HomeMy WebLinkAbout111220-4.1 4.1 TOWN OF DANVILLE PARKS, RECREATON AND ARTS COMMISSION SPECIAL MEETING SUMMARY OF ACTIONS October 14, 2020 - DRAFT 1. CALL TO ORDER The special meeting of the Danville Parks, Recreation and Arts Commission was called to order by Chair Joyce at 5:00 p.m. The meeting was conducted by Teleconference only. 1.1 Roll Call Administrative Assistant Kristine Meidberg conducted the roll call for attendance: Present: Jane Joyce, Chair Kevin Donovan, Commissioner Kyler Fung, Commissioner Youth Representative Alesia Strauch, Commissioner Excused: Brittany Beech, Commissioner Alec Tappin, Commissioner Absent: Randall Diamond, Vice Chair 1.2 Announcements Kristine Meidberg, Administrative Assistant, provided information regarding the format of the meeting and instructions for public comment. 2. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 3. "FOR THE GOOD OF THE TOWN" Parks, Recreation and Arts Commission Summary of Actions October 14, 2020 Draft 2 Administrative Assistant Kristine Meidberg read into the record the public comments that were received via email prior to 4:00 p.m. Michael McDonald, Alamo resident and member of the Bounty Garden management team, addressed the problem of the dilapidated building adjacent to the garden. The building is a habitat for rats that tunnel into the garden, eat the produce and constitute a nuisance and a public health hazard. The Bounty Garden management team is requesting that the building be demolished and is hoping with the help of the Commission, the Town and the County can be persuaded to take action. Stewart Proctor, Danville, encouraged the Commission to move forward with a pickleball program. He made many substantive points in support of a pickleball program. 4. ITEMS FOR CONSIDERATION/ACTION 4.1. Approval of the Summary of Actions from the September 9, 2020 Parks, Recreation and Arts Commission Special Meeting. MOTION BY COMMISSIONER DONOVAN, SECOND BY COMMISSIONER FUNG, TO APPROVE THE SUMMARY OF ACTIONS OF THE SEPTEMBER 9, 2020 PARKS, RECREATION AND ARTS SPECIAL MEETING. MOTION CARRIED 4-0 5. REPORTS AND PRESENTATIONS 5.1. Diablo Road Trail Alignment The Town of Danville’s Transportation Manager, Andrew Dillard, gave a presentation on the status of the Diablo Road Trail project. He spoke of an alternative alignment option has been created, different from the three established options in the 2018 Feasibility Study. This new alignment will have less terrain obstacles, lower cost and will be easier to obtain ADA compliance. A preliminary timeline for the project was presented. Administrative Assistant Kristine Meidberg opened the item to public comment. Parks, Recreation and Arts Commission Summary of Actions October 14, 2020 Draft 3 A public comment was received via the Chat feature from, Alan Kalin, President of the Mount Diablo Cyclists and Chairman of Bike Danville in support of the Diablo Road Trail Alignment Project. They look forward to working with the Town on this essential safety project. Andrew Dillard answered the questions posed by the Commissioners. Administrative Assistant Kristine Meidberg closed the item to public comment. 5.2. Future of Parks, Recreation & Arts Discussion Recreation, Arts and Community Services Director, Henry Perezalonso initiated the follow-up discussion that began at the October 14th meeting on the future of Parks, Recreation & Arts. Chair Joyce told the Commission that she had created a draft letter to read at the Town Council but stated it now needs a revision due to the opening of our parks. This letter will emphasize the importance of the Parks as an essential service to the community. Chair Joyce asked the Commission for their feedback. The Commissioners support Chair Joyce and presenting her letter to Town Council. The Commission would also like to encourage the Town Council Liaison to the Parks, Recreation and Arts Commission to attend the Commission meetings. 5.3. Recreation, Arts and Community Services Director’s Report Recreation, Arts and Community Services Director, Henry Perezalonso reported that we have moved tiers in the COVID pandemic recovery and with that move we have a tentative date for re-opening the Danville Community Center and Senior Center for daily, limited hours counter service. We are also looking at opening our Art gallery with modified hours. All playgrounds have been opened and Hap Magee held a virtual re- opening. We are also now accepting picnic rental applications. Mr. Perezalonso also updated the Commission on the classes, camps and events that are being offered. Cultural Arts and Marketing Program Supervisor, Jessica Wallner gave an update on the Hearts Around Hartz Public Art display. Sixteen of the seventeen hearts will be auctioned off, the mosaic heart will stay with the Town and the proceeds of the black and Parks, Recreation and Arts Commission Summary of Actions October 14, 2020 Draft 4 white checkered heart will go to the American Heart Association. The auction will open October 14th at midnight. 5.4 Commissioners’ Reports and Comments Commissioner Donovan commented on how the community is following the COVID rules at the new Hap Magee park. He also thought the current juried art exhibit virtual presentation was put together well. Commissioner Fung updated the Commission on the Danville Youth Council (DYC). The DYC had a retreat last week and at the retreat they talked about the 4 service projects they are planning to do. Commissioner Strauch reported on the replacement of the turf at Diablo Vista Field. 6.
