HomeMy WebLinkAboutSOAPC20201110 Danville Planning Commission – Special Meeting Summary of Actions November 10, 2020 A special study session meeting of the Danville Town Council, Planning Commission and Design Review Board was called to order by Mayor Stepper at 4:00 p.m. The meeting was adjourned at 5:20 pm to the regularly scheduled Planning Commission meeting. 1. CALL TO ORDER 1.1 Roll Call 1.2 Announcements 2. “FOR THE GOOD OF THE TOWN” – Citizens who would like to address the Commission about a planning-related subject that is not listed on the agenda, have two options: (1) email the City Clerk prior to 4:00 p.m. on the day of the meeting; or (2) use the zoom chat feature during the meeting. The 3-minute time limit applies in both cases. 3. STUDY SESSION 3.1 Joint study session to review and provide preliminary comments and direction regarding the proposed re-development of the 1.19-acre parcel located at 600 Hartz Avenue. The development proposal includes the demolition of the existing FAZ restaurant building and the construction of 2,700 square feet of commercial space along Hartz Avenue, 33 condominium units within a two-story building, and an 83 vehicle subterranean parking garage (Project Planner: David Crompton). 4. ADJOURN TO PLANNING COMMISSION MEETING The special meeting of the Danville Planning Commission was called to order by Chair Combs at 5:25 p.m. The meeting was conducted by teleconference only. Administrative Assistant Joan Snashall conducted the roll call for attendance: Present: Robert Combs, Chair Mark Graham, Vice Chair Archie Bowles, Commissioner David Havlik, Alt. ITEMS FOR CONSIDERATION/ACTION 5.1 Consider approval of the Summary of Actions from the October 27, 2020, special Planning Commission meeting. MOTION BY VICE CHAIR GRAHAM, SECOND BY COMMISSIONER VERRIERE, TO APPROVE THE SUMMARY OF ACTIONS FROM THE OCTOBER 27, 2020 SPECIAL PLANNING COMMISSION MEETING MOTION CARRIED 7-0 5.2 Consider recommendation to the Town Council to appoint a Planning Commission representative to the Design Review Board for the term ending December 31, 2024. MOTION BY VICE CHAIR GRAHAM, SECOND BY ALTERNATE COMMISSIONER HAVLIK, TO APPOINT ROBERT COMBS AS THE PLANNING COMMISSION REPRESENTATIVE TO THE DESIGN REVIEW BOARD FOR THE TERM ENDING DECEMBER 31, 2024. MOTION CARRIED 7-0 6. PUBLIC HEARINGS 6.1 Consider approval of Resolution No. 2020-10, approving Minor Subdivision request MS 851-2020 and Tree Removal request TR20-0039, allowing for the subdivision of an existing five -acre parcel into four single family residential parcels located at 1475 Lawrence Road. David Crompton, Chief of Planning presented the staff report. Fred Korbmacher, Development Services Coordinator addressed Commissioners questions. Justin, DeKnoblough, CBG Civil Engineers, provided a detailed background of the project and addressed Commissioners questions. The item was open for public comment and the following individuals submitted email comments that were read into the record by Administrative Assistant, Joan Snashall. No chat comments were received. 1. Jim Richards, Danville, expressed concerns with negative impacts on the existing rural atmosphere. 2. Bette Brockman, Danville, expressed concerns with negative impacts on the existing rural atmosphere. MOTION BY VICE CHAIR GRAHAM, SECOND BY ALTERNATE COMMISSIONER HAVLIK, TO ADOPT RESOLUTION NO. 2020-10, APPROVING MINOR SUBDIVISION REQUEST MS 851-2020 AND TREE REMOVAL REQUEST TR20-0039, ALLOWING FOR THE SUBDIVISION OF AN EXISTING FIVE-ACRE PARCEL INTO FOUR SINGLE FAMILY RESIDENTIAL PARCELS LOCATED AT 1475 LAWRENCE ROAD , WITH THE FOLLOWING MODIFICATIONS: • ONLY ALLOW FOR THE REMOVAL OF TREES 3, 6, 7 AND 8, WHICH ARE NECESSARY FOR PROJECT IMPROVEMENTS • ALL EFFORTS SHALL BE USED TO SAVE ALL TRESS AT RISK AND SHALL ONLY BE REMOVED ON APPROVAL BY THE TOWN MOTION CARRIED 7-0 7.
