SUMMARY OF ACTIONS
September 1, 2020
1. CALL TO ORDER
The special meeting of the Danville Town Council was called to order by Mayor
Stepper at 5:00 p.m. The meeting was conducted by teleconference only.
1.1 Roll Call
City Clerk Marie Sunseri conducted the roll call for attendance.
Present: Karen Stepper, Mayor
Lisa Blackwell, Vice Mayor
Newell Arnerich, Councilmember
Renee Morgan, Councilmember
Robert Storer, Councilmember
All Councilmembers were present.
1.2 Announcements
City Clerk Marie Sunseri provided information regarding the format of the
meeting and instructions for public comment.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Mayor Stepper.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.
4. FOR THE GOOD OF THE TOWN
There were no comments received For the Good of the Town.

Town Manager Joe Calabrigo provided the report.
7. COMMUNICATIONS
7.1 City Clerk Marie Sunseri announced the recruitment for volunteer
positions:
a. Design Review Board: One (1) four-year term ending December 31, 2024
b. Arts Advisory Board: One (1) Youth Member, two-year term ending
June 30, 2022
c. Heritage Resource Commission: Two (2) regular members for terms
ending December 31, 2024; one (1) licensed architect to fulfill term
ending December 31, 2023
d. Parks, Recreation and Arts Commission: Two (2) regular members to
fulfill terms ending June 30, 2021
e. Planning Commission: Four (4) regular members and (1) alternate
member for four-year terms ending December 31, 2024

8. PUBLIC HEARINGS
8.1 Consider introduction of Ordinance No. 2020-02, adding a new Chapter 5-
9 to the Danville Municipal Code regulating sidewalk vendors
City Attorney Rob Ewing presented the staff report.
There were no public comments received on this item.
There was Town Council discussion and consensus to make the following
modifications to the ordinance:
1. Section 5-9.6 (q): add Oak Hill Park Community Center plaza and the
fountain plaza at Railroad Avenue and Linda Mesa,
2. Section 5-9.6: add section (t) language to include no parking in bike lanes
3. Section 5-9.7: add language to include proximity to public art, public
kiosks and fountains; and maintaining ADA accessibility
4. Section 5-9.8 (1): modify to state "roaming" sidewalk vendors

ARNERICH, TO INTRODUCE AND READ BY TITLE ONLY ORDINANCE NO. 2020-
02, ADDING A NEW CHAPTER 5-9 TO THE DANVILLE MUNICIPAL CODE
REGULATING SIDEWALK VENDORS, INCLUDING THE RECOMMENDED
MODIFICATIONS, AND RETURN FOR SECOND READING ON SEPTEMBER 15, 2020

9. ADMINISTRATIVE STAFF REPORTS
9.1 Consider adoption of Resolution No. 62-2020, authorizing a time extension
for street closures for temporary outdoor restaurant seating, granting an
exemption from Danville Ordinance No. 96-10 allowing for consumption of
alcoholic beverages within the public right-of-way, and appropriating
contingency funds to extend a contract for traffic control services.
Economic Development Manager Jill Bergman presented the staff report.

from the following individuals:

Commerce
There was Town Council discussion and consensus to modify the
Resolution to include (1) creation of a parklet space on Hartz Avenue in
front of Valley Medlyn s; and (2) extending the time extension for street
closures to January 3, 2021.
MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER
MORGAN, TO ADOPT RESOLUTION NO. 62-2020, AUTHORIZING A TIME
EXTENSION FOR STREET CLOSURES FOR TEMPORARY OUTDOOR RESTAURANT
SEATING, GRANTING AN EXEMPTION FROM DANVILLE ORDINANCE NO. 96-10
ALLOWING FOR CONSUMPTION OF ALCOHOLIC BEVERAGES WITHIN THE
PUBLIC RIGHT-OF-WAY, AND APPROPRIATING CONTINGENCY FUNDS TO
EXTEND A CONTRACT FOR TRAFFIC CONTROL SERVICES; INCLUDING THE
FOLLOWING MODIFICATIONS:
(1) CREATION OF A PARKLET SPACE ON HARTZ AVENUE IN FRONT OF
VALLEY MEDLYN'S; AND
(2) EXTENDING THE TIME EXTENSION FOR STREET CLOSURES TO
JANUARY 3, 2021
