CRIME AND TRAFFIC DURING THE
FIRST HALF OF 2020
The Police Department faced new challenges in the first half of 2020. The staff adapted
quickly to the changing environment due to the COVID-19 Pandemic and protests following
bouts of civil unrest across the Nation. There was a significant decrease in both reported Part
1 crime and the number of reported traffic collisions. Much of the decrease in crime can be
attributed to the reduction in opportunities for theft (most prevalent crime in Town) by
empty parking lots and occupied homes. Part 1 crime dropped from 150 reported cases in the
first half of 2019 to 132 reported cases in the first half of 2020.
The reduction in the number of traffic collisions reported to the Police Department may be
attributed to steep reductions in traffic flow. Estimates made using the town -wide ALPR
system indicated a 6o% reduction in traffic flow through Town during the height of the
COVID-19 Pandemic. Traffic collisions dropped from 154 in the first half of 2019 to Hi in the
first half of 2020.

OUTREACH
The Police Department has always maintained a robust outreach program where members of
the department participate in many in-person events each year. With the COVID-19
Pandemic causing all in-person events to be cancelled, the Police Department started a live
podcast called "10-8 In -Service" where members from the Police Department provide crime
updates, safety tips, and interact live with viewers on Facebook every Wednesday night.

COVID-19, HEALTH ORDERS, PROTESTS AND CIVIL UNREST
As the COVID-i9 Pandemic and civil unrest hit the Nation and greater Bay Area, the Police
Department quickly adapted their service delivery model in order to keep and maintain a
healthy work force while ensuring they continue to safeguard the lives, rights and property
for all those we serve. The Police Department used personal protective equipment, social
distancing, and access control into facilities to ensure the health and safety of staff and
visitors.
When there were signs of protest or civil unrest, the Police Department ensured the rights of
people to peacefully assemble were not infringed and maintained an appropriate law
enforcement presence that ensured the lives and property of the residents and business
owners were secure. On one occasion in June 2020, the Town received credible intelligence of
a threat to loot and cause damage in the Town of Danville during a planned protest. The
Police Department responded by informing the community, increasing vehicle and foot
patrols, and staging a riot control team. Ultimately, there was a small protest and no violence
but the Police Department was well positioned to quickly respond to any acts of violence.
Sworn staff from the Police Department deployed to several mutual aid requests across the
Bay Area as part of regional teams to provide riot control assistance to communities in need.
