SUBJECT: Resolution No. 20-2021 appropriating $100,000 in Building and Planning
Special Revenue Funds for consultant plan check and inspection services
for FY 2020/21
BACKGROUND
The Building Division is responsible for the intake and review of plans and supporting
documentation necessary for the issuance of building permits. Building Division Staff
provide building and safety inspections related to the enforcement of the State of
California’s Title 24 Codes of Regulation. Building Permits and Building Inspections are
intended to ensure that the State of California’s Health and Safety requirements are being
met in the built environment.
DISCUSSION
Despite the impacts of the COVID pandemic, building permit activity has been robust,
outpacing budgeted forecasts going into 2020/21. At mid-year and as part of Resolution
No 8-2021 adopted by the Town Council, expenditures for the Building Division were
increased by $50,000. Subsequently, additional changes have occurred that have caused
division expenses to further exceed mid-year projections. In addition to a continued
increase in building permit activity and corresponding workload, the Building Division has
experienced additional vacancies in critical permit technician and inspection positions.
This has necessitated the use of additional consulting assistance to meet increased demand
while recruitments are underway and new staff is being trained.
The total additional cost for consultant plan check and inspection services through the end
of FY 2020/21 is estimated to be $100,000. For the 2020/21 fiscal year, total Building
revenues are expected to exceed the budget forecast by an amount that equals or exceeds
the additional expenses that have been incurred, fully mitigating any impact upon the
Building and Planning Special Revenue Fund.

FISCAL IMPACT
Sufficient funds are available in the Building and Planning Special Revenue Fund to fund
the increased expenditure.
RECOMMENDATION
Adopt Resolution No. 20-2021, appropriating $100,000 in Building and Planning Special
Revenue Funds for consultant plan check and inspection services for FY 2020/21.
