HomeMy WebLinkAbout021621-05.4ADMINISTRATIVE STAFF REPORT S.4 TO: Mayor and Town Council February 16, 2021 SUBJECT: Resolution No. 7-2021, authorizing submittal of application(s) for The Department of Resources Recycling and Recovery (CalRecycle) Rubberized Pavement Grant Program and all CalRecycle Grants for which the Town of Danville is eligible BACKGROUND The Department of Resources Recycling and Recovery (CalRecycle), offers the Rubberized Pavement Grant Program pursuant to Section 42872, 42872.1, and 42873 of the Public Resources Code. The program provides opportunities to divert waste tires from landfill and promote markets for recycled -content tire products. The purpose of the grant is to promote markets for Rubberized Asphalt Concrete (RAC) products with crumb rubber derived from California -generated waste tires. The program is designed to encourage first time or limited users of rubberized pavement in two project types - RAC Hot -Mix and Rubberized Chip Seal. DISCUSSION There are 324 lane miles of road serviced by the Town of Danville. Each year, several of them will be repaired and repaved through the ongoing Pavement Management Program. With a budget of $3 million, the program has to make determinations as to which streets are maintained in which year. The Town of Danville is applying for a $250,000 grant to augment the Pavement Management Program expense. Grant funds will be used for chip seal pavement material and for applying a rubber cape seal surface treatment to various streets throughout the Town. Rubber cape seal is a cost-effective preventative maintenance technique designed to extend the life of existing pavements by installing new wearing surface, filling surface cracks and voids, providing very smooth surface with an increased durability and uniform appearance. A rubber cape seal treatment will extend pavement life by approximately seven to ten years. The Town has a number of unfunded or underfunded capital improvement projects in the current Capital Improvement Program for which these funds could be appropriated. Use of Per Capita funds for CIP projects will be evaluated based on need, project start dates, upcoming grant opportunities and pending grant applications. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT Approval of $250,000 grant funding will augment the Pavement Management Program expense. Prepared by: Diane Friedmann Assistant to the Town Manager Reviewed by: Joseph Calabrigo Town Manager Attachment: Resolution No. 7-2021 Application(s) for CalRecycle 2 February 16, 2021 Rubberized Pavement Grant Funding DocuSign Envelope ID: 16CACDD3-OFC2-4603-AD6E-21AB70EE9769 RESOLUTION NO. 7-2021 RESOLUTION OF THE DANVILLE TOWN COUNCIL AUTHORIZING SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE TOWN OF DANVILLE IS ELIGIBLE WHEREAS, Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California's (state) efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. NOW, THEREFORE, BE IT RESOLVED, that the Danville Town Council authorizes the submittal of application(s) to CalRecycle for all grants for which the Town of Danville is eligible; and BE IT FURTHER RESOLVED that the Town Manager, is hereby authorized and empowered to execute in the name of the Town of Danville all grant documents, including but not limited to, applications, agreements, amendments, and requests for payment, necessary to secure grant funds and implement the approved grant project; and BE IT FURTHER RESOLVED that these authorizations are effective for five (5) years from the date of adoption of this resolution.
