CALL TO ORDER 5.1 The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Renee Morgan, Mayor Newell Arnerich, Vice Mayor Dave Fong, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember All Councilmembers were present. 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Town Manager Joe Calabrigo. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. FOR THE GOOD OF THE TOWN The following speakers commented on the incident with the Danville Police Department that occurred on March 11, 2021: Reena Chhatre Emma Sullivan Ron Ridley Gus Gauntlett Natasha Verma Joan Kazerounian Veronica Benjamin Hooman Hodjat Nakenya Allen Elizabeth Patton Armand Domalewski Catherine Lewis Laurie Wolfe Stephanie Taddeo Irina Isobel Avi Singh Barbara Kusha Caroline Mason Mayor Morgan thanked the speakers for voicing their comments and concerns and stated that the Town Council is prohibited from discussing the details of an ongoing investigation. 5. PRESENTATIONS 5.1 Presentation on officer selection and training by Police Chief Allan Shields Chief Shields presented information on officer selection and training and responded to questions from the Town Council and the following speakers: Michelle Lucker Hooman Hodjat Irina Isobel Adrienne Narcisse Natasha Verma Nakenya Allen 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MAY 4, 2021 6. CONSENT CALENDAR 6.1 Consider approval of the Summary of Actions from the regular Town Council meeting of April 20, 2021 6.2 Consider approval of the Register of Demands 6.3 Consider adoption of Resolution No. 17-2021, receiving and accepting the Housing Element Annual Progress Report for 2020 6.4 Consider adoption of Resolution No. 18-2021, accepting private improvements for Minor Subdivision 856-2013, located at 740 El Pintado Road 6.5 Consider adoption of Resolution No. 19-2021, appropriating $36,257 in Asset Replacement Fund and authorizing the purchase of one Police Patrol Vehicle for $67,964 MOTION BY COUNCILMEMBER STEPPER, SECOND BY COUNCILMEMBER STORER, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 7. TOWN MANAGER'S REPORT 7.1 Monthly Town Manager's report by Joe Calabrigo Town Manager Joe Calabrigo provided the report. 8. COMMUNICATIONS 8.1 Maintenance Services Department report by Director Dave Casteel CONTINUED TO A DATE UNCERTAIN Town Manager Joe Calabrigo stated that, due to the length of the meeting, he is recommending that this item be moved to a future agenda. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS MAY 4, 2021 8.2 Commission recruitment for Danville residents, by City Clerk Marie Sunseri. Applications for volunteer positions are due May 12, 2021: a. Parks, Recreation and Arts Commission: one regular member; one alternate member; and one youth representative b. Arts Advisory Board: one regular member; one youth member c. Senior Advisory Commission: two regular members d. Poet Laureate: one position e. Heritage Resource Commission: one licensed architect f. Contra Costa Transportation Authority Citizens Advisory Committee: one Danville representative g. County Connection: one Danville representative Marie Sunseri announced the Town's current recruitments. 9. TOWN COUNCIL REPORTS 9.1 Parks, Recreation and Arts Commission liaison report by Councilmember Storer Councilmember Storer provided the report. 9.2 Town Council updates There were no updates. 10.
