TOWN COUNCIL – REGULAR MEETING
SUMMARY OF ACTIONS
FEBRUARY 16, 2021 - DRAFT
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor Morgan
at 5:00 p.m. The meeting was conducted by teleconference only.
1.1Roll Call
City Clerk Marie Sunseri conducted the roll call for attendance.

Karen Stepper, Councilmember
Robert Storer, Councilmember
All Councilmembers were present.
1.2 Announcements
City Clerk Marie Sunseri provided information regarding the format of the
meeting and instructions for public comment.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Councilmember Stepper.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
4. FOR THE GOOD OF THE TOWN
There were no comments received For the Good of the Town.

5. CONSENT CALENDAR
5.1Consider approval of the Summary of Actions from the special Town
Council meeting of February 2, 2021
5.2Consider approval of the Register of Demands
5.3Consider acceptance of the December 2020 Month End Treasurer’s Report
5.4Consider adoption of Resolution No. 7-2021, authorizing submittal of
application(s) for The Department of Resources Recycling and Recovery
(CalRecycle) Rubberized Pavement Grant Program and all CalRecycle
Grants for which the Town of Danville is eligible
MOTION BY COUNCILMEMBER STORER, SECOND BY COUNCILMEMBER FONG,
TO APPROVE THE CONSENT CALENDAR

6. COMMUNICATIONS
6.1Legislative update by Assistant to the Town Manager Diane Friedmann
Assistant to the Town Manager Diane Friedmann provided the update.
6.2Recreation, Arts and Community Services Department report by Director
Henry Perezalonso
Director Henry Perezalonso provided the report.
6.3Commission recruitment for terms beginning July 1, 2021, by City Clerk
Marie Sunseri.
City Clerk Marie Sunseri announced the following recruitments:
a.Parks, Recreation and Arts Commission: one regular member; one
alternate member; and one youth representative
b.Arts Advisory Board: one regular member; one youth member
c.Senior Advisory Commission: one regular member

d.Poet Laureate: one position
e.Heritage Resource Commission: one licensed architect

7. PUBLIC HEARINGS
7.1Consider introduction of Ordinance No. 2021-01, repealing existing
Chapter 32-76 of the Danville Municipal Code and adding a new Chapter
32-76 to the Danville Municipal Code related to Accessory Dwelling Units
– ZTA20-0001
Chief of Planning David Crompton presented the staff report and
summarized the changes recommended by the Town Council at the public
hearing on February 2, 2021.
Mayor Morgan opened the item to public comment.
There were no speakers or written public comments submitted to the Town.
Mayor Morgan closed the item to public comment.
There was Town Council consensus to approve the ordinance as presented.
MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STEPPER,
TO INTRODUCE AND READ BY TITLE ONLY ORDINANCE NO. 2021-01 REPEALING
EXISTING CHAPTER 32-76 OF THE DANVILLE MUNICIPAL CODE AND ADDING A
NEW CHAPTER 32-76 TO THE DANVILLE MUNICIPAL CODE RELATED TO
ACCESSORY DWELLING UNITS – ZTA20-0001, AND RETURN FOR SECOND
READING ON MARCH 2, 2021
MOTION CARRIED 5-0

8. ADMINISTRATIVE STAFF REPORTS
8.1Consider adoption of Resolution No. 8-2021, accepting the mid-year
Financial Report, approving mid-year adjustments to the Fiscal Year
2020/21 Operating Budget
Town Manager Joe Calabrigo presented the staff report and an overview of
the mid-year Financial Report.
Mayor Morgan opened the item to public comment.
There were no speakers or written public comments submitted to the Town.
Mayor Morgan closed the item to public comment.
There was Town Council consensus to accept the report and approve the
adjustments as presented.
MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STEPPER,
TO ADOPT RESOLUTION NO. 8-2021, ACCEPTING THE MID-YEAR FINANCIAL
REPORT, APPROVING MID-YEAR ADJUSTMENTS TO THE FISCAL YEAR 2020/21
OPERATING BUDGET
MOTION CARRIED 5-0
