HomeMy WebLinkAbout060121-06.3 ADMINISTRATIVE STAFF REPORT 6.3 TO: Mayor and Town Council June 1, 2021 SUBJECT: Resolution No. 23-2021, authorizing the Town Manager to enter into a 5- Year contract with Axon Enterprises, Inc. for Body Worn Cameras and Digital Evidence Storage BACKGROUND In 2016, the Police Department began using Body Worn Cameras (BWC) provided by AXON Enterprises, Inc. (AXON). Since the program’s inception, the Police Department recognized that video recording of contacts between department personnel and the public provides an objective record of those events. In addition, the use of a recording system complements field personnel in the performance of their duties by providing a video record of enforcement and investigative field contacts, which can enhance criminal prosecutions, limit civil liability, increase transparency, and enhance professionalism in the delivery of police services to the community. A video recording of an event or contact also enables the delivery of timely, relevant, and appropriate training to maximize safety for both community members and Danville Police Department personnel. As part of the contract, AXON provides 35 body worn cameras to outfit all sworn employees with a camera and to create a pool of cameras for part time field employees and reserve officers to use. DISCUSSION The current 5-year contract with AXON is set to expire June 15, 2021. The product and customer service provided by AXON has been excellent over the five years of the contract. On the rare occasion when there has been faulty equipment, there were spare on-site cameras available for immediate redeployment and AXON quickly backfilled the spare devices. No staff member has gone without a camera due to poor service or the product not meeting expectations. During the initial five-year contract, there were several software refreshes for the devices, docks, and the software used to view and share video. There was one refresh of hardware during the contract enabling staff to use the most current version of the product. All patrol vehicles, traffic motorcycles, and all issued electronic weapons (Tasers) come with BWC and Digital Evidence Storage 2 June 1, 2021 signal technology that allows for Body Worn Cameras to be turned on if the Electronic Weapon is turned on or if emergency vehicle lights are activated. The Police Department administration team is currently researching technology provided by AXON that will also activate Body Worn Cameras if a sidearm is unholstered. In addition to offering all of the hardware, services and features offered under the current contract, the contract extension offers an additional feature of GPS precision location of Body Worn Cameras as they are recording. This is an advanced feature that would allow for incident commanders to know the exact location of personnel in the field during critical incidents. The current annual contract for AXON’s services is $51,414 per year. The proposed contract extension will provide increased service at an annual cost of $45,139, resulting in a savings $31,375 over the life of the 5-year contract. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT Proposed costs are reduced from $51,414 to $45,139, and annual savings of $6,275. Sufficient funds are included in the annual Police Department budget to cover the cost of the new contract. RECOMMENDATION Adopt Resolution No. 23-2021, authorizing the Town Manager to enter into a 5-Year contract with Axon Enterprises, Inc. for Body Worn Cameras and Digital Evidence Storage. FOR BODY WORN CAMERAS AND DIGITAL EVIDENCE STORAGE WHEREAS, the Police Department has used Body Worn Cameras and digital evidence storage provided by AXON Enterprises, Inc. for the last five years to record interactions between officers and the public; and WHEREAS, those videos have been successfully used to collect evidence; and WHEREAS, the use of Body Worn Cameras complements field personnel in the performance of their duties by providing a video record of enforcement and investigative field contacts, which can enhance criminal prosecutions, limit civil liability, increase transparency, and enhance professionalism in the delivery of police services to the community; and WHEREAS, video recording of an event or contact enables the delivery of timely, relevant, and appropriate training to maximize safety for both community members and Danville Police Department personnel; and WHEREAS, the new contract from AXON Enterprises, Inc. offers greater service at a reduced yearly cost; and WHEREAS, the services and products provided to the Town of Danville by AXON Enterprises have been excellent; now, therefore, be it RESOLVED, that the Danville Town Council hereby authorizes the Town Manager to enter into a five-year contract with AXON Enterprises for 35 Body Worn Cameras and digital evidence storage for $45,139 per year through the Police Department’s general budget.
