HomeMy WebLinkAboutASRDRB20210211 5.1 DESIGN REVIEW BOARD STAFF REPORT 5.1 TO: Design Review Board Members February 11, 2021 SUBJECT: Review proposed building modifications and final colors and materials for the previously approved Clocktower redevelopment project. The applicant is requesting to modify the architectural plans by adding two additional peaked tower elements on the front (Hartz Avenue) elevation. The site is located at 301 Hartz Avenue. PROJECT DESCRIPTION/BACKGROUND Development Plan request DEV19-0011 was reviewed by the Design Review Board (DRB) and approved by the Planning Commission (PC) in 2019. The initial architectural submittal included four peaked tower elements along the front (Hartz Avenue elevation). As part of the DRB’s review, the peaked tower elements were reduced to just two, framing the courtyard entry area. Conditions of approval also require that final building colors and materials return to the DRB for review and approval. The conditions indicate that the brick color be a lighter color than the red brick shown on the color and material board presented and be more consistent with the color that was shown on the building renderings. EVALUATION • It is the staff’s view that the proposed four tower elements are excessive. This element is not a traditional style found elsewhere in the core downtown area. However, the flat-roofed tower is a common element in the downtown area. • The proposed paint colors (body and trim) have been painted on the rear (Railroad Avenue) elevation of the building. Design Review Board Members review of the colors is recommended. The approved brick colors include brown and pink colors. The applicant is now proposing a brick the is redder, with more white and yellow elements. 301 Hartz Avenue 2 February 11, 2021 RECOMMENDATION Review proposed building modifications and final colors and materials for the previously approved Clocktower redevelopment project.
