HomeMy WebLinkAbout110420-08.1Town Council Report Presented November 4, 2020 MAINTENANCE SERVICES MAINTENANCE SERVICES OUR MISSION Maintenance Services ensures that Town -owned facilities—buildings, parks, roadsides, streets and street lights —are maintained in a manner that enhances the quality of life for Danville residents. The Town's Maintenance Services Department consists of four primary divisions: Buildings, Streets, Parks and Roadsides. These divisions work together to ensure that Danville continues to be a great place to live and visit. The Buildings Division maintains approximately 105,000 square feet of buildings, including the Town Offices, Town Service Center, Veterans Memorial Building, Village Theatre, Town Meeting Hall, Town Library, Community Center, Sycamore Day Care, Magee House, Swain House, Cottage at Hap Magee Ranch Park, and the Teen Centers at Los Cerros, Charlotte Wood and Diablo Vista schools. These buildings are maintained by three full-time staff members, who also respond to and complete several hundred service requests each year. Over 250 acres of parks, roadsides and medians throughout the Town are maintained by the Parks and Roadsides divisions. Staff continues to manage a central irrigation system that is helping combat rising water costs and changing weather conditions while maintaining landscaping in the condition our residents have grown to love. Additionally, the Parks Division maintains 30 sports fields, four water features, seven playgrounds and a large and small dog park, helping to provide great recreational experiences for our residents and their pets. The Streets Division continues to do a phenomenal job of keeping our roadways safe. Street and curb markings are repainted as needed, traffic and street name signs are monitored daily, being repaired or replaced when necessary, potholes are filled, sidewalks are repaired and all efforts are made to keep Danville's streets as safe as possible. In addition to these duties, Maintenance Services maintains Town creeks and drainage systems while complying with permit requirements from the Department of Fish and Wildlife. While striving to exceed service level expectations in the areas described above, the Maintenance Services Department also facilitates special events, responds to traffic accidents, removes graffiti, completes extensive safety and specialization trainings, manages 19 Capital Improvement Projects, assists with the Town's Clean Water Program, coordinates volunteer projects with various organizations and works directly with all sports user groups in Town. 2 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Maintenance staff has completed over 125 hours of training and certification courses this year. The Maintenance Services Department maintains 60 acres of arterial roadside and median landscaping. A variety of volunteer projects are coordinated each year, including park fence painting, refinishing benches and rose bush pruning. 3 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Special events are a major part of the Danville community and the Maintenance Services Department helps facilitate them by posting signs, assisting with road closures, delivering equipment and cleaning up after the events. 30 sports fields are maintained by the Town, facilitating extensive use by sports groups and recreational users. The Town maintains and repairs 145 lineal miles of streets and roadways and 6.1 miles of roadside ditches. 4 MAINTENANCE SERVICES WATER CONSERVATION AND LANDSCAPE REPLACEMENT Danville South Park: The underutilized grass around the basketball court was removed and replaced with more water -efficient plant material and bark mulch. Greenbrook Drive median at Camino Ramon: The existing plant material has reached the end of its useful life and will be replaced with a variety of plants and trees. Sycamore Valley Road and Camino Tassajara: The roadside landscaping at the northwest corner was rejuvenated with new plants and bark mulch. LANDSCAPE RENOVATION AREA a 5 MAINTENANCE SERVICES PARKS • The Hap Magee Ranch Park playground replacement project is complete and it has been opened to the public following the Health Department allowing playgrounds to re -open • Taking advantage of sports fields being closed due to the pandemic, the synthetic turf was replaced at Diablo Vista Park • Repaved approximately 1,260 square feet of the asphalt pathway at Oak Hill Park • Upgraded the irrigation pump at Green Valley Elementary • Replaced the sewer pump for the Diablo Vista Park restrooms • Extensive repairs to the decomposed granite pathway at the large dog park By the Numbers (2020) • Completed more than 20 irrigation main line repairs • Removed over 5,200 bags of garbage from park sites • Pruned over 250 trees and shrubs • Completed 280 hardscape repairs • Provided more than 140,000 dog waste bags • Planted 111 trees and shrubs • Treated park sites 12 times each for weeds and rodents • Maintained 30 sports fields 6 MAINTENANCE SERVICES ROADSIDES • Planted nine redwood, crape myrtle and maple trees along the pathway to Tuscany Way from Camino Tassajara • Planted five large crape myrtle trees at the Service Center, replacing the pine trees that were removed recently • Replaced plant material in several locations, including along Sycamore Valley Road and Camino Tassajara • Re -landscaped the Iron Horse Trail head at San Ramon Valley Blvd. (near Jiffy Lube) • Reviewed and optimized all irrigation programs in LLAD Zone B, increasing overall watering efficiency • Rodent control in all of Roadside B on a regular basis By the Numbers (2020) • Completed more than ten irrigation main line repairs • Removed nearly 2,600 bags of garbage from roadsides • Pruned over 100 trees and shrubs • Completed 72 hardscape repairs • Provided more than 45,000 dog waste bags • Planted 75 trees and shrubs • Fertilized and aerated all roadside turf areas twice 7 MAINTENANCE SERVICES BUILDINGS By the Numbers (2020) • Maintain approximately 105,000 square feet of facilities • On pace for nearly 300 service requests this year • Maintain 16 facilities and bathroom buildings at five parks • 32 total safety inspections of buildings and facilities • Nearly 100 fire extinguishers inspected monthly • 16 building roofs cleared of leaves and debris Repaired an air conditioning unit at the Community Center • Continued to modify janitorial plan to adapt to ongoing changes associated with the pandemic • Installed four new, larger monitors in the Town Meeting Hall to support Town Council and other meetings • Several significant plumbing repairs, including at the Community Center and Village Theatre and Art Gallery • Facilitated a sewer line repair at Hap Magee Ranch Park • Repainted the dressing rooms at the Village Theatre and Art Gallery 8 MAINTENANCE SERVICES STREETS & STREET LIGHTING By the Numbers (2020) • Performed sidewalk, curb and gutter repairs at several locations, including Magee Ranch subdivision and along EI Capitan Drive • Completed the annual inspection and cleaning of creeks, drainage ditches and trash racks in advance of the winter storm season to help prevent flooding • Replaced nearly 800 raised pavement markers throughout Town • Installed 32 new signs as part of the Diablo Road Bicycle Lane Improvements • Set up parklet seating areas for Downtown restaurants to provide additional seating during the pandemic • Performed 39 sidewalk inspections and completed 246 repairs • Inspected over 500 drain inlets and cleaned as needed • Responded to 25 instances of illegal dumping • 17 Town -maintained, 74 PG&E -maintained and two County -maintained street lights were repaired • Filled 134 potholes • Responded to 214 Danville Connect requests • Installed or replaced 308 traffic signs 9 MAINTENANCE SERVICES MISCELLANEOUS Danville Connect te.") it DANVIL E 01 C3 New t;uo Track Town Issues Council El El 0 FAG Town Danville Website Today r E r rs.+ls Social Recroanon Media Guide I ro.-' • The Maintenance Department is on pace to receive approximately 730 requests through Danville Connect this fiscal year. Resident feedback continues to be very positive, with a 92% satisfaction rating. • Maintenance staff assisted RACS with the installation and subsequent removal of the art work for the Hearts Around Hartz project. • Renewed efforts to prepare for PG&E Public Safety Power Shutoff events to keep the public safe and minimize impacts on our residents. • Infrastructure damaged by vehicular accidents was repaired, replaced or removed in a timely manner, including a guardrail and traffic signage. • Installed plexiglass barriers at several buildings to help keep staff and visitors safe during the pandemic, including the building permit counter, Police Department and Veterans Memorial Building. • Replaced the deteriorated deck in the Swain house rear yard at Hap Magee Ranch Park. • Maintenance continues to administer the Work Alternative Program, though it is temporarily on hold due to the pandemic. This program helps keep Danville's parks, roadsides and trails free of litter and debris. 10 MAINTENANCE SERVICES LOOKING AHEAD • Preliminary work is being completed for the gazebo replacement project at Hap Magee Ranch Park. The structure has served the park very well over the years but is deteriorating and will be replaced with an industrial grade gazebo. • The annual rose pruning at Osage Station Park will be completed, with approximately 1,500 roses being pruned by Maintenance staff. • The dog park renovation project will take place as usual during the winter moratorium, with new sod being installed in the large dog park, new grass seed in the small park and repairs of gates, fencing and irrigation. • In advance of winter, approximately 25 large trees around the Osage Station Park playground, picnic area and pathway will be pruned to reduce the risk of fallen limbs. • The winter storm season is approaching and, as always, the Maintenance Department will be prepared to respond to storm events at all hours to protect life and property. • The sports field moratorium is set to begin on December 1, with the fields scheduled to re- open on February 26 (weather permitting).
