CALL TO ORDER The special meeting of the Danville Town Council was called to order by Mayor Morgan at 2:00 p.m. The meeting was conducted by teleconference only. 1.1Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Renee Morgan, Mayor Present: Newell Arnerich, Vice Mayor Dave Fong, Councilmember Karen Stepper, Councilmember Robert Storer, Councilmember All Councilmembers were present. 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. FOR THE GOOD OF THE TOWN There were no speakers. 3. PUBLIC HEARINGS 3.1Consider adoption of Ordinance No. 2020-05, an urgency ordinance of the Town of Danville establishing a temporary cap on commission, fees and costs charged by third-party food delivery services on local restaurants within the Town of Danville during the COVID-19 pandemic City Attorney Rob Ewing presented the staff report and recommended a change to the fees proposed. DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS DECEMBER 18, 2020 Mayor Morgan opened the item to public comment. There were no speakers. Mayor Morgan closed the item to public comment. There was Town Council consensus to delete paragraph d in Section 2, item A.1.; and to include all other fees charged to the restaurant in paragraph c in Section 2, item A.1. MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO ADOPT AND READ BY TITLE ONLY ORDINANCE NO. 2020-05, AN URGENCY ORDINANCE OF THE TOWN OF DANVILLE ESTABLISHING A TEMPORARY CAP ON COMMISSION, FEES AND COSTS CHARGED BY THIRD-PARTY FOOD DELIVERY SERVICES ON LOCAL RESTAURANTS WITHIN THE TOWN OF DANVILLE DURING THE COVID-19 PANDEMIC; INCLUDING THE FOLLOWING MODIFICATION: 1.MODIFY SECTION 2, ITEM A.1.c. TO STATE THAT THE FEES, COMMISSION OR COSTS INCLUDES ALL OTHER FEES CHARGED TO THE RESTAURANT; AND 2.DELETE SECTION 2, ITEM 1.d MOTION CARRIED 5-0 4. ADMINISTRATIVE STAFF REPORTS 4.1 Consider adoption of Resolution No. 82-2020, appropriating an additional $268,000 to fund Phase 2 of the Forward Focus COVID-19 Business Grant Program and to fund and administer a Business Assistance Program Economic Development Manager Jill Bergman presented the staff report and responded to questions from the Town Council. Mayor Morgan opened the item to public comment. Judy Lloyd, President and CEO, Danville Area Chamber of Commerce, expressed support for the Program. 2 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS DECEMBER 18, 2020 Wisti Quenneville, hairdresser and local business owner, expressed support for making the program funds available to business owners who occupy a space within a brick and mortar business. Mayor Morgan closed the item to public comment. Vice Mayor Arnerich recommended adding an additional $25,000 to the program for the Tier 1 category. There was unanimous Town Council support for the program and the recommended change. MOTION BY VICE MAYOR ARNERICH, SECOND BY COUNCILMEMBER STORER, TO APPROPRIATING AN ADDITIONAL $293,000 TO FUND PHASE 2 OF THE FORWARD FOCUS COVID-19 BUSINESS GRANT PROGRAM AND TO FUND AND ADMINISTER A BUSINESS ASSISTANCE PROGRAM; WITH THE FOLLOWING CHANGE: 1.APPROPRIATE $293,000 TO FUND PHASE 2 OF THE PROGRAM; AND 2.ADD $25,000 TO THE TIER 1 CATEGORY MOTION CARRIED 5-0 5.
