Home My WebLink About020221-05.3 ADMINISTRATIVE STAFF REPORT 5.3 TO: Mayor and Town Council February 2, 2021 SUBJECT: Resolution No. 5-2021, authorizing the purchase of two Rectangular Rapid Flashing Beacon (“RRFB”) Systems for the Traffic Management Program, CIP C-305 BACKGROUND The Capital Improvement Program includes the Traffic Management Program, CIP C-305 (Attachment B) which provides for installation of various traffic calming devices and measures. This resolution will allow for the replacement of two existing crosswalk warning beacon systems. In the late 1990s, the Town began installing illuminated crosswalk and warning beacon systems at heavily traveled intersections and trail crossing locations to enhance pedestrian and bicyclist safety. These first-generation systems were costly to install and, over time, have proven to be costly to maintain. In the 2000s, agencies began utilizing Rectangular Rapid Flashing Beacon (“RRFB”) systems as an effective, cost-conscious alternative to the in-roadway systems. To date, the Town has installed RRFB systems at 15 locations. DISCUSSION Through field inspections and increased maintenance activity, staff has determined that two of the Town’s existing warning beacon systems have reached the end of their useful service life and are proposed for replacement. The two systems, which are a high priority for replacement due to their close proximity to schools, are located at: 1.Diablo Road/Arroyo Drive intersection (serving Vista Grande Elementary School) 2.La Gonda Way (serving St. Isidore School) The Town solicited and received a bid from Traffic and Parking Control Co., Inc. (“TAPCO”) for the two new RRFB systems (Attachment C). TAPCO is a reputable manufacturer and supplier of traffic control devices and safety systems throughout the United States, and their systems have been installed at several Town locations with a high degree of effectiveness. Based upon past performance, and to maintain equipment consistency, it is recommended that the TAPCO RRFB system be utilized for the subject locations. Authorizing the purchase of RRFB 2 February 2, 2021 Systems, CIP C-305 Direct purchasing of the RRFB equipment from TAPCO is permitted through OMNIA Partners, Public Sector Cooperative Purchasing Organization (the “Purchasing Organization”) of which TAPCO is under contract with to supply traffic control products. The Town has been a participating public agency of the Purchasing Organization since 2009. Installation of the RRFB systems will be performed by Contra Costa County Signal Maintenance, the Town’s traffic signal maintenance contractor. The work is scheduled to begin in March 2021 and expected to be completed by the end of March, weather permitting. This project has been found to be Categorically Exempt from the California Environmental Quality Act (CEQA) according to Guidelines Section 15301 (Class 1). PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. A standard Town Capital Improvement sign will be placed at the various project sites. FISCAL IMPACT The cost for the purchase and shipping of RRFB systems for the two identified pedestrian crossing locations is $17,587.02. Sufficient funds have been appropriated in CIP Project C- 305 to cover these costs. RECOMMENDATION Adopt Resolution No. 5-2021, authorizing the purchase of two Rectangular Rapid Flashing Beacon Systems (“RRFB”) for the Traffic Management Program, CIP C-305. (“TAPCO”), of Brown Deer, Wisconsin; and WHEREAS, TAPCO is under contract with OMNIA Partners, Public Sector Cooperative Purchasing Program to supply traffic control products to participants; now, therefore, be it RESOLVED, by the Danville Town Council, that the Town Manager be and hereby is authorized to execute, on behalf of the Town, a purchase order with TAPCO of Brown Deer, Wisconsin, in the amount of $17,587.02 for the purchase of RRFB systems for the two identified locations.
