AND MEETING PROCEDURE
On March 19, 2020 the Governor issued Executive Order N-33-20, ordering all residents
in the State of California to shelter at their place of residence, with the exception of those
who may leave to provide or receive critical services, as defined in Order N-33-20.
Under the Governor's Executive Order N-29-20, the Danville Town Council may utilize
teleconferencing for their meetings, as a precaution to protect the health and safety of
staff, officials, and the general public. Councilmembers will be participating via
teleconference. As such, there will be no physical location for members of the public to
participate in this meeting.
This Committee meeting can be viewed on the web -video communication platform
Zoom.
The Town of Danville encourages citizens to participate in public meetings. Members of
the public can watch or listen to meetings via the web -video communication platform
Zoom. Agendas are posted on the Town website: hUs://www.danville.ca.gov/aaendas
Public comments may be provided in one of two ways:
Zoom - verbal comments: To provide live comments during the meeting, join the
meeting at the scheduled time via the Zoom link on the agenda. When the agenda item
is opened to public comment, click on the Raise Your Hand option in Zoom. Your name
will be announced, and you will have up to 3 minutes to share your comments.
Email - written comments: To provide written comments, send an email to the City Clerk
prior to 11:00 a.m. on the day of the meeting. Correspondence should include the meeting

SUBJECT: Authorize execution of contract with Solitude Lake Management for
pond and fountain maintenance
BACKGROUND
The Town maintains ponds at Oak Hill Park and Sycamore Valley Park, as well as a
fountain on the corner of W. Linda Mesa Avenue and Railroad Avenue. Due the the
specialized nature of this maintenance, the Town has historically utilized qualified
contractors to perform this work. Maintenance activities include monthly servicing,
water quality testing, microbe treatments, annual draining and cleaning, and the like. The
current pond and fountain maintenance contract is set to expire on June 30, 2021, so a Call
for Bids was recently posted for a new three year contract, with two possible one year
extensions.
DISCUSSION
In response to the Call for Bids, the Town received proposals from three qualified
companies. The lowest responsive bid was from Solitude Lake Management for an
annual total of $46,911.00. Solitude Lake Management has completed this work for the
Town for over 15 years (previously under the name Aquatic Environments, Inc.) and has
performed well during that time.
Sufficient funds will be appropriated in the Town's 2021/22 Operating Budget for this
contract. It is recommended that the Finance Committee approve a contract for $46,911.00
with Solitude Lake Management for pond and fountain maintenance.

SUBJECT: Authorize execution of contract with Foldhaus Art Collective for the
temporary art exhibit, Shrumen Lumen
BACKGROUND
The Town has now successfully launched a public art program through its Piano, Dogs
and Hearts exhibits. In an effort to diversify the type of temporary art that is displayed
Town Staff has reached out to the Foldhaus Art Collective to participate in conjunction
with the upcoming art gallery summer exhibit "Altered and Reimagined".
Foldhaus Art Collective is locally based in the Bay Area and comprised of a group of
engineers who are also artists. Together, this group created interactive art pieces the
Shrumen Lumen: a garden of origami mushrooms. Each mushroom is an umbrella -like
mechanism powered by an industrial actuator which causes the cap to change shape.
Pressure pads, located at the base of the mushroom, activates the movement. Over 1,600
LED lights consistently change colors automatically and the mushroom structures stand
12 feet tall, and the caps expand to 14 feet wide.
These public art pieces have been on view at The Renwick Gallery (Smithsonian
Museum) in Washington D.C., in the Dubai in the Design District, at Burning Man in
Blackrock, CA, the Oakland Museum of California, the Cincinnati Art Museum in Ohio,
and at the Pacific Palace in Hong Kong, China.
DISCUSSION
This outdoor public art exhibition will be on view from Memorial Day until Labor Day
(end of May 2021 -beginning of September 2021). The Town of Danville will receive two
out of the five mushrooms created. One mushroom will be housed on the patio in front
of the Village Theatre Art Gallery and one in front of the Danville Community Center.
Staff anticipates this exhibit along with its programs and events to attract people to the
downtown area stimulating economic vitality as they travel to see the artwork. Public
artwork of this measure is known to increase community pride and tourism.

Sufficient funds have been appropriated in the Town's Public Art CIP Budget to cover
the cost of delivery, installation, and the exhibition loan.
It is recommended that the Finance Committee approve a contract not to exceed $25,000
to Foldhaus Art Collective, for the Shrumen Lumen public art exhibit.
