CALL TO ORDER The regular meeting of the Danville Town Council was called to order by Mayor Morgan at 5:00 p.m. The meeting was conducted by teleconference only. 1.1Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Renee Morgan, Mayor Present: Newell Arnerich, Vice Mayor Dave Fong, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember All Councilmembers were present. 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Vice Mayor Arnerich. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. FOR THE GOOD OF THE TOWN There were no comments received For the Good of the Town. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 2, 2021 5. CONSENT CALENDAR 5.1Consider approval of the Summary of Actions from the special Town Council meeting of January 12, 2021 5.2Consider approval of the Register of Demands 5.3Consider adoption of Resolution No. 5-2021, authorizing the purchase of two Rectangular Rapid Flashing Beacon (“RRFB”) Systems for the Traffic Management Program, CIP C-305 5.4Consider adoption of Resolution No. 6-2021, appropriating funds and authorizing the Town Manager to execute a contract for consultant services related to the preparation of the 2022-2030 General Plan Housing Element MOTION BY COUNCILMEMBER STEPPER, SECOND BY COUNCILMEMBER STORER, TO APPROVE THE CONSENT CALENDAR MOTION CARRIED 5-0 6. TOWN MANAGER’S REPORT 6.1 Monthly Town Manager’s report by Joe Calabrigo Town Manager Joe Calabrigo provided the report. 7. COMMUNICATIONS 7.1Reports by Jim Donnelly, Danville representative: Contra Costa County Advisory Council on Aging; and, County Connection Citizens Advisory Committee Danville representative Jim Donnelly provided the reports. 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 2, 2021 8. PUBLIC HEARINGS 8.1Consider introduction of Ordinance No. 2021-01, repealing existing Chapter 32-76 of the Danville Municipal Code and adding a new Chapter 32-76 to the Danville Municipal Code related to Accessory Dwelling Units (ADU) – ZTA20-0001 Chief of Planning David Crompton presented the staff report and responded to questions from the Town Council. Mayor Morgan opened the item to public comment and stated that one email correspondence was received from California Renters Legal Advocacy and Education Fund and distributed to the Town Council in advance of the meeting. John Minot, East Bay for Everyone, advocated for new housing at all income levels, expressed support for the ordinance, and concern regarding the reference to “architectural coordination” contained in the ordinance. Jason Zimmerman, representing Glenwood Homes Association (HOA), expressed concern regarding conflicts between the ordinance and the HOA restrictions. He requested guidance to manage and control the ADU process going forward. Lou Dellman questioned if an ADU counts towards State of California housing requirements. Kelly Dyer asked if any manufactured homes have been pre-approved by the Town. Mayor Morgan closed the item to public comment. Mr. Crompton and City Attorney Rob Ewing responded to public comments and inquiries. The Town Council discussed parking for ADUs and Junior ADUs, manufactured homes, and modification of section 32-76.12 to include 32-76.5. There was Town Council consensus to incorporate Town Council comments and modify the ordinance, returning to the Town Council for a first reading on February 16, 2021. 3 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS FEBRUARY 2, 2021 MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STEPPER, TO MODIFY ORDINANCE NO. 2021-01 AS PROPOSED, INCORPORATE TOWN COUNCIL COMMENTS, AND RETURN FOR FIRST READING ON FEBRUARY 16, 2021 MOTION CARRIED 5-0 9. TOWN COUNCIL REPORTS 9.1Chamber of Commerce liaison report by Mayor Morgan and Vice Mayor Arnerich Mayor Morgan provided the report. 9.2Senior Advisory Commission liaison report by Vice Mayor Arnerich Vice Mayor Arnerich provided the report. 9.3Town Council updates The Mayor and Town Council provided updates on events and activities in the Danville community. 10.
