HomeMy WebLinkAbout111720-05.4ADMINISTRATIVE STAFF REPORT 5.4 TO: Mayor and Town Council November 17, 2020 SUBJECT: Resolution No. 75-2020, authorizing the installation of a one-way stop control on El Pinto at El Pintado Road, and a two-way stop control on Benjamin Lane and Green Gables Court at Culet Ranch Road BACKGROUND This report recommends that the Town Council adopt Resolution No. 75-2020 declaring one-way and two-way stop-controlled intersections at the following locations (Attachment B): 1.El Pinto at El Pintado Road 2.Benjamin Lane and Green Gables Court at Culet Ranch Road Residents of the above neighborhoods have expressed concerns to the Town regarding the safety at these two intersections. The primary concern is that drivers traveling on the minor street approaches do not always yield to traffic on the major street. Additionally, at these locations there are limited sight distances from the minor street approach, where installing stop sign controls would enhance traffic safety and define right-of-way designations for drivers. DISCUSSION El Pinto is a local residential road running in a north-south direction adjacent to I-680 and intersects with El Pintado Road, a neighborhood collector road. Benjamin Lane and Green Gables Court are local residential roads that intersect with Culet Ranch Road, a neighborhood collector road. These intersections currently do not have stop sign controls on any of the approaches. Town staff has been proactively monitoring the traffic conditions at these locations and recommend the installation of stop controls on the minor street approaches to enhance intersection safety. The proposed stop controls will simply reinforce California Vehicle Code Section 21800, which states that vehicles entering an intersection from minor street approaches must yield the right-of-way to vehicles traveling on the major, or through, street approach. The proposed stop sign locations are shown as Attachment B to this report. Installation of one-way and 2 November 17, 2020 two-way stop sign controls PUBLIC CONTACT Notification to area residents was completed as shown in Attachment B. Posting of the meeting agenda serves as notice to the general public. The Town received correspondence from two residents in support of the proposed stop control installations. FISCAL IMPACT A labor and materials cost of $1,500 to install the necessary signs and pavement markings is available from appropriated funds included in the 2020/21 Operating Budget. RECOMMENDATION Adopt Resolution No. 75-2020, authorizing the installation of a one-way stop control on El Pinto at El Pintado Road, and a two-way stop control on Benjamin Lane and Green Gables Court at Culet Ranch Road.
