Danville Planning Commission – Special Meeting

December 9, 2020
1. CALL TO ORDER
The special meeting of the Danville Planning Commission was called to order by
Chair Combs at 5:00 p.m. The meeting was conducted by teleconference only.
1.1 Roll Call
Administrative Assistant Joan Snashall conducted the roll call for
attendance:

1.2 Announcements
Administrative Assistant Joan Snashall provided information regarding the
format of the meeting and instructions for public comment.
2. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
3. “FOR THE GOOD OF THE TOWN” – Citizens who would like to address the Commission
about a planning-related subject that is not listed on the agenda, have two options: (1) email comments prior
to 4:00 p.m. on the day of the meeting; or (2) use the zoom chat feature during the meeting. The 3 -minute
time limit applies in both cases.
There were no public comments.

4. ITEMS FOR CONSIDERATION/ACTION
4.1 Consider approval of the Summary of Actions from the November 24, 2020,
special Planning Commission meeting.
MOTION BY ALTERNATE COMMISSIONER HAVLIK, SECOND BY
VICE CHAIR GRAHAM TO APPROVE THE SUMMARY OF ACTIONS
FROM THE NOVEMBER 24, 2020 SPECIAL PLANNING COMMISSION
MEETING WITH THE FOLLOWING MODIFICATION:
• UPDATE AGENDA DESCRIPTION ON ITEM 5.1 TO INCLUDE
THREE STORY OFFICE BUILDING

4.2 Consider approval of the Planning Commission meeting dates for 2021.

VERRIERE TO APPROVE THE PLANNING COMMISSION MEETING

5. PUBLIC HEARINGS
5.1 Consider approval of Resolution No. 2020-11, approving Major Subdivision
request SD 9543 allowing the subdivision of an existing 4.38-acre parcel into
five single-family residential lots at a site located at 1485 Lawrence Road .
Fred Korbmacher, Development Services Coordinator, presented the staff
report.
Eric Chevalier, The Address Company, provided additional details of the
proposed project.
Chair Combs opened the item to public comment.
Jim Richards, Danville, expressed concerns with the projects right-of-way,
easements, drainage, and tree removal.

MOTION BY VICE CHAIR GRAHAM, SECOND BY ALTERNATE
COMMISSIONER HAVLIK TO APPROVE RESOLUTION NO. 2020-11,
APPROVING MAJOR SUBDIVISION REQUEST SD 9543 ALLOWING
THE SUBDIVISION OF AN EXISTING 4.38-ACRE PARCEL INTO FIVE
SINGLE-FAMILY RESIDENTIAL LOTS AT A SITE LOCATED AT 1485
LAWRENCE ROAD, WITH THE FOLLOWING MODIFICATION:
• CONFIRM EXACT ACREAGE OF PARCEL AND UPDATE
DOCUMENTS AS NEEDED

5.2 Consider approval of Resolution No. 2020-12, approving Major Subdivision
– Tentative Map and Final Development Plan request DEV20-0011 to
subdivide the 15,000 square foot parcel into five single-family lots, and to
develop the lots with five single family residences and associated
landscaping. The application also includes Tree Removal request TR20-
0045 to remove four Town-protected trees. The site is located at 134 El
Dorado Avenue.
Commissioner Bowles reclused himself and left the meeting as he lives
within 750 feet of the project.
David Crompton, Chief of Planning presented the staff report.
Prem Dhoot, Haven Development, introduced his team.
Adam Gardner, WHA Architects, provided additional details of the
project’s architecture and design features.

MOTION BY COMMISSIONER RADICH, SECOND BY VICE CHAIR
GRAHAM, TO APPROVE RESOLUTION NO. 2020-12, APPROVING
MAJOR SUBDIVISION – TENTATIVE MAP AND FINAL
DEVELOPMENT PLAN REQUEST DEV20-0011 TO SUBDIVIDE THE
15,000 SQUARE FOOT PARCEL INTO FIVE SINGLE-FAMILY LOTS, AND
TO DEVELOP THE LOTS WITH FIVE SINGLE FAMILY RESIDENCES
AND ASSOCIATED LANDSCAPING. THE APPLICATION ALSO
INCLUDES TREE REMOVAL REQUEST TR20-0045 TO REMOVE FOUR
TOWN-PROTECTED TREES. THE SITE IS LOCATED AT 134 EL
DORADO AVENUE
MOTION CARRIED 6-0-1; COMMISSIONER BOWLES RECUSED
Commissioner Bowels rejoined the meeting.
