CALL TO ORDER The special meeting of the Danville Town Council was called to order by Mayor Stepper at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Karen Stepper, Mayor Lisa Blackwell, Vice Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Robert Storer, Councilmember All Councilmembers were present. 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Mayor Stepper. 3. CHANGES TO THE ORDER OF THE AGENDA City Clerk Marie Sunseri stated that item 8.1, Quarterly Investment Report, will be continued to a future agenda. FOR THE GOOD OF THE TOWN City Clerk Marie Sunseri read public comment received prior to the meeting: 1. Stacey Ritzer expressed concern regarding the atmosphere in the downtown area and the for -sale cars on Danville Boulevard. 5. CONSENT CALENDAR 5.1 Consider approval of the Summary of Actions from the special Town Council meeting of October 6, 2020 5.2 Consider approval of the Register of Demands 5.3 Consider acceptance of the August 2020 Month End Treasurer's Report 5.4 Consider adoption of Resolution No. 70-2020, approving the Town's inventory of leased and owned properties pursuant to Government Code Section 50569 5.5 Consider adoption of Resolution No. 71-2020, appropriating funds and authorizing execution of a contract for third -party review of the revised Stormwater Management Plan and Drainage Study for the Condominium Project located at 359 & 375 El Pintado Road (Subdivision 9399) MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE THE CONSENT CALENDAR ITEMS 5.1 THROUGH 5.5 MOTION CARRIED 5-0 6. COMMUNICATIONS 6.1 Update on Innovation Tri Valley and iGate by Lynn Wallace Naylor CEO, Innovation Tri -Valley Leadership Group, and Brandon Cardwell, Executive Director, Daybreak Labs Lynn Wallace Naylor and Brandon Cardwell provided updates. 6.2 Announce recruitment for one Danville representative to serve on the Contra Costa County Library Commission to fulfill a term ending June 30, 2022, by City Clerk Marie Sunseri City Clerk Marie Sunseri announced the recruitment. 2 DocuSign Envelope ID: 1D2F8829-DBE0-48D4-84F3-1C1473425577 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS OCTOBER 20, 2020 7. ADMINISTRATIVE STAFF REPORTS 7.1 2020/21 Mid -Year Library Services City Clerk Marie Sunseri read public comment received prior to the meeting: 1. Beverly Wadsworth, Friends of the Danville Library Endowment Committee, expressed support for continuing the 56 hours per week of operation into 2021. 2. Elaine Penning, Friends of the Danville Library, expressed support for keeping the library open 56 hours a week. Assistant to the Town Manager Diane Friedman presented the staff report and the four options for library service levels and hours of operation. There was Town Council consensus in favor of option 4. MOTION BY COUNCILMEMBER MORGAN, SECOND BY COUNCILMEMBER ARNERICH, TO APPROVE OPTION 4, INCLUDING SUPPLEMENTARY LIBRARY HOURS IN THE MID -YEAR 2020/21 OPERATING BUDGET MOTION CARRIED 5-0 7.2 Consider adoption of Resolution No. 72-2020 opposing the Tassajara Parks project in unincorporated Contra Costa County and requesting that Contra Costa County reject the FEIR and deny the project and all related actions City Clerk Marie Sunseri read public comment received prior to the meeting: 1. Tassajara Valley Preservation Association submitted documentation supporting Danville's proposed resolution opposing the Tassajara Parks development. 2. Bryan Wenter, Miller Star Regalia, on behalf of client FT Land, LLC, submitted documentation discussing the merits of the Tassajara Parks Project that warrant affirmative consideration by the Town. 3 DocuSign Envelope ID: 1D2F8829-DBE0-48D4-84F3-1C1473425577 DANVILLE TOWN COUNCIL SUMMARY OF ACTIONS OCTOBER 20, 2020 Town Manager Joe Calabrigo presented the staff report and responded to Town Council questions. Councilmember Storer expressed concern that opposing the Tassajara Parks Project at this point in time will preclude the Town from being able to be a part of the decision-making process for the project. Mr. Calabrigo stated that it is timely to bring the item forward for Town Council consideration. MOTION BY COUNCILMEMBER MORGAN, SECOND BY VICE MAYOR BLACKWELL, TO ADOPT RESOLUTION NO. 72-2020 OPPOSING THE TASSAJARA PARKS PROJECT IN UNINCORPORATED CONTRA COSTA COUNTY AND REQUESTING THAT CONTRA COSTA COUNTY REJECT THE FEIR AND DENY THE PROJECT AND ALL RELATED ACTIONS MOTION CARRIED 4-1; COUNCILMEMBER STORER OPPOSED 8. INFORMATIONAL STAFF REPORTS 8.1 Quarterly Investment Report by Germy Lynkiewicz, Chandler Asset Management CONTINUED TO A DATE UNCERTAIN 9. TOWN COUNCIL REPORTS 9.1 Town Council updates The Mayor and Town Council provided updates on events and activities in the Danville community. The Town Council directed staff to schedule a special meeting to discuss further steps the Town can take to support the business community in the coming months. 10.
