HomeMy WebLinkAbout080321-05.2 Town Council – Regular Meeting SUMMARY OF ACTIONS July 20, 2021 - DRAFT CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. The meeting was conducted by teleconference only. Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Dave Fong, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember All Councilmembers were present. 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. City Attorney Rob Ewing reported out of the closed session that took place on July 20, 2021 at 3:00 p.m., pursuant to Government Code Section 54956.9(d)(4), that the Town Council unanimously voted to initiate litigation involving the Tassajara Parks development project approved by Contra Costa County. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Tracy Farhad. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. FOR THE GOOD OF THE TOWN The following speakers commented on the incident with the Danville Police Department that occurred on March 11, 2021: Stephanie Taddeo Veronica Benjamin Michelle Lucker PRESENTATIONS 5.1 Visit Tri-Valley update by Tracy Farhad, President and CEO Tracy Farhad provided the update. CONSENT CALENDAR Councilmember Stepper removed item 6.3 for discussion. Consider approval of the Register of Demands Consider acceptance of the May 2021 Month End Treasurer’s Report Consider adoption of Resolution No. 40-2021, authorizing the renewal of residential permit parking provisions within west side Danville neighborhoods REMOVED FOR DISCUSSION Consider the adoption of Resolution No. 41-2021, appropriating funds and authorizing the Town Manager to execute a contract for consultant services for the preparation of a Programmatic Environmental Impact Report related to the adoption of the 2023-2031 General Plan Housing Element MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO APPROVE THE CONSENT CALENDAR ITEMS 6.1, 6.2 AND 6.4 MOTION CARRIED 5-0 6.3 Consider adoption of Resolution No. 40-2021, authorizing the renewal of residential permit parking provisions within west side Danville neighborhoods REMOVED FOR DISCUSSION Councilmember Stepper expressed the need to know the extent of public comments and feedback from the neighbors before taking Town Council action to extend the parking permits. Mayor Morgan suggested reviewing the residential parking permits again at a later time, after school is in session, to determine the impacts to the neighborhood and allow time to receive feedback. Town Manager Joe Calabrigo stated that there was no neighborhood notification because there were no changes proposed to the parking permits and there has been no recent input or negative feedback from the neighbors. There was Town Council discussion and consensus to bring the item back for Town Council review in one year and provide notification to the neighbors and the nearby schools. Mayor Morgan opened the item to public comment. There were no speakers. Mayor Morgan closed the item to public comment. MOTION BY COUNCILMEMBER STEPPER, SECOND BY VICE MAYOR ARNERICH, TO ADOPT RESOLUTION NO. 40-2021, AUTHORIZING THE RENEWAL OF RESIDENTIAL PERMIT PARKING PROVISIONS WITHIN WEST SIDE DANVILLE NEIGHBORHOODS, WITH THE FOLLOWING MODIFICATIONS: EXTEND THE RESIDENTIAL PARKING PERMITS FOR A ONE-YEAR PERIOD RETROACTIVELY BEGINNING JULY 1, 2021 THROUGH JULY 1, 2022; AND PROVIDE PUBLIC NOTICING TO THE NEIGHBORHOOD WHEN THE TOWN COUNCIL IS SET TO REVIEW THIS ITEM IN 2022 MOTION CARRIED 5-0 COMMUNICATIONS Legislative update by Deputy Town Manager Diane Friedmann Diane Friedmann provided the report. INFORMATIONAL STAFF REPORTS 8.1 Quarterly Investment Report (Chandler Asset Management) Genny Lynkiewicz provided the report. TOWN COUNCIL REPORTS Town Council updates There were no Town Council updates. ADJOURN TO DANVILLE DISASTER COUNCIL At 6:19 p.m. the regular meeting of the Danville Town Council was adjourned to a meeting of the Danville Disaster Council. 11. CALL TO ORDER DANVILLE DISASTER COUNCIL 11.1 Report on upcoming activities and events Emergency Services Manager Marcelle Indelicato reported on Emergency Preparedness Program goals, resources and relationships, plans and projects, responses, training, and community outreach. 12.
