HomeMy WebLinkAboutASRDRB20210211 5.2 DESIGN REVIEW BOARD STAFF REPORT 5.2 TO: Design Review Board Members February 11, 2021 SUBJECT: Review and provide comments on the architectural elevations, site plan, and landscape design for Development Plan request DEV21-0001 for a previously approved five-lot subdivision (SD9543). The property is located at 1485 Lawrence Road PROJECT DESCRIPTION The project includes a Development Plan request (DEV21-0001) to review architectural elevations, floor plans, and landscaping for the development of five new residences in a previously approved subdivision, SD9543. The subdivision was approved by the Planning Commission on December 9, 2020. Conditions of Approval require that architectural plans for the project be reviewed by the Town under a separate Development Plan application. EVALUATION Architecture & Floor Plans The subject plot plan appears to be consistent with the approved subdivision and the required items outlined in the conditions of approval: • The development criteria for the lots are consistent with R-40; Single-Family Residential Zoning District. • No interior street lighting is proposed to be installed and the proposed driveway/entry lighting for the individual properties provide a pleasant accent to the front of the residences. • Five colors and materials schemes are provided for two Craftsman, two Farmhouse, and one French Country style residences. The colors are similar to colors the Design Review Board has approved of in the past. • Two different floor plans, one with two alternative front elevation treatments (Farmhouse, Craftsman) and the other with three alternative front elevation treatments (Farmhouse, Craftsman, and French Country), are proposed. 1485 Lawrence Road – Development Plan 2 February 11, 2021 The following comments are design recommendations to improve the elevations that will be more visible from the public right-of-way: • Lot 1 Front Elevation: The ridge line appears to be extensive. The Planning Division recommends the Design Review Board consider adding a dormer, adding a hip element to the two ends, or reducing the height of segments to reduce the long ridgeline. • Lot 1-5 All Elevations: The windows on the front elevations appear to not be consistent with the windows seen on all other sides of the residence. The Design Review Board should consider the window treatment for all four elevations. Landscape The subject plot plan appears to be consistent with the approved subdivision and the required items outlined in the conditions of approval: • All trees are a minimum of 15-gallon container sizes and the shrubs are a minimum of 5-gallons in size. • The applicant is required to install a decomposed granite pathway along the Lawrence Road frontage per the Lawrence Road/Leema Specific Plan. The following comments are design recommendations to improve the elevations that will be more visible from the public right-of-way: • Camphor trees can be destructive to pavement and sidewalks. The Chinese Elm and Camphor street trees should be changed to California Sycamore and Valley Oaks. • Landscaping plans should include a cross section of the bio-retention basin. • Landscaping plans should include all cross hatching and symbols in their legend and plant list. There are some cross hatchings and speckling shown in the bio- retention basin and front yard that are not listed. • Move the curb at the entrance adjacent to the Oak tree back away from the trunk of the tree. • There is a possibility that retaining walls will be required for areas along the front walking path/trail. 1485 Lawrence Road – Development Plan 3 February 11, 2021 RECOMMENDATION Approve the architecture, site plan, and landscape design for Development Plan request DEV21-0001 for a previously approved five-lot subdivision (SD9543).
