SUBJECT: Resolution No. 6-2021, appropriating funds and authorizing the Town
Manager to execute a contract for consultant services related to the
preparation of the 2022-2030 General Plan Housing Element
BACKGROUND
As required by State Law, all cities and counties must maintain a General Plan Housing
Element which plans for the housing needs of its residents. The California Department of
Housing and Community Development distributes a Regional Housing Needs Allocation
(RHNA) to regional governments on an eight-year cycle. In turn, the regional
governments develop a methodology for the distribution of the housing units to
individual cities and counties.
The Town adopted the current 2014-2022 Housing Element in 2013. The process for the
2022-2030 Housing Element is now underway and is required to be approved by the
Town by January 2023.
DISCUSSION
The Town desires to hire a consultant to assist the Town in the preparation of the 2022-
2030 Housing Element.
The Town sent a request for proposals to three firms specializing in the preparation of
housing elements and selected the firm of Diana R. Elrod Consulting. The total cost for
the consulting services would be $127,550.

Posting of the meeting agenda serves as notice to the general public.
FISCAL IMPACT
All costs associated with the housing element consulting services would be appropriated
from the Town’s existing Comprehensive Planning Fee Fund.

RECOMMENDATION
Adopt Resolution No. 6-2021 appropriating funds and authorizing the Town Manager to
execute a contract for consultant services related to the preparation of the 2022-2030
General Plan Housing Element.
