HomeMy WebLinkAboutASRDRB2021429 5.2 DESIGN REVIEW BOARD STAFF REPORT 5.2 TO: Design Review Board Members April 29, 2021 SUBJECT: Review and recommend approval of the architecture, colors and material, and landscape plans for the development of four single family lots for the subdivision identified as Loyal Dragon Place. (Project Planner: Fred Korbmacher). PROJECT DESCRIPTION/BACKGROUND On December 12, 2020, the Danville Design Review Board (DRB) held a study session to review a proposed unique modern design for the four remaining vacant single-family residential parcels located on Loyal Dragon Place. During a second meeting on March 11, 2021, the DRB provided additional direction to the applicant regarding the placement and design of the proposed residence on lot 4. The applicant has moved the residence down the slope, but not all the way to the minimum 20-foot front yard setback. The applicant submitted a narrative describing the revised placement and design (see Attachment A). EVALUATION The proposed residence on Lot 4 has been moved part of the way down the slope toward Loyal Dragon Place. However, the proposed setback to the edge of the 20 foot open space easement is still between 35 to 40 feet, while the minimum front yard setback is 20 feet. Also, the driveway to the residence is still from Culet Ranch Road, rather than from Loyal Dragon Place. The residence could be moved another 15 to 20 feet down the slope closer to Loyal Dragon Place. Loyal Dragon Place 2 April 29, 2021 RECOMMENDATION Review and recommend the Planning Commission approve the architectural and landscape plans for four single family residences to be constructed as part of a previously approved subdivision. The subdivision is identified as Loyal Dragon Place, located on the south side of the terminus of Culet Ranch Road. Prepared by: Fred Korbmacher Development Services Coordinator Attachments: A - Applicants Narrative B - Project Plans, including revised Lot 4 Plans To the Architectural Review Board and Planning Department at the Town of Danville: Following suggestions and recommendations by the Board, by reduced the overall building height and brought the house down 6ft into the earth, which is more than half of first floor ceiling height. We integrated the building into the hillside by turning the house footprint parallel with the natural contour lines. The drop has caused ingress and egress issues which we plan to address with lightwells in the rear of the property. For the house itself, we flipped the design and relocated two story portions into the inside of the lot. Access to the garage remains at Culet Ranch which helps avoid a steep driveway with potentially multiple turns. We also reduced the building height by adjusting the ceiling height of the two bedrooms on the second floor to 9ft instead of 10ft. We believe that this revision will be effective in resolving concerns about building height and bulkiness while at the same time helps preserve the architectural consistency of the development. All four homes are of similar size, height and style, and blend harmoniously into the beautiful natural landscape to create a unique living experience for future tenants.
