SUBJECT: Resolution No. 44-2021, authorizing Community Events Street Closures
or Parking Restrictions for Calendar Year 2021 and for the Ridge Hike for
Prevention in Calendar Year 2022; and Resolution No. 45-2021,
authorizing Exemption from Danville Ordinance No. 96-10 for Danville
Fallfest on October 23 and 24, 2021
BACKGROUND
For the past several years the Town has annually hosted large-scale community events in
the downtown to build community, provide exposure to businesses, enhance quality of
life, attract visitors and revitalize the economic health of Danville.
Community Events for calendar year 2020 were cancelled in response to the COVID-19
pandemic. As of June 15, 2021, the state eliminated the color-coded tier system for
counties and reduced the restrictions applicable to large outdoor events. As a result,
some event organizers are seeking permission to safely host community events for the
remainder of 2021. Since one event organizer is seeking to host a fundraising hike on
April 10, 2022, the event is being included in this request to allow the event organizer
time to promote the event, should it be approved.
It is the Town's policy to regulate events involving the use of, or impact to, Town
property, public facilities, sidewalks or roadways in the interests of public safety, loss
control, and limiting liability. Danville’s Municipal Code requires Town Council
approval for events that necessitate the temporary closure of Town streets and parking
restrictions. Furthermore, Danville Ordinance No. 96-10 requires event organizers to
obtain Town Council approval to allow public consumption of alcohol within the event
street closure limits. As part of this approval, the Town provides direct resources to event
organizers to plan safe and successful events that will serve diverse audiences and create
minimal disruption to surrounding areas.
DISCUSSION
Downtown businesses and the Town have supported road closures for select community
events because they promote economic vitality and increase exposure for business. As a
result, event organizers are expected to plan event activities throughout the entire closure
limits to maximize exposure of the Danville business community.
Community Events Street
Closures/Parking Restrictions 2 August 3, 2021
Prior to recommending Town Council’s approval of community events with street
closures (whether lane closures, local streets or major/secondary streets) or community
events wherein alcohol will be served, the following factors are carefully considered:
• Impact on residents, occupants or businesses on the block or in the immediate
vicinity.
• Ability of emergency vehicles to access and maneuver through the closure areas
and around the temporary outdoor dining parklets.
• Impact on vehicular traffic circulation and availability of alternate routes for
traffic detours.
• Opportunities for businesses in the event vicinity to participate and create
strategies for attendee engagement and increase their brand exposure.
• Capacity planning or determining whether the event will exceed the Town’s
predefined resources.
• Event organizers’ capacity to implement established event criteria as outlined
in the event agreement, as well as their plans to comply with current protocols
for mega-events (over 10,000) and large-scale events established by Contra
Costa Health Services (“CCHS”).
• Event organizers’ formal request for Town Council approval to serve/sell
alcohol for public consumption within the event street closure limits; must
promote practices that support responsible behavior at all events and must
ensure adherence to all relevant Town policies, municipal, county and federal
laws and regulations concerning the sale and service of alcohol.
For calendar year 2021, five (5) event organizers, and for calendar year 2022 one (1) event
organizer, are requesting approval to utilize either public streets, sidewalks, rights-of-
way, Town public parks or other Town public property to stage operations for their
events. These event organizers will be required to implement current CCHS’ safety
guidelines to adjust event activities around outdoor dining parklets in the downtown
area for the below proposed community events which require street closures or parking
restrictions.
Kiwanis-Danville Parade – September 4
This time-honored patriotic hometown parade celebrates Danville’s heritage and
America’s birthday and attracts over 40,000 attendees. This event had to be rescheduled
to the Labor Day weekend in order to provide additional time for further public
vaccinations and to organize event logistics. The parade route will remain the same as in
previous years, but restrictions and requirements may apply to ensure that vehicular
traffic can safely navigate around outdoor dining parklets along the route. This event
raises funds to provide local grants to individuals and organizations throughout the San
Ramon Valley. The event organizer is Kiwanis Club of the San Ramon Valley.

Relics on Railroad – Danville Antique & Art Faire – September 6
This event, which has grown to be a community favorite on Labor Day, attracts over 2,000
attendees and showcases over 50 art and vintage antique vendors. The event organizer
is Museum of the San Ramon Valley.
San Ramon Valley High School Homecoming Parade – September 24
This annual hometown parade honors San Ramon Valley High School students as they
celebrate school spirit prior to the Homecoming Game. The event organizer is San Ramon
Valley High School.
Danville Fallfest – October 23 & 24
This local annual street fair and festival attracts families from all over the Bay Area. It
promotes Danville’s local retail and restaurant businesses and features arts and crafts
booths, local service vendors, a classic car exhibit, and live entertainment. The event
organizer is Danville Area Chamber of Commerce.
In accordance with Ordinance No. 96-10, the Chamber is requesting permission from the
Town Council to permit public consumption of alcohol within the event street closure
limits. This daytime family event has no history of alcohol-related incidents. The
Chamber has proven to be a responsible event sponsor that strictly regulates the
consumption of alcohol during the event and allows only responsible trained staff to
serve alcohol.
Veterans Day Celebration – November 11-14
This community celebration, which recognizes San Ramon Valley veterans and their
significance to the community’s past, includes an outside display of military vehicles,
exhibits, veteran service medals, music, speakers, and more. The event organizer is
Veterans Memorial Building Library Historical Collection Committee.
Lighting of the Old Oak Tree – November 26
This time-honored annual tradition kicks off the holiday season in Danville on Diablo
Road around the Town’s landmark oak tree. The event concludes in the downtown and
is designed to encourage shopping in the area after the tree lighting ceremony. The event
organizer is Danville Area Chamber of Commerce.
The Ridge Hike for Prevention – April 10, 2022
In its third year, this event provides two hike options through Danville trails with a
community expo at the end of the hike. Proceeds from the event benefit breast cancer
awareness. Participants receive lunch and a swag bag filled with coupons and offers from
local businesses. The event organizer is Breast Cancer Prevention Partners.
Based on evaluation of the events listed in Exhibit 1 to Resolution 44-2021 and in
accordance with the established criteria, staff recommends that Town Council approve
community events street closures and parking restrictions for the remainder of calendar

year 2021 and for the April 10, 2022, Ridge Hike for Prevention event.
Upon Town Council’s approval, the Town’s community outreach efforts will include
posting community event dates and times. Information for each event will be provided
on the Town’s website, social media channels and press releases.
PUBLIC CONTACT
Posting of the meeting agenda for the Town Council meeting on August 3, 2021, serves
as notice to the general public.
FISCAL IMPACT
Event organizers are legally and financially responsible for the overall organization,
management and implementation of an event and its related activities. Town costs
associated with these events are budgeted in the FY 2020/21 and 2021/22 Community
Events program budget.
RECOMMENDATION
Adopt Resolution No. 44-2021, authorizing Community Events Street Closures or
Parking Restrictions for Calendar Year 2021 and for the Ridge Hike for Prevention in
Calendar Year 2022; and, Resolution No. 45-2021, authorizing Exemption from Danville
Ordinance No. 96-10 for Danville Fallfest on October 23 and 24, 2021.

RESOLUTION 44-2021
AUTHORIZING COMMUNITY EVENTS STREET CLOSURES OR PARKING
RESTRICTIONS FOR CALENDAR YEAR 2021 AND FOR THE RIDGE HIKE
FOR PREVENTION IN CALENDAR YEAR 2022
WHEREAS, the Town annually hosts the occurrence of large-scale events in the
downtown to build community, enhance the quality of life for residents, and attract
visitors to promote the economic health of Danville; and
WHEREAS, community events are designed to increase exposure to downtown
businesses and generate a flow of foot traffic throughout the event boundaries; and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and attracts hundreds of visitors to the Downtown; and
WHEREAS, street closures are necessary to provide event safety for all concerned,
including event organizers, vendors, local business owners and the general public; and
WHEREAS, Danville’s Municipal Code requires Town Council approval of parades
and community events which necessitate the temporary closure of Town streets and
temporary parking restriction; and
WHEREAS, the Town requires event organizers to adhere to Town guidelines for the
development of event plans that comply with local, state and federal codes, laws,
policies and regulations governing activities associated with the production and
management of community events, including following health order guidance for
mega-events, and to submit an Encroachment Permit; and
WHEREAS, the Town requires event organizers to execute specific Community Events
Agreements, which outline the understandings, responsibilities and conditions
associated with the Town’s authorization of street closures, including the submission of
an insurance policy to indemnify the Town from liability associated with the event and
a Danville Encroachment Permit; and
WHEREAS, a detailed list of events and subsequent maps that define roads or parking
lot closure limits are identified in Exhibit 1; now, therefore, be it
RESOLVED that the Danville Town Council authorizes the Community Events Dates
and Street Closures Maps listed in Exhibit 1, which is attached and incorporated herein
by this reference.

RESOLUTION 45-2021
AUTHORIZING EXEMPTION FROM DANVILLE ORDINANCE NO. 96-10
FOR THE DANVILLE FALLFEST ON OCTOBER 23 AND 24, 2021
WHEREAS, the Danville Fallfest are annual events sponsored by the Danville Area
Chamber of Commerce (Chamber); and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and bring hundreds of visitors to the Downtown; and
WHEREAS, the Chamber has requested an exemption from Danville Ordinance No. 96-
10 in order to allow public consumption of alcohol within the authorized street closure
limits; and
WHEREAS, this event is a daytime family event with no history of alcohol-related
incidents; now, therefore, be it
RESOLVED that the Danville Town Council hereby authorizes that public
consumption of alcohol shall be allowed within the authorized street closure limits of
this event during the hours of 11:00 AM and 4:30 PM, on October 23 and 24, 2021 for the
Danville Fallfest, in accordance with the provisions of Ordinance No. 96-1.
