Resolution No. 82-2020, appropriating an additional $268,000 to fund Phase
2 of the Forward Focus COVID-19 Business Grant Program and to fund and
administer a Business Assistance Program
BACKGROUND
The business community in Danville is a vital part of the Town, generating tax revenues to
fund municipal services, providing employment to residents, and offering goods and
services to all members of the community. The COVID-19 pandemic has had a severe
impact on all businesses in the Town. All business sectors have had to shut down for
periods of time and adapt to new safety restrictions necessary to comply with health orders
issued by the State of California and Contra Costa County.
Since the beginning of the pandemic, the Town has worked extensively with individual
businesses, the Danville Area Chamber of Commerce and other business groups to provide
business assistance, including guidance to understand the CARES Act disaster funding. The
Town has expended approximately $202,000 for traffic control, advertising, program
development, fee waivers, etc., in addition to committing extensive staff time and effort.
On November 4, the Town Council approved a $250,000 Forward Focus Grant Program, to
support businesses impacted by the pandemic. The funding was intended to assist
businesses that had to shift to outdoor operations which required the need to purchase
weather protection equipment. The grant program provided assistance to 72 businesses.
DISCUSSION
At their December 15, 2020 meeting, the Town Council expressed interest in committing an
additional $250,000 to fund a second phase of the Forward Focus Grant Program, with a
focus on business sectors most hard hit by the pandemic and the County Health Order.
Phase 1 funds focused on neighborhood serving commercial businesses and were fully
committed within a few weeks of implementation. For Phase 2, staff recommends
maintaining eligibility criteria by specified business types as outlined for Phase 1, with
modifications to criteria and funding maximums so that funding is prioritized for industry
sectors that have experienced the greatest impact from the health order. Phase 2 funding is
proposed to be allocated based upon three tiers:
1. Tier 1: $150,000 to be allocated in grants of up to $5,000 for the Personal Service (i.e.,
spas, hair salons, nail, non-medical massage, etc.), Restaurants, Small Retailers (5 or fewer
employees) and Service Commercial (i.e., fitness, dance, entertainment, etc.).
2. Tier 2: $75,000 to be allocated in grants of up to $2,500 for all other eligible businesses
outlined in Attachment B; only retail businesses with fewer than 25 employees would
qualify.
3. Tier 3: $25,000 to be allocated to applications currently on the wait list from Phase 1.
Grants will be structured based upon a menu of options that support business needs and
assist recovery efforts. Should grant requests exceed available funding, then first priority
will be given to Tier 1 businesses. The options proposed are geared to focus on marketing,
weather/visibility and COVID sanitation and safety related capital expenditures.
Phase 2 of the Forward Focus COVID-19 grant program would operate as follows:
• Total program funding allocation of $250,000.
• Grants to be earmarked for marketing or capital, with maximum funding limits based
on the costs for specified items.
• The individual grant amount will be based upon the three specified Tiers.
• Grants will require a 25% match with funds to be disbursed as a reimbursement for
qualified expenses.
• Applicants must possess an active Town business license and have demonstrated
ongoing compliance with the County Health Order.
• Applicants must adhere to grant program guidelines.
• Grant eligibility includes approved expenses incurred within the 30 days prior to
approval of the second round of funding.
• Eligible businesses may include recent recipients of Online Sales Mini Grants. In
these cases, the maximum grant amount will be offset by the amount of the previous
grant.
• Applications will be reviewed as submitted until funds are exhausted with priority
given to Tier 1 business types.
• Grant recipients who received funding in the first round are not eligible to reapply
for funds.
Grant funding categories and options have been updated to broaden the types of
expenditures that are eligible for funding.

Categories 1-4 outline maximum amounts for specific options. It is envisioned that
businesses may apply for options that are relevant to their specific needs.
The application for capital grants will include a list of items not eligible and will require

applicants to secure necessary permits and administrative approvals.
Applicants would be able to apply easily online and receive notification of grant review
within 24-48 hours. As part of the initial review, businesses are personally contacted to
discuss grant proposals, so staff can better align funding with business needs.
Business Assistance Program
Initial CARES Act funding provided disaster relief and payroll protection loans to assist
businesses offset losses resulting from closure due to the Shelter in Place and County Health
Orders. The Town and the Danville Area Chamber of Commerce devoted extensive staff
time to educating the business community about the loan programs and options that would
work for their specific needs.
Subsequently, the Town has developed a series of programs to support local businesses.
With the second round of CARES Act funding expected this month, additional support is
required to administer a Business Assistance Program that best positions Town businesses
to maximize funding opportunities.
The Town will employ the assistance of Townsend Public Affairs to operate a program that
has previously been successfully used in two other Contra Costa cities to help over 150 small
businesses access over $4.8 million in low-interest and forgivable loans through federal,
state and local programs. Coordinated by Town staff, Townsend will provide direct
concierge level support to business owners, including a business needs assessment to
identify the right source of funding; provide guidance and direct support during the
application process; address application issues as needed; and provide guidance on
program compliance and maximize potential forgiveness programs once funding has been
obtained.
With the assistance of Townsend, Town staff will be allowed to continue to administer other
programs while maintaining current level of business service and support.
An amendment to the Town's current contract with Townsend and a funding appropriation
of $18,000 will be required to support this program.
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public. Further meeting notice
was provided to brick -and -mortar businesses through the weekly email distribution.
FISCAL IMPACT
A funding appropriation of $268,000 from the Contingency Fund is recommended to fund
the programs described in this report. Inclusive of the additional funding request, the Town
COVID-19 Business Support 4 December 18, 2020
has committed $800,000 towards supporting local businesses impacted by the pandemic, in
additional to extensive staff time and resources. To date, the Town has received $541,000 in
federal CARES Act funding.

AND ADMINISTER A BUSINESS ASSISTANCE PROGRAM
WHEREAS, the business community in Danville is a vital part of the Town, generating
tax revenues to fund municipal services, providing employment to residents, and
offering goods and services to all members of the community; and
WHEREAS, businesses within the Town are struggling to operate during the COVID-19
pandemic, which has led to reduced numbers of customers and additional expenses
necessary to comply with federal, state and county health orders; and
WHEREAS, the Town has provided significant financial and logistical support to the
business community during the pandemic, but has determined that it is necessary to take
additional actions to assist businesses in continuing to operate during the upcoming
winter and rainy season; and
WHEREAS, on November 4, 2020 the Town Council approved the Forward Focus
COVID-19 Business Grant Program and appropriated $250,000 from the General -Purpose
Capital Improvement Fund to fund the Program; and
WHEREAS, the initial funding was exhausted within a few weeks of program
development and the Town Council determined the need to further assist businesses
significantly impacted by the pandemic; and
WHEREAS, the Town will not authorize Phase 2 of the Program to be based upon grant
criteria that have been amended to include COVID Related Safety and Sanitation and
other type expenditures for businesses to reopen and operate safely for the public; and
WHEREAS, further support is needed to guide businesses through second round of
CARES Act relief funds, and the Town has contracted with Townsend Public Affairs to
administer individual concierge level support to all interested businesses interested in
applying for federal or state funding; now, therefore, be it
RESOLVED, that the Danville Town Council appropriates $268,000 from the
Contingency Fund to fund Phase 2 of the Forward Focus COVID-19 Business Grant
Program; and the Business Assistance Program and be it further
RESOLVED, the Town Council hereby authorizes the Town Manager to develop the
Program details consistent with the funding levels and procedures spelled out in the staff
report presented to the Town Council, to implement and manage the Program consistent

MICROGRANT PROGRAM SCOPE OF SERVICES
With the passage of the CARES Act in May, the Federal Government authorized over $2.2 trillion
in stimulus funding for aid programs to combat the impacts of COVID-19. The CARES Act
provided funding to states, counties, cities, businesses, and individuals through dozens of existing
programs, as well as through new programs established as part of the stimulus efforts. The
CARES Act has proved critical to recovery efforts and has laid the groundwork for additional
federal economic assistance efforts. Additionally, the State of California provided resources to
assist small businesses, entrepreneurs, and employees recover from the economic impact
associated with the coronavirus pandemic.
Many of the programs through the CARES Act and previous coronavirus -specific legislation are
aimed at providing relief to businesses impacted by the sudden economic downturn that the virus
caused. Given the number of business aid programs, each with their own eligibility requirements
and limited available funding, it can be cumbersome for local governments and small business
owners, who are focused on keeping the lights on and their employees paid through the reopening
process, to identify and navigate the various assistance programs. As the Town of Danville
continues to support its residents and the local community, it is critical that business owners have
access to the resources they need to navigate these programs and receive funds from the federal
government as quickly as possible.
TPA will utilize the following strategic and comprehensive approach to work with the Town to
establish a program to provide support services to assist Town businesses in accessing available
funding:
• Identify Town Staff Support: TPA will work in coordination with the Town to designate a
program staff member who will provide collaboration and support to the program. This
includes monitoring incoming emails, providing TPA with business contact details, logging
participant information, and screening businesses to ensure they meet any geographic
criteria established by the Town.
• Create Pre -Launch Content: TPA will work with Town staff to identify the needs of the
business community, provide FAQs, and develop other content for a centralized small
business support center. This will allow small businesses access to quick information and

• Coordinate Program Launch Event: TPA will work with the Town to conduct targeted
outreach to businesses and community stakeholders, including non -profits and the
Chamber of Commerce, to make them aware of the program. TPA will host a webinar with
Town officials, and other necessary partners, to launch the program and provide an
overview of the programs available, the services being offered, and how to participate in
the program.

• Manage Participant Intake: Utilizing the business contact information provided by Town
staff, TPA will manage a comprehensive intake process to schedule one-on-one
appointments and triage business needs. Staff will work within a one business day service
level for returning calls to businesses.
• Conduct Business Needs Assessment: TPA will connect directly with business owners,
and their representatives, to evaluate their individual goals and desired outcomes. Using
this information, TPA will identify what assistance programs the business may be eligible
for and how they can leverage those various programs to achieve their stated goals.
• Provide Guidance and Direct Support: TPA will provide businesses with direct support
as they apply for the identified programs, including assessment of eligibility, step-by-step
instructions, identification of information needed to submit with any applications, and
addressing any technical questions they may have with the application.
• Address Application Issues: Where necessary and able, TPA will act as a liaison to
individual agencies and departments to assist businesses in resolving issues with their
application. This includes utilizing legislative contacts, relationships with state and federal
government officials, collaboration with industry groups and Danville Area Chamber of
Commerce.
• Program Compliance: Once business owners successfully apply for, and receive,
funding from federal and/or state assistance programs, TPA will continue to provide
guidance on allowable expenses and how they can maximize potential forgiveness
programs.
• Provide Progress Reports: TPA will coordinate with the Town on our activities. TPA will
provide timely electronic reports on the assistance provided, including the status of
applications and funding received. In addition to written reports, TPA will be available to
the Town for conference calls, briefings, and meetings necessary to establish and carry
out the Town program.

Given the uncertainty surrounding the duration and economic impact from the COVID-19
pandemic, TPA proposes an initial contract term of three months. Should it be necessary to
continue these services beyond the initial contract term, TPA would propose a month-to-month
extension of the above services at the continued rate of $7,000 per month.
