to the Commission the Draft of the Town-Wide Bicycle Master Plan. He reviewed and discussed the goals, objectives, Mentimeter Poll and provided dates of the upcoming Bicycle Master Plan schedule. He presented the questions and answers from the Danville Bike Advisory Committee regarding collision data, proposed facilities, and demographic analysis regarding population. Mr. Dillard addressed Commissioner’s questions and noted on page 15 of the Bicycle Master Plan that the Town of Danville is currently partnering with the City of San Ramon, Contra Costa County, and East Bay Regional Park District to form the South County Mobility Task Force, a South County wide bike share and e-bike share program. Mr. Dillard provided additional details on late developments on a recently funded Highway Safety and Improvement Program grant to the Town of Danville from Cal Trans. The $240,000 grant funds are designated to be Parks, Recreation and Arts Commission – Special Meeting Summary of Actions May 12, 2021 3 used within the next fiscal year; some of which are proposed and underway for flashing crosswalks and lighting improvements for intersections of Linda Mesa, Love Lane, Del Amigo, and Stone Valley Road in front of Monte Vista High School. He recommended the Commission provide a set of specific priority recommendations to the Draft of the Town-Wide Bicycle Master Plan. Chair Joyce opened the item to public comment. Alan Kalin, Chairman of Danville Bicycle Advisory Committee, explained that the goal of their committee is to improve the safety of bicyclists and pedestrians. He complimented Andy Dillard, the Town, and the Commissioners for their hard work and would like to see continued collaboration in working with the Town to revise and implement the Bicycle Master Plan. Jeff Eorio, Danville, member of Danville Bicycle Advisory Committee, expressed support for the recommendations of the Danville Bicycle Advisory Committee and suggested the Town of Danville staff work with the consultant to incorporate the Danville Bicycle Advisory Committee’s recommendations within the final draft before it goes for presentation to the Town Council. He provided additional detailed information regarding the East Bay Regional Park District’s responsibilities and maintenance of the Iron Horse Trail. Chair Joyce closed the item to public comments. 5. REPORTS AND PRESENTATIONS 5.1 Integrating the Town Green and Arts District into Public Art Exhibits Discussion Recreation, Arts, and Community Services Director, Henry Perezalonso asked the Commission to brainstorm on how to integrate the Town Green and Arts District into Danville’s public art exhibits to develop infrastructure to increase programming within the art exhibits. Commissioners provided suggestions and feedback regarding ideas for the Town involving the public art exhibits. Parks, Recreation and Arts Commission – Special Meeting Summary of Actions May 12, 2021 4 Mr. Perezalonso recapped the Commissioners comments as live performances, mazes for the Town Green grass area, connection to the library, signage modifications, and continue to utilize the partnerships with the downtown businesses. He recapped ideas provided by the board members from the Arts Advisory Board meeting earlier that evening. He thanked the Commissioners for their expressed ideas and stated the ideas will continue to grow programs or services utilizing all accessible resources to be used immediately, use in future exhibits or house on a list for future use. 5.2 Recreation, Arts and Community Services Department Director’s Report Recreation, Arts and Community Services Director Henry Perezalonso provided updates to the Commissioners regarding the current events, art exhibits, summer registration, maintenance, budget study, and progression of the Town Offices. Director Perezalonso referenced back to questions asked at the last meeting on April 14, 2021, about the American Recovery Act Plan. He clarified that under the American Recovery Act Plan, the Town of Danville is eligible for up to $8 Million to be recovered from fiscal years 2019, 2020, 2021, and 2022. Staff is still waiting for direction on how the funds can be used from the Department of Treasury. 5.3 Commissioners’ Reports and Comments Commissioner Donovan reported on the Mayor’s Town Talks program and the Arts Advisory Board Meeting. Commissioner Strauch reported on the San Ramon Valley Unified School District PTA’s recent events. Commissioner Diamond reported on the success of the Danville Connect App, enjoyment of the pickleball courts.
