SUBJECT: Town Council Emergency Operations Checklist
BACKGROUND
Danville’s Emergency Operations Plan (EOP) establishes an emergency management
organization to guide the Town’s response to disasters. The EOP also contains policies,
procedures, instructions, and standard operating guides and checklists designed to
achieve a coordinated disaster response. The primary users of this plan are emergency
management staff, elected officials, department heads and their senior staff members,
coordinating response agencies, and other stakeholders.
The Emergency Operations Plan may be reviewed whenever there are changes to the
physical layout of a workplace, or changes to process, materials or personnel. In
addition, a periodic review of personnel roles and responsibilities and operational
checklists are appropriate to ensure that EOP best practices are updated and incorporated
and that the respective roles of staff and elected officials are clearly described and
defined.
DISCUSSION
As part of the Town’s ongoing preparedness efforts the Emergency Services Manager and
Town Manager have been working to update the Emergency Operations Checklist for the
Town Council to better define Council roles in the event of a declared emergency. The
draft updated checklist will be reviewed with the Town Council at the July 13 Study
Session, and staff will be prepared to respond to Council questions and feedback.
Periodic review of Councilmembers roles and responsibilities helps to ensure familiarity
and provide for continuity of government in the event of an emergency.
