HomeMy WebLinkAbout050421-08.1Town Council Report Presented May 4, 2021 MAINTENANCE SERVICES MAINTENANCE SERVICES OUR MISSION Maintenance Services ensures that Town -owned facilities—buildings, parks, roadsides, streets and street lights —are maintained in a manner that enhances the quality of life for Danville residents. The Town's Maintenance Services Department consists of four primary divisions: Buildings, Streets, Parks and Roadsides. These divisions work together to ensure that Danville continues to be a great place to live and visit. The Buildings Division maintains approximately 105,000 square feet of buildings, including the Town Offices, Town Service Center, Veterans Memorial Building, Village Theatre, Town Meeting Hall, Town Library, Community Center, Sycamore Day Care, Magee House, Swain House, Cottage at Hap Magee Ranch Park, and the Teen Centers at Los Cerros, Charlotte Wood and Diablo Vista schools. These buildings are maintained by three full-time staff members, who also respond to and complete several hundred service requests each year. Over 250 acres of parks, roadsides and medians throughout the Town are maintained by the Parks and Roadsides divisions. Staff continues to manage a central irrigation system that is helping combat rising water costs and changing weather conditions while maintaining landscaping in the condition our residents have grown to love. Additionally, the Parks Division maintains 30 sports fields, four water features, seven playgrounds and a large and small dog park, helping to provide great recreational experiences for our residents and their pets. The Streets Division continues to do a phenomenal job of keeping our roadways safe. Street and curb markings are repainted as needed, traffic and street name signs are monitored daily, being repaired or replaced when necessary, potholes are filled, sidewalks are repaired and all efforts are made to keep Danville's streets as safe as possible. In addition to these duties, Maintenance Services maintains Town creeks and drainage systems while complying with permit requirements from the Department of Fish and Wildlife. While striving to exceed service level expectations in the areas described above, the Maintenance Services Department also facilitates special events, responds to traffic accidents, removes graffiti, completes extensive safety and specialization trainings, manages 19 Capital Improvement Projects, assists with the Town's Clean Water Program, coordinates volunteer projects with various organizations and works directly with all sports user groups in Town. 2 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Maintenance staff completes extensive safety and specialization trainings each year. The Maintenance Services Department maintains 60 acres of arterial roadside and median landscaping. A variety of volunteer projects are coordinated each year, including park fence painting, refinishing benches and rose bush pruning. 3 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Special events are a major part of the Danville community and the Maintenance Services Department helps facilitate them by posting signs, assisting with road closures, delivering equipment and cleaning up after the events. 30 sports fields are maintained by the Town, facilitating extensive use by sports groups and recreational users. The Town maintains and repairs 145 lineal miles of streets and roadways and 6.1 miles of roadside ditches. 4 MAINTENANCE SERVICES WATER CONSERVATION AND LANDSCAPE REPLACEMENT Greenbrook Drive median at Camino Ramon: The landscape replacement project has now been completed, with 214 plants and one tree being installed. Camino Tassajara at Fairwood Court: The landscape strips on either side of the sidewalk along the eastbound lanes were completely replanted and mulched. Sycamore Valley Road at Morninghome Road: Both eastbound corners received fresh plant material and bark mulch. 5 MAINTENANCE SERVICES PARKS • Converted one tennis court at Osage Station Park into two pickleball courts, which have quickly become heavily -utilized • Completed the annual dog park renovation, including new sod in the large dog park, refinishing benches, fence repairs, and more • Replaced section of fencing at Osage Station Park that was damaged by tree failure • Completed significant electrical repairs at Sycamore Valley Park • Landscape replacement projects at Danville South, Diablo Vista, Hap Magee Ranch, Osage Station and Sycamore Valley Parks • Upgraded the irrigation pump at Green Valley Elementary By the Numbers (2020/21) • Completed 32 irrigation system inspections and 343 repairs • Removed over 7,600 bags of garbage from park sites • Pruned over 2,000 trees and shrubs • Completed 410 hardscape repairs • Provided more than 140,000 dog waste bags • Planted 277 trees and shrubs • Treated park sites 12 times each for weeds and rodents • Maintained 30 sports fields 6 MAINTENANCE SERVICES ROADSIDES • Completed several landscape replacement projects, including at Sherburne Hills Road, Morninghome Road, Molitas Road, Fairwood Court and at the Town Meeting Hall • Completed annual project of pruning selected crape myrtle trees, with more than 200 being pruned this year • Continued optimizing use of UgMO underground irrigation sensor system at seven roadside locations • Performed extensive tree pruning in fi collaboration with residents affected by the trees • Efficiently managed water resources during relatively dry winter By the Numbers (2020/21) • Completed 61 irrigation system inspections and 298 repairs • Removed over 3,600 bags of garbage from roadsides • Pruned over 470 trees and shrubs • Completed 33 hardscape repairs • Provided more than 45,000 dog waste bags • Planted 1,134 trees and shrubs • Fertilized and aerated all roadside turf areas twice 7 MAINTENANCE SERVICES BUILDINGS By the Numbers (2020/21) • Maintain approximately 105,000 square feet of facilities • On pace for nearly 200 service requests this year • Maintain 16 facilities and bathroom buildings at five parks • 32 total safety inspections of buildings and facilities • Nearly 100 fire extinguishers inspected monthly • 16 building roofs cleared of leaves and debris • Upgraded all HVAC units with more efficient filters that improve the system's efficacy in removing viruses • Replaced the compressor in an air conditioning unit at the Veterans Memorial Building • Replaced the sewage pump in the Diablo Vista Park restrooms • Cleaned the carpets at the Town Offices and Service Center • Resolved electrical issues in the Town Offices copy room • Continued to modify janitorial plan to adapt to ongoing changes associated with the pandemic 8 MAINTENANCE SERVICES STREETS & STREET LIGHTING • Completed repairs to the bridge deck on W. El Pintado Road • Repainted all red curb throughout Town, which is nearly 75,000 linear feet • Performed asphalt dig outs and replacements on El Cerro Boulevard, La Questa Drive and Mariposa Court • Removed silt build up from the two large storm drain pipes under Del Amigo Road • Replaced nearly 200 linear feet of sidewalk on Camino Tassajara • Set up parklet seating areas for Downtown restaurants to provide additional seating during the pandemic By the Numbers (2020/21) • Performed 33 sidewalk inspections and completed 315 repairs • Inspected over 500 drain inlets and cleaned as needed • Responded to 33 instances of illegal dumping • 18 Town -maintained, 59 PG&E -maintained and two County -maintained street lights were repaired • Filled 155 potholes • Responded to 190 Danville Connect requests • Installed or replaced 188 traffic signs 9 MAINTENANCE SERVICES MISCELLANEOUS • The Maintenance Department is on pace to receive approximately 550 requests through Danville Connect this fiscal year. Resident feedback continues to be very positive, with a 90% satisfaction rating. • Upgraded the user interface on the Danville Connect app, modernizing the look and enhancing usability. • Replaced the holiday lights on the Diablo Road Old Oak Tree, completing the conversion to LED lights. • Responded quickly and efficiently to major tree failures on Diablo Road, Danville Boulevard and Contada Circle to re -open roadways and maintain safety. • Awarded new contracts for Park Landscape Maintenance and Pond and Fountain Maintenance, with both commencing on July 1, 2021. • Infrastructure damaged by vehicular accidents was repaired, replaced or removed in a timely manner, including a downtown street light and traffic signage. • Maintenance continues to administer the Work Alternative Program, though it is temporarily on hold due to the pandemic.
