CALL TO ORDER The special meeting of the Danville Town Council was called to order by Mayor Stepper at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Karen Stepper, Mayor Lisa Blackwell, Vice Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Robert Storer, Councilmember All Councilmembers were present. 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Mayor Stepper. 3. CHANGES TO THE ORDER OF THE AGENDA City Clerk Marie Sunseri stated that item 9.1 will be presented following Item 6 on the agenda due to the number of speakers and attendees for that item. 4. John Bristow expressed opposition to the construction of a Costco gas station in San Ramon. 4. Christine Santiago expressed opposition to the construction of a Costco gas station in San Ramon. 5. Della Fernandes expressed opposition to the construction of a Costco gas station in San Ramon. 6. Chalis Kuba expressed opposition to the construction of a Costco gas station in San Ramon. 7. Kelly Alvares expressed opposition to the construction of a Costco gas station in San Ramon. 8. Brett Bevel expressed opposition to the construction of a Costco gas station in San Ramon. 9. PROCLAMATIONS AND PRESENTATIONS 5.1 Presentation of a proclamation to Ron Lowe, Brigadier General (Ret.) and Second Class Engineman E5, honoring Veterans Day Mayor Stepper presented the proclamation to Dennis Giacovelli and Ron Lowe. 5.2 Legislative update by California State Senator Steve Glazer Senator Glazer provided an update. 6. ADMINISTRATIVE STAFF REPORTS 9.1 Consider adoption of Resolution No. 74-2020, appropriating funds establishing a Forward Focus COVID-19 Business Grant Program Economic Development Manager Jill Berman presented the staff report. City Clerk Marie Sunseri read public comment received prior to the meeting: 1. Pat Burgess, Chairman of the Board for the Danville Area Chamber of Commerce expressed support for the grant program and requested a modification to allow restaurants to request $10,000. 2. Asmita Bhargava, Autumn Creek Learning Center expressed support for the grant program and requested that the program allow childcare centers and preschools to apply. 3. Shelby McNamara, Interim President of the Danville Area Chamber of Commerce expressed support for the grant program. 4. Wendy Hennig, Barre3Danville, expressed support for the grant program. 5. Jill Landry, Pigtails and Crewcuts, expressed support for the grant program and requested that the grant be allowed to cover rent expenses. 6. Dipak Rao, Ayutherapy Ayurveda Wellness Center, expressed support for the grant program. 7. Jeff Neustadt, Cielito, expressed support for the grant program and requested an end to the weekend street closures. 8. Theresa Grutzeck, The Rouge Cosmetics, expressed support for the grant program. 9. Mark and Maria Haswell, Danville Yoga Wellness Center, expressed support for the grant program and suggested modifications to the qualifying business expenses. 10. Tina, Pyrenees Pets, expressed support for the grant program. 11. Darren Matte, Danville Harvest and Cocina Hermanas, expressed support for the grant program. 12. MOTION BY COUNCILMEMBER STORER, SECOND BY COUNCILMEMBER ARNERICH, TO ADOPT RESOLUTION NO. 74-2020, APPROPRIATING FUNDS ESTABLISHING A FORWARD FOCUS COVID-19 BUSINESS GRANT PROGRAM, INCLUDING THE FOLLOWING MODIFICATIONS: 1. INCLUDE AN "OTHER" CATEGORY FOR QUALIFYING EXPENSES; 2. INCLUDE LANGUAGE THAT THE PROGRAM IS AVAILABLE TO NEIGHBORHOOD -SERVING COMMERCIAL USES, LOCALLY -OWNED FRANCHISE BUSINESSES, AND BRICK AND MORTAR BUSINESSES; AND 3. REQUIRE STAFF TO RETURN TO THE TOWN COUNCIL WITH A STATUS REPORT AND UPDATE IN APPROXIMATELY 90 DAYS. MOTION CARRIED 5-0 7. TOWN MANAGER'S REPORT 7.1 Monthly Town Manager's report by Joe Calabrigo Town Manager Joe Calabrigo provided the report. 8. COMMUNICATIONS 8.1 Maintenance Services Department report by Director Dave Casteel Director Dave Casteel provided the report. 10. INFORMATIONAL STAFF REPORTS 10.1 Quarterly Investment Report (Chandler Asset Management) Genny Linkiewicz, Chandler Asset Management, provided the report. 11.
