CALL TO ORDER The special meeting of the Danville Town Council was called to order by Mayor Stepper at 5:00 p.m. The meeting was conducted by teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance. Present: Karen Stepper, Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Robert Storer, Councilmember Excused: Lisa Blackwell, Vice Mayor 1.2 Announcements City Clerk Marie Sunseri provided information regarding the format of the meeting and instructions for public comment. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Mayor Stepper. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. 4. ADMINISTRATIVE STAFF REPORTS 5.1 Receive a verbal update on street closures for temporary outdoor restaurant seating within the public right-of-way along Hartz Avenue as approved by Resolution No. 50-2020 Economic Development Manager Jill Bergman provided an update on the street closures for temporary outdoor restaurant seating within the public right-of-way along Hartz Avenue and answered questions from the Town Council. City Clerk Marie Sunseri read the public comment that was received: Marty Breen, Forward Motion Sports, expressed support for modifying the street closure. Keva Dodd, Whim House, expressed support for modifying the street closure and suggested placing better signage at both ends of the closure. Maeve DeSoto, J. McLaughlin, expressed support for evening street closure for restaurants only. Ashleigh Carone, Brides on Hartz, expressed opposition to the street closure and suggested lighting the trees along Hartz Avenue and providing retail businesses the opportunity to utilize street frontage for business operations. Angela Pace, Blue Line Pizza, expressed support for modifying the street closure. Tina Wong, Molly's Pup-Purr-ee, expressed opposition to the street closure. Curtis deCarion, Revel and Esin, expressed support for the street closure. Darren Matte, Harvest and Cocina Hermanas, expressed support for the street closure and encouraged increased mask enforcement. Turner Stanton expressed support for a modified street closure. MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER MORGAN, CONSISTENT WITH RESOLUTION NO. 50-2020, LIMIT THE WEEKEND STREET CLOSURE ON HARTZ AVENUE FROM DIABLO ROAD TO PROSPECT AVENUE ONLY; REOPEN HARTZ AVENUE FROM PROSPECT AVENUE TO SCHOOL STREET; STRENGTHEN THE LANGUAGE IN THE LAND USE PERMITS IN REGARDS TO COVID-19 REQUIREMENTS; AND, GIVE RESTAURANTS THE ABILITY TO EXPAND, IN NON -STREET CLOSURE TIMES, TO ADJACENT PARKING SPACES WITH THE PERMISSION OF THE PROPERTY OWNERS MOTION CARRIED 5-0 6.
